Project Summary

Objectives The aim of the BUILD UP SKILLS I-TOWN project is to develop and validate training schemes at EQF level 3 for workers in the building sector, in order to

improve their competences in sustainable building. The consortium will address the training material development for the blue collars in line with the improvement of the proposals contained in the Italian roadmap, developed within the Pillar I of Build Up Skills Italy initiative. During the project “train the trainers” courses will be held for each

technology, in order to train teachers, engineers, professors, which will

afterwards train the building workers.

• Certification/qualification of craftsmen and other on-site workers

• Training of teachers, engineers, professors, which will further train building workers and disseminate the concept of the training courses

• Acceleration in adopting and promoting energy efficiency in buildings

National strategies in the building sector to contribute to the EU 2020 energy targets The non-industrial buildings sector is considered to be the main driver in energy consumption and GHG emissions, at both national and EU level. As a response to this issue, the European Directive 2002/91/EC (EPBD - Energy Performance of Buildings Directive) address the strategies to promote the improvement of energy efficiency in buildings in terms of EU 2020 energy targets. In the light of the current regulatory framework, the new National Energy Strategy has been implemented in order to pursue both short and long-term objectives (2020), aiming at promoting energy efficiency, the (sustainable) development on renewable energy, the integration of the Italian electricity market with the European system and the efficiency of national decision-making energy policies.

Current education and continuing training system relevant for building sector in Italy As to Vocational Education and Training (VET), each Italian Region and autonomous Province is empowered to implement its own system and this hindered the process for identification of a common national framework. in recent years it has been felt the need for change in the education system through a process of strong structural modification careful to maintain a perspective of methodological consistency. The Regions and the Public Administration, in the absence to date of a national system of certification of skills, have initiated some considerations, acquiring documents and consistent methodological tools, all aimed at ensuring greater usability of acquisitions at a national level. In this direction, all agreements made in recent years have always maintained the need to achieve a National System of certification of skills.

Upgrading of existing scheme The existing national index of qualifications provides the basis for the definition of new competences and skills that operators should have under a 2020 perspective. The national standards identified within the National Roadmap are related to blue-collars and are : Thermo-hydraulic operator, Electricity operator, Building operator, Electronics operator, Wood operators. Hence, it is clear that human resources are the real added value and the development of new specialized skills and competences, as well as the training of trainers and the certification of craftsmen in the field of energy efficiency in the building sector is the main lever of change and vocational growth.

The green building is leading changes to vocational training, and the need to teach interdisciplinary competences is emerging. For this reason the BUILD UP SKILLS I-TOWN project aims to develop three different training lines: General: oriented towards all the human resources of the building chain; Specific: oriented towards specific jobs, in order to transfer specific operative competence linked to product and process innovation; Cross-wide, in order to transfer transversal skills;

The training required in the building sector has been already assessed in several EU and national projects. However lots of them investigated only a single aspects of the building chain and, although many proposals for establishing mutual recognition of qualifications were been explored, no one provides for an integrated approach. The results gained within previous projects, together with the measures identified by the BUILD UP SKILLS PILLAR I, will be the basis to develop training materials, to monitor and evaluate the pilot courses (both for trainers and for workers), to assess certification and qualification schemes.

Objectives and Main steps

Main Steps

• Training the workers: the starting point is the national index of qualifications already in use.

Initial surveys on existing and emerging knowledge, competences and skills will be carried out within priority areas for identified for green building. Findings from the survey will create the basis for the design of modular training programme and of appropriate training materials.

• “Train the trainers”: a key action will consist in training professional teachers in the building

sector. Innovative training methodologies and technical contents will be developed on the priority areas identified and transferred to trainers throughout pilot actions to be carried out with supporting partners.

• Certification and qualification of the building workers: the recognition and

validation system enhanced by the project will be developed considering the standards required by the recent law decree published on 16 January 2013. The project will set up procedures for assessing both formal and nonformal or informal learning and will establish minimum standards ensuring quality of the training process.

• Ensuring the long term sustainability of the action: project sustainability will be ensured

encouraging a continuous dialogue with social partners as to the adoption of the project results within the national framework of contracts, promoting the transfer of results towards international partners, especially those related to the migrant workforce present in Italy.

• Dissemination and communication activities: All the partners will be committed in

promoting project results attending conferences and organising specific workshops. A project website and a dedicated e-learning platform will be implemented as well.

Objectives

The objective of the project is to establish or upgrade large scale institutionalized training schemes for

the qualification of craftsmen and other on-site workers in the field of

energy efficiency and renewable energy in buildings, according the

Action Plan proposed in the Italian Roadmap delivered within the Pillar I of Build Up Skills Italy initiative.

The training courses are meant to be

an investment for sustainability by

evolutionary processes which will

lead to a high quality of skills. The

training schemes are based on a

well balanced relationship between theory and practice. The

educational principle behind the

training is “Hands on Learning”. Indeed the training courses mainly

take place in demonstration

facilities and laboratories, where

practical work is performed.

Expected impacts

• Certification/qualification of craftsmen and other on-site workers (blue collars) in

the field of sustainable building. During the project lifetime, a number of training schemes will be developed. It can be estimated that after the project lifetime, the training courses further implemented could qualify or certify a relevant number of building workers up to 2020.

• Training of teachers, engineers, professors, which will further train building workers and disseminate the concept of the training courses: during the project,

trainers will be trained through “train the trainers” courses (also e-learning platform - learning management system may be realized).

• Acceleration in adopting and promoting energy efficiency in buildings: the

consortium has been defined in order to involve companies and project developers in the project realization. This cooperation will accelerate the deployment of energy efficient systems in new buildings and renovations.
