LA MODERNIZZAZIONE DELLA CLASSIFICAZIONE DOGANALE

1. Per compensare la richiesta di nuovi codici si è fatta richiesta di eliminare quelli con flussi insignificanti ma molti non possono essere soppressi per via dei dazi doganali presenti;

2. La pianta ornamentale da appartamento nella NC attuale è già distinta da quelle di pien’aria, tuttavia l’inserimento di altri sottogruppi (quali agrumi, conifere, fronde fiorite, ecc.) si può fare solo se vi sono semplici criteri di riconoscibilità.

3. La mancanza di distinzione dell’ornamentale (per mancanza di criteri adottati) comporta i seguenti rischi: a. Le piante ornamentali da frutto sono ricomprese nel

codice 0602 2090 (alberi da frutta commestibile anche innestati);

b. Gli alberi ornamentali classificati con «altri» cod. 0602 9049 non essendo una voce esplicativa ma «residuale» possono finire per errore di interpretazione nel codice 0602 9041 (alberi da bosco).

LA MODERNIZZAZIONE DELLA CLASSIFICAZIONE DOGANALE

Si è proceduto quindi:A - con la richiesta di introdurre una nuova categoria prima del cod. «altri alberi e arbusti» 0602 9049 e nel codice «060220» (alberi e arbusti da frutta commestibile) data dalla specifica in vaso o contenitore per distinguere i nuovi codici dagli altri codici non ornamentali; ciò perché la nuova definizione precedentemente proposta «altri alberi anche ornamentali e da frutta ornamentali» secondo i criteri della nomenclatura non era ammissibile. B – con la richiesta di nuovi codici riguardanti l’aggregato 0602, 0603 e 0604 quali:1. - fronde fiorite; (il funzionario doganale ritiene vadano nei

fiori 0603) (sono stati richiesti dati statistici agli operatori)2. - fogliame verde con unità di misura «foglia» (sono stati

richiesti dati statitstici agli operatori)3. - fronda verde con unità di misura «Kg» (sono stati richiesti

dati statistici agli operatori)

 

4. - ranuncolo (sono stati richiesti dati statistici dagli esportatori);

5. - alberi e arbusti in zolla (sono stati richiesti dati statistici dagli esportatori);

6. - alberi e arbusti in vaso o altro contenitore (sono stati richiesti dati statistici dagli esportatori);

7. - agrumi (sono stati richiesti dati statistici dagli esportatori);

8. - Conifere (sono stati richiesti dati statistici dagli esportatori);
