NELL’AMBITO DEL PROGRAMMA EURATOM



"Treaties of Rome"

Signed in Rome in March 1957:

– the creation of a generalised common market (European Economic Community, EEC) ;

– the creation of an atomic energy community (European Atomic Energy Community, Euratom)

The two treaties entered into force on 1 January 1958.

The European Commission acquired the status of a supranational regulatory authority in three areas:

– radiation protection,

– supply of nuclear fissile materials

– nuclear safeguards.

Euratom Treaty - tasks

a. promote research and ensure the dissemination of technical information;

b. establish uniform safety standards to protect the health of workers and of the general public and ensure that they are applied;

c. facilitate investment and ensure, particularly by encouraging ventures on the part of undertakings, the establishment of the basic installations necessary for the development of nuclear energy in the Community;

d. ensure that all users in the Community receive a regular and equitable supply of ores and nuclear fuels;

e. make certain, by appropriate supervision, that nuclear materials are not diverted to purposes other than those for which they are intended;

f. exercise the right of ownership conferred upon it with respect to special fissile materials;

g. ensure wide commercial outlets and access to the best technical facilities by the creation of a common market in specialized materials and equipment, by the free movement of capital for investment in the field of nuclear energy and by freedom of employment for specialists within the Community;

h. establish with other countries and international organizations such relations as will foster progress in the peaceful uses of nuclear energy.



Euratom Treaty - tasks

Article 4.1 of the Euratom Treaty

The EC is in charge of promoting and facilitating nuclear research activities in the MSs and to complement them through of a Community Research & Training programme Article 6d of the Euratom Treaty

To encourage the implementation of the (national) research programmes the EC can:

bring financial support to research contracts, provide to MSs, people or enterprises, facilities, equipments or

expert assistance, stimulate joint funding (from MSs, people, enterprises)



FP7+2 Euratom

• I Programmi Euratom sono limitati a 5 anni dal Trattato Euratom, mentre il Programma Quadro generale dura 7 anni.

• Il Programma Quadro Euratom FP7, chiuso alla fine del 2011, è stato esteso (decisione del Consiglio 14-12-2011) con un programma biennale 2012-13 (FP7+2) per allinearlo all’attuale ciclo finanziario dell’UE che termina nel 2013.

(Decisione del Consiglio 14 dicembre 2011)

Ricerca in particolare sui rischi connessi all'esposizione alle basse dosi, sugli usi a fini medici e sulla gestione

degli incidenti, al fine di fornire una base scientifica per un sistema di protezione solido, equo e socialmente

accettabile, che tenga altresì conto dei benefici delle radiazioni per usi industriali e sanitari.

Work Programme 2012

Sono state introdotte varie semplificazioni. In particolare sono state abolite le differenze formali tra piccoli e grandi progetti e sono state incentivate le attività di coordinamento combinate con la ricerca, non essendo più previste attività di coordinamento separate dalla ricerca.

Fission 3 (Radiation Protection) II.2.3.1: Qualification of risks for low and protracted exposures

Topic: Fission-2012-3.1.1: Contribution to low-dose risk research in Europe. • In line with the HLEG vision report (www.hleg.de) and/or Strategic Research

Agenda (SRA) of MELODI (www.melodi-online.eu), ….focusing on those areas/directions identified and prioritised by MELODI.

• A multi-disciplinary and integrating approach will be required aiming to assess health effects through integration of radiobiological research and epidemiological studies ….. to better substantiate conceptual/computational modelling assumptions.

• It is essential to include interfaces with the broader (i.e. non-radiation) biological and epidemiological communities ….

• Proposals should avoid duplication of past and on-going research.

• Funding scheme: Coordinated Actions and/or Collaborative Projects and/or their

combination if appropriate.

• Expected impact: Significant optimisation of the protection …. as a result of

improvements to regulatory regimes following the resolution of one or more key

identified issues in radiation protection research on low-dose risk.

Fission 3 (Radiation Protection) II.2.3.3: Emergency and post-accident management

Topic: Fission-2012-3.3.1:

Update of emergency management and rehabilitation strategies and expertise

in Europe.

• re-evaluate current European preparedness and expertise regarding emergency

management of events at nuclear installations or during the transport of

radioactive material, in particular in the light of the nuclear accident in Japan.

• multi-disciplinary, innovative and integrative thinking

• re-evaluating the interaction of technical experts with authorities in charge,

communication to the public and the training of key players.

• Cooperation with Japan is welcome.

• Funding scheme: Maximum of one Coordination and Support Action

(coordinating or

supporting) or Collaborative Project or their combination if appropriate.

• Expected impact: Improved robustness and efficient application of emergency

and postaccident management expertise, plans and related training in Europe.

Prime idee per la preparazione

Visione strategica della Commissione:

• WP 2013: continuità nelle aree d’intervento, ma transizione verso Horizon 2020 (finanziamento di “programmi” anziché di “progetti”).

• Programmazione basata su accorpamenti di grandi progetti e possibilmente con coordinamenti di programmi nazionali.

• Valorizzazione delle Piattaforme esistenti

• Progetti tipo bottom-up: non ritiene possano dare un sufficiente valore aggiunto al finanziamento UE. (Ma non sarebbe più lungimirante dare un certo spazio ad essi, purché all’interno degli obiettivi generali, per il loro potenziale contributo a progressi innovativi ?)

• L’elemento qualificante sarà l’inizio di processi d’integrazione dei programmi nazionali e di collegamento con altri organismi quali la Nuclear Energy Agency (NEA) dell’OCSE, con il supporto strategico della Commissione.

Prime idee per la preparazione

Alcuni punti emersi nel CCE-Fission e nell’informal meeting con la

Commissione:

• WP 2013: “phase transition” verso Horizon 2020

• Valorizzazione delle attuali Piattaforme

– IGP (Geological Disposal),

– SNE-TP (Sustainable Nuclear Energy Technological Platform)

– MELODI (Multidisciplinary European Low Dose Iniziative).

• Nel settore Radioprotezione alcuni Paesi spingono verso la Radioprotezione in

campo medico

Roadmap

• Il WP 2013 dovrà essere pronto per luglio 2012, con largo anticipo rispetto alla normale tempistica, per dare spazio alla preparazione di Horizon 2020.

• elaborazione del documento preparatorio (“non paper”) e sua distribuzione al CCE-Fission entro marzo 2012;

• riunione “informale” del CCE-Fission alla fine di marzo (tentativamente 28 o 29 marzo)

• riunione del CCE-Fission per l’approvazione del WP 2013 e relativo bando: 21 giugno.
