Un mercante inglese spiega come arricchire l’Inghilterra
Thomas Mun (1571-1641) fu un Mercante inglese e scrisse riflessioni sull’economia del suo tempo. Spessocatalogato come mercantilista egli tuttavia ebbe un pensiero molto più articolato della dottrina semplice
“esportare molto e importare poco”. Propongo qui solo 4 capitoli dei 7 che compongono il trattato La
Ricchezza dell’Inghilterra dovuta al Commercio estero. Probabilmente scritto attorno al 1630, fu
pubblicato nel 1664 a cura del figlio, dimostrandosi un testo ancora attuale nel contesto della restaurazione
degli Stuart. Ogni paragrafo è seguito di una mia traduzione in italiano e in grassetto.

My Son, In a former Discourse I have endeavoured after my manner briefly to teach thee two things: The
first is Piety, how to fear God aright, according to his Works and Word: The second is Policy, how to love
and serve thy Country, by instructing thee in the duties and proceedings of sundry Vocations, which either
order, or else act the affairs of the Common-wealth; In which as some things doe especially lend to Preserve,
and others are more apt to Enlarge the same: So am I now to speak of Money, which doth indifferently serve
to both those happy ends. Wherein I will observe this order, First, to shew the general means whereby a
Kingdome may be enriched; and then to proceed to those particular courses by which Princes are accustomedto be supplyed with Treasure. But first of all I will say something of the Merchant, because he must be a
Principal Agent in this great business.

Figlio mio, In un primo discorso mi sono sforzato a modo mio di insegnarti rapidamente due cose: la
prima è la Pietà, come temere Dio nel modo giusto, secondo le sue Opere e la sua Parola: la seconda è
la “Politica”, come amare e servire il tuo Paese, insegnandoti i doveri e le incombenze delle diverse
vocazioni le quali o regolano oppure mettono in atto gli affari del Commonwealth; tra le quali alcune
cose tendono più particolarmente a Conservare mentre altre sono più adatte a Aumentare gli stessi
affari: dunque mi accingo a parlare del Denaro, il quale serve indifferentemente a questi due felici
scopi. A questo proposito procedo in questo ordine, primo, mostrerò i diversi modi in cui un regno può
arricchirsi; secondo, mostrerò i mezzi più particolari con i quali i principi sono soliti ricevere entrate.
Ma innanzitutto Voglio parlare del Mercante, perché egli è l’Agente Principale in questo grande
affare.
Chapter 1
The Qualities which are required in a perfect Merchant of Forraign Trade. Le qualità richieste per fare un
perfetto Mercante nel commercio estero.
The love and service of our Country consisteth not so much in the knowledge of those duties which are to be
performed by others, as in the skilful practice of that which is done our selves; and therefore (my Son) it is
now fit that I say something of the Merchant, which I hope in due time shall be thy Vocation: Yet herein are
my thougths free from all Ambition, although I rank thee in a place of so high esteem; for the Merchant
isworthily called The Steward of the Kingdoms Stock, by way of Commerce with other Nations; a work of
no less Reputation than Trust, which ought to be performed with great skill and conscience, that so the
private gain may ever accompany the publique good. And because the nobleness of this profession may the
better stir up thy desires and endeavours to obtain those abilities which may effect it worthily, I well briefly
set down the excellent qualities which are required in a perfect Merchant.
L’amore e il servizio per il nostro Paese non consistono tanto nel conoscere i doveri che incombono
agli altri, ma piuttosto nel riuscire bene ciò che facciamo noi stessi; quindi (Figlio mio), è opportunoche adesso io dica qualche cosa del Mercante, che spero sarà a tempo debito la tua Vocazione: i miei
pensieri sono scevri di ogni Ambizione, anche se ti assegno questo ruolo così stimabile; perché il
Mercante merita proprio di essere chiamato l’Intendente della Ricchezza del Regno, a causa del
commercio con le altre Nazioni: un lavoro di grande Reputazione e Fiducia, che deve essere compiuto
con grande abilità e coscienza, di modo ché il guadagno privato accompagni sempre il bene pubblico.
E sperando che la Nobiltà di questa professione possa accendere i tuoi desideri e i tuoi sforzi verso
l’acquisto di quelle qualità che permettono di svolgerla egregiamente, evocherò rapidamente le
eccellenti qualità che sono richieste per fare un perfetto Mercante.
1. He ought to be a good Penman, a good Arithmetician, and a good Accomptant, by that noble order of
Debtor and Creditor, which is used onely amongst Merchants; also to be expert in the order and form of
Charter-parties. Bills of Lading, Invoyces, Contracts, Bills of Exchange, and policies of Ensurance.
Dovrebbe essere bravo con la penna, con l’aritmetica e buon contabile, conoscitore della partita
doppia che si usa solamente tra i Mercanti, ed anche essere esperto dei vari contratti di noleggio; delle
formalità di carico delle navi, delle spedizioni, dei contratti, delle Lettere di cambio e polizze di
assicurazioni.
2. He ought to know the Measures, Weights. and Monies of all forraign Countries, especially where we
have Trade, & the Monies not onely by their several denominations, but also by their intrinsique values in
weight & fineness, compared with the Standard of this Kingdome, without which he cannot well direct his
affaires. Deve conoscere le misure, Pesi e Monete di tutti i paesi stranieri, particolarmente dove
abbiamo commercio, e delle monete deve conoscere non le loro appellazioni ma il valore intrinseco, in

3. He ought to know the Customs, Tolls, Taxes, Impositions, Conducts and other charges upon all matters
of Merchandize exported or imported to and from the said Forraign Countries. Deve conoscere i Dazi,
Pedaggi, Tasse, Imposizioni, salve-condotti? (bolle di accompagnamento?) e altri Pesi su tutte le varie
Merci esportate o importate fuori e dentro questo Regno.
4. He ought to know in what several commodities each Country abounds, and what be the wares which
they want, and how and from whence they are furnished with the same.
Deve sapere quali merci sono abbondanti in ogni Paese e quali i beni di cui difettano, e come e da chi
finora ne sono riforniti.
5. He ought to understand, and to be a diligent observer of the rates of Exchanges by Bills, from one State
to another, whereby he may the better direct his affairs, and remit over and receive home his Monies to the
most advantage possible. Deve capire ed informarsi diligentemente dei tassi di cambio delle lettere da
un paese all’altro al fine di dirigere al meglio i suoi affari, facendo rimesse e ricevendo denaro con il
più vantaggio possibile.
6. He ought to know what goods are prohibited to be exported or imported in the said forraign Countreys,
lest otherwise he should incur great danger and loss in the ordering of his affairs.
Deve sapere quali sono le merci proibite all’importazione o all’esportazione nei detti paesi stranieri,
altrimenti potrebbe incorrere grave pericolo e perdita nella condotta dei suoi affari.
7. He ought to know upon what rates and conditions to fraight his Ships, and ensure his adventures from
one Countrey to another, and to be well acquainted with the laws, orders and customes of the Ensurance
office both here and beyond the Seas, in the many accidents which may happen upon the damage or loss of
Ships or goods, or both these.
Deve sapere a quali tariffe e condizioni si possono noleggiare le navi, e assicurare le sue spedizioni da
un Paese all’altro, e deve anche intendere bene le leggi, ordinamenti e pratiche delle Assicurazioni sia
da noi sia oltremare, relativamente ai molti accidenti che possono recare danno o perdita totale delle
navi, delle merci o di entrambi.
8. He ought to have knowledge in the goodness and in the prices of all the several materials which are
required for the building and repairing of Ships, and the divers workmanships of the same, as also for the
Masts, Tackling, Cordage, Ordnance, Victuals, Munition and Provisions of many kinds; together with the
ordinary wages of Commanders, Officers and Mariners, all which concern the Merchant as he is an Owner of
Ships.
Deve avere conoscenza della qualità e dei prezzi di tutte le materie prime che sono richieste nellacostruzione e la riparazione delle navi, nonché dei diversi mestieri necessari, lo stesso per gli alberi,

salari degli ufficiali di mare e dei marinai, tutto riguarda il Mercante in quanto è proprietario di nave.
9. He ought (by the divers occasions which happen sometime in the buying and selling of one commodity
and sometimes in another) to have indifferent if not perfect knowledge in all manner of Merchandize or
wares, which is to be as it were a man of all occupations and trades.
Deve avere (secondo le varie opportunità di comprare e vendere a volte una merce, a volte un’altra)
una conoscenza uguale se non perfetta di tutte le varie specie di merci, vale a dire che egli è uomo di
tutti i mestieri e negozi.
10. He ought by his voyaging on the Seas to become skilful in the Art of Navigation.

11. He ought as he is a Traveller, and sometimes abiding in forraign Countreys to attain to the speaking of
divers Languages, and to be a diligent observer of the ordinary Revenues and expences of forraign Princes,
together with their strength both by Sea and Land, their laws, customes, policies, manners, religions, arts,
and the like; to be able to give account thereof in all occasions for the good of his Countrey.
Essendo egli un viaggiatore, a volte dimora nei Paesi stranieri, e deve essere capace di parlare varie
lingue; deve essere attento osservatore delle entrate ordinarie e delle spese dei principi stranieri; deve
conoscere la loro forza (militare) su mare e su terra, le loro leggi, costumi, modi di governare, maniere,
religioni, arti e tutto il resto; in modo di potere farne relazione in ogni occasione per il bene del (suo)
Paese
12. Lastly, although there be no necessity that such a Merchant should be a great Scholar; yet is it (at least)
required, that in his youth he learn the Latine tongue, which will the better enable him in all the rest of his
endeavours.
Infine, anche se non c’è necessità che un mercante sia un grande letterato, tuttavia nella sua gioventù
dovrebbe almeno imparare il latino, che l’aiuterà al meglio in tutte le sue faccende.
Thus have I briefly shewed thee a pattern for thy diligence, the Merchant in his qualities; which in truth are
such and so many, that I find no other profession which leadeth into more worldly knowledge. And it cannot
be denied but that their sufficiency doth appear likewise in the excellent government of State at Venice,
Luca, Genoua, Florence, the low Countreys, and divers other places of Christendom. And in those States also
where they are least esteemed, yet is their skill and knowledge often used by those who sit in the highest
places of Authority: It is therefore an act beyond rashness in some, who do dis-enable their Counsel and
judgment (even in books printed) making them uncapable of those ways and means which do either enrich or
empoverish a Common-wealth, when in truth this is only effected by the mystery of their trade, as I shall
plainly shew in that which followeth. It is true indeed that many Merchants here in England finding less
encouragement given to their profession than in other Countreys, and seeing themselves not so well
esteeemed as their Noble Vocation requireth, and according to the great consequence of the same, doe not
therefore labour to attain unto the excellencie of their profession, neither is it practised by the Nobility of thisKingdom as it is in other States from the Father to the Son throughout their generations, to the great encrease
of their wealth, and maintenance of their names and families: Whereas the memory of our richest Merchants
is suddenly extinguished; the Son being left rich, scorneth the profession of his Father, conceiving more
honor to be a Gentleman (although but in name) to consume his estate in dark ignorance and excess, than to
follow the steps of his Father as an Industrious Merchant to maintain and advance his Fortunes. But now
leaving the Merchants praise we will come to his practice, or at least to so much thereof as concerns the
bringing of Treasure into the Kingdom.
Ho quindi disegnato per te un modello da seguire diligentemente, le qualità del Mercante, le quali in
verità sono tante e tante che non vedo altra professione che porti ad altrettanta conoscenza del mondo.
E non si può negare che la loro competenza si manifesti ugualmente nell’eccellente governo dello Stato
a Venezia, come a Lucca, Genova, Firenze, i Paesi Bassi e altri luoghi della Cristianità. E perfino inquei Paesi in cui sono meno stimati, le più alte Autorità non mancano di ricorrere alla loro abilità e
alle loro conoscenze. Di conseguenza considero scandalosa la condotta di coloro che denigrano i
consigli e giudizi dei mercanti (perfino in libri stampati), ritenendo loro incapaci dei modi e mezzi che
rendono un Paese ricco o povero, mentre in verità solo il mistero dei loro negozi può raggiungere
questo scopo, come dimostrerò chiaramente più avanti. E’ ben vero che i Mercanti qui in Inghilterra,
trovando meno incoraggiamento in favore della loro professione che altrove, e non godendo della
stima che la loro nobile vocazione richiederebbe e che sarebbe appropriata alle grandi conseguenze di
essa, non si sforzano tanto di raggiungere l’eccellenza in questo campo; né c’è l’abitudine tra i Nobili
di questo regno di praticarla, come fanno in altri stati, di Padre in Figlio, di generazione in
generazione, per il migliore incremento della loro ricchezza e mantenimento del loro nome e della loro
stirpe. Al contrario, la memoria dei nostri più grandi Mercanti subito si spegne. Il Figlio, che si ritrova
ricco, disprezza la professione del padre, stimando essere più onorevole la condizione del Gentiluomo(condizione della quale ha tutto tranne il nome) che spende la sua sostanza nell’ignoranza e gli
sperperi, piuttosto che seguire le orme del Padre e da bravo Mercante mantenere e aumentare la sua

ricchezza. Ma adesso lascerò l’elogio del Mercante per la sua pratica, almeno in quanto essa porta
Tesori nel Regno.
Chapter II
The Means to enrich this Kingdom, and to encrease our Treasure.
I mezzi di arricchire questo Regno ed accrescere nostro Tesoro (pubblico).
Although a Kindom may be enriched by gifts received, or by purchase taken from some other Nations, yet
these are things uncertain and of small consideration when they happen. The ordinary means therefore to
encrease our wealth and treasure is by Forraign Trade, wherein wee must ever observe this rule; to sell more
to strangers yearly than wee consume of theirs in value. For suppose that whe theis Kingdom is pletifully
served with the Cloth, Lead, Tinn, Iron, Fish and other native commodities, we doe yearly export the
overplus to forraign Countries to the value of twenty two hundred thousand pounds; by which means we are
enabled beyond the Seas to buy and bring in forraign wares for our use and Consumption, to the value of
twenty hundred thousand pounds; By this order duly kept in our trading, we may rest assured that the
Kingdom shall be enriched yearly two hundred thousand pounds, which must be brought to us in so much
Treasure; because that part of our stock which is not returned to us in wares must necessarily be brought
home in treasure.
Benché un Regno possa arricchirsi dai doni ricevuti, o da acquisti presso altre Nazioni, questi casi
tuttavia sono incerti e di poca considerazione quando occorrono. Il mezzo ordinario quindi per
accrescere la nostra ricchezza e il nostro tesoro consiste nel Commercio Estero, nel quale si deve
osservare questa regola: vendere all’estero all’anno più del valore delle merci che vi prendiamo.
Supponiamo che il nostro regno sia abbondantemente fornito di Stoffe, Piombo, Stagno, Pesce ed altri
beni eppure possa esportare annualmente il sovrappiù verso Paesi stranieri per un valore di 200 000
lire; il che significa che possiamo comprare ed importare da paesi d’oltremare merci per il nostro uso
e consumo fino ad un valore di 200000 lire. Se osserviamo scrupolosamente la regola di sopra (=
vendere più del comprare) possiamo essere sicuri che il Regno si sarà arricchito annualmente di 200 000
lire che ci ritornerà in quanto “tesoro” (= denaro, capitale); perché la parte del nostro fondo che non
ritorna sotto forma di merce deve per forza ritornare come denaro.
For in this case it cometh to pass in the stock of a Kingdom, as in the estate of a private man; who is
supposed to have one thousand pounds yearly revenue and two thousand pounds of ready money in his
Chest: If such a man through excess shall spend one thousand five hundred pounds per annum, all his ready
mony will be gone in four years; and in the like time his said money will be doubled if he take a Frugal
course to spend but five hundred pounds per annum; which rule never faileth likewise in the Commonwealth, but in some cases (of no great moment) which I will hereafter declare, when I shall shew by whom and in
what manner this ballance of the Kingdoms account ought to be drawn up yearly, or so often as it shall
please the State to discover how much we gain or lose by trade with forraign Nations. But first I will say
something concerning those ways and means which will encrease our exportations and diminish our
importations of wares; which being done, I will then set down some other arguments both affirmative and
negative to strengthen that which is here declared, and thereby to shew that all the other means which are
commonly supposed to enrich the Kingdom with Treasure are altogether insufficient and meer fallacies.
In questo esempio la stessa cosa avviene nel caso della ricchezza di un regno come nella ricchezza di
un singolo; supponiamo di quest’ultimo che abbia 1000 lire di reddito annuo e 2000 lire di moneta in
contanti nel suo forziere: se egli sperpera e spende 1500 lire all’anno, tutto il suo fondo sarà scomparso
nell’arco di 4 anni; nello stesso torno di tempo invece il suo fondo in contanti sarà raddoppiato se eglicon frugale accorgimento spende solo 500 lire all’anno. Questa regola è la stessa per l’insieme del
Paese tranne in alcuni casi (di poca importanza), cosa che adesso spiegherò, mostrando da chi e in

quale modo questa bilancia commerciale dei Regni dovrebbe essere calcolata ogni anno, o ogni volta
che lo Stato vorrà scoprire quanto si guadagna o si perde attraverso il commercio con le nazioni estere.
Ma prima di tutto dirò qualcosa a proposito dei modi e dei mezzi che potranno aumentare le nostre
esportazioni e diminuire le nostre importazioni; dopo, presenterò una serie di argomentazioni pro e
contro, al fine di rafforzare il mio discorso, poi dimostrerò che tutti gli altri mezzi communemente
considerati una via per accumulare denaro nel Regno sono tutti insufficienti e pure illusioni.
Chap. III.
The particular ways and means to encrease the exportation of our commodities, and to decrease our
Consumption of forraign wares. The revenue or stock of a Kingdom by which it is provided of forraign
wares is either Natural or Artificial. The Natural wealth is so much only as can be spared from our own use
and necessities to be exported unto strangers. The Artificial consists in our manufactures and industrious
trading with forraign commodities, concerning which I will set down such particulars as may serve for the
cause we have in hand.
Modi e mezzi specifici per aumentare le esportazioni delle nostre produzioni, e diminuire il nostro
consumo di merci stranieri. La ricchezza di un regno che gli permette di fornirsi di merci estere è sia
naturale sia artificiale. Ricchezza naturale è quella che possiamo non consumare per le nostre
necessità e quindi esportare. La ricchezza artificiale consiste nelle nostre manifatture e il nostro
commercio tra i paesi esteri (= non solo per rifornire l’Inghilterra ma un commercio di mediazione tra
diversi paesi esteri), ed a questo proposito dirò alcune cose utili.
1. First, although this Realm be already exceeding rich by nature, yet might it be much encreased by
laying the waste grounds (which are infinite) into such employments as should no way hinder the present
revenues of other manufactured lands, but hereby to supply our selves and prevent the importations of Hemp,
Flax, Cordage, Tobacco, and divers other things which now we fetch from strangers to our great
impoverishing.
1. Primo, benché questo regno sia già molto ricco per natura, potrebbe essere ancora migliorato con lo
sfruttamento dei terreni incolti (numerosissimi) coltivando prodotti tali da non concorrenzare il
reddito delle terre già coltivate, ma di rifornirci in prodotti che dobbiamo finora importare come la
Canapa, il Lino, i Cordami, il Tabacco ed altre cose che attualmente andiamo a comprare all’estero
con grande dispendio.
2. We may likewise diminish our importations, if we would soberly refrain from excessive consumption of
forraign wares in our diet and rayment, with such often change of fashions as is used, so much the more to
encrease the waste and charge; which vices at this present are more notorious amongst us than in former
ages. Yet might they easily be amended by enforcing the observation of such good laws as are strictly
practised in other Countries against the said excesses; where likewise by commanding their ownmanufactures to be used, they prevent the coming in of others, without prohibition, or offence to strangers in
their mutual commerce.
2. Potremmo ugualmente diminuire le nostre importazioni se fossimo attenti a limitare il consumo
eccessivo di merci estere nella nostra dieta e abbigliamento, con tutti questi cambiamenti nella moda
che tanto aumentano lo sperpero e i costi; vizi che sono attualmente più notevoli che non nel passato.
Tuttavia potrebbero facilmente essere estirpati con l’osservazione di buone leggi simili a quelle
praticate in altri Paesi contro detti eccessi; dove con l’ordine di ricorrere ai manufatti del proprio
paese, si previene l’importazione dall’estero, senza usare proibizioni e divieti né offendere gli stranieri
nel mutuo commercio.
3. In our exportations we must not only regard our own superfluities, but also we must consider our neighbours necessities, that so upon the wares which they cannot want, nor yet be furnished thereof
elsewhere, we may (besides the vent of the Materials) gain so much of the manufacture as we can, and also

dei Mercanti, i cambi delle assicurazioni e i noleggi per trasportarli oltremare. Per esempio, se i
mercanti italiani vengono qui con le proprie navi per acquistare il nostro grano, le nostre arringhe o
altro, pagano nel Regno di solito solo 25s per un tomolo di grano e 20s per un barrile di arringhe, nel
caso contrario in cui trasportassimo le stesse merci in Italia, acuistandole allo stesso prezzo, è
probabile che otterremmo lì 50s per il primo e 40 per il secondo, ciò che fa una grande differenza per
lo spaccio delle scorte del Regno. Ed anche se è vero che gli stranieri dovrebbero essere liberi di
importare ed esportare a volontà, in realtà per lo più l’esportazione del vettovagliamento e delle
munizioni di guerra sono o proibite o almeno limitate e riservate alla gente e alle navi dei Paesi stessi
ai quali sono destinati.
5. The frugal expending likewise of our own natural wealth might advance much yearly to be exported
unto strangers; and if in our rayment we will be prodigal, yet let this be done with our own materials and
manufactures, as Cloth, Lace, Imbroderies,Cutworks and the like, where the excess of the rich may be the
employment of the poor, whose labours notwithstanding of this kind, would be more profitable for the
Commonwealth, if they were done to the use of strangers.
5. Un consumo più frugale inoltre delle nostre ricchezze potrebbe dare annualmente molto merci in
più all’esportazione; e se nell’abbigliamento dobbiamo essere sfarzosi, almeno che sia con i nostri
propri beni e prodotti, come Stoffa, Nastri, Ricami , Pizzi ed altro, ottenendo che l’eccesso dei ricchi
diventi impiego per i poveri, il cui lavoro tuttavia sarebbe molto più proficuo alla Ricchezza commune
se fosse destinato al consumo degli stranieri.
6. The Fishing in his Majesties seas of England, Scotland and Ireland is our natural wealth, and would cost
nothing but labour, which the Dutch bestow willingly, and thereby draw yearly a very great profit to
themselves by serving many places of Christendom with our Fish, for which they return and supply their
wants both of forraign Wares and Mony, besides the multitude of Mariners and Shipping, which hereby are
maintain'd, whereof a long discourse might be made to shew the particular manage of this important
business. Our Fishing plantation likewise in New England, Virginia, Groenland, the Summer Islands and the
New-found-land, are of the like nature, affording much wealth and employments to maintain a great number
of poor, and to encrease our decaying trade.
6. La pesca nei Mari di Sua Maestà in Inghilterra, Irlanda e Scozia è nostra naturale ricchezza e non ci
costerebbe altro che il lavoro, quello che gli Olandesi volentieri vi prodigano e quindi, servendo molti
luoghi della Cristianità con il nostro pesce, ritirano all’anno per sé stessi un grande profitto, che gli
permette di soddisfare il loro bisogno in merci straniere e in denaro, oltre la multitudine di Marinai e
navi che essi mantengono, e qui dovrei fare un lungo discorso per mostrare la gestione specifica di
quest’importante attività. I nostri nuovi stabilimenti di pesca in Nuova Inghilterra, Virginia,
Groenland, the “Summer Islands” (al largo della Scozia) e Terra – Nuova sono d’altronde della stessa
natura e offrono molta ricchezza e molti impieghi che mantengono numerosi poveri e incrementano il
nostro commercio in declino.
7. A Staple or Magazin for forraign Corn, Indico, Spices, Raw-silks, Cotton wool or any other commoditywhatsoever, to be imported will encrease Shipping, Trade, Treasure, and the Kings customes, by exporting
them again where need shall require, which course of Trading, hath been the chief means to raise Venice,
Genoa, the low-Countreys, with some others; and for such a purpose England stands most commodiously,
wanting nothing to this performance but our own diligence and endeavour.
7. Un Fondaco o Magazzino per conservare il Grano, l’Indigo, le Spezie, le Sete gregge, il Cottone, la
Lana e tutte le merci comperate all’estero potrebbe accrescere la Navigazione, il Commercio, la
Ricchezza nazionale e le Dogane del Re, dando la possibilità di riesportarle di nuovo dove sarebbero
richieste, metodo che nel corso dei tempi è stata la ragione dell’ascesa di Venezia, Genova, i Paesi-
Bassi ed alcuni altri; ora a questo riguardo l’Inghilterra ha una posizione molto vantaggiosa, non le
manca nulla per farlo, basta solo applicazione e diligenza.
8. Also wee ought to esteem and cherish those trades which we have in remote or far Countreys, for
besides the encrease of Shipping and Mariners thereby, the wares also sent thither and receiv'd from thence
