The BISP secretar iat put together a loom host ing a set of in i t ia l thr eads, such as apre l im inar y def in i t ion of publ ic space, a l i s t o f r easons why p ubl ic space is impor tant , a l i st o f th e obstacles to a fu l l r eal i zat ion

of such a r ig ht on t he par t of c i t i zens, and a g uidel ine st r uctur e for the concept ion, development a nd m anag ement of urba n
