The 10th Annual Conferenceof Energie-CitésThe 10th Annual Conference of Energie-Cités was held from 7 to 8 Aprilin Clermont-Ferrand (FR).

Focused on the assessment of local energy policies, the Conferenceprovided an opportunity to review existing experience and tools thatcan be used by municipalities to move from isolated ad hoc measurestowards the establishment, implementation and assessment of a truestrategy.

The conference was brilliantly organised by the Municipality ofClermont-Ferrand. It was a most enjoyable event and participants willkeep fond memories of the celebration of the 15 years of Energie-Citésas well as of the nomination of the new ambassadors at the gala din-ner.

The European Commission was represented by Mr Alfonso Gonzales-Finat, DG TREN Director and the Parliament by Mrs Catherine Guy-Quint, coordinator for the 2007-2013 financial programme.

East European countries such as Hungary, Poland, Bulgaria, Slovakia,the Czech Republic, Lithuania, the Ukraine, Serbia and Montenegro,etc. were also well represented. This is testimony to the success of thepromotion that Energie-Cités has carried out in these countries.

Special “15 years” sessionA session of the 10th Annual Conference of Energie-Cités held inClermont-Ferrand was dedicated to a celebration of the 15 years ofexistence of Energie-Cités. A selection of 15 persons from 15 coun-tries gave an account, through anecdotes or personal memories, ofone year in the existence of Energie-Cités. A big thankyou to all theparticipants for their moving and sincere testimonies.

Election of the BoardA new Board was elected at theAnnual General Meeting on 7th Aprilin Clermont-Ferrand. The towns ofBarcelona (ES) and Strasbourg (FR)have been replaced by Cork (IE)and Vaxjö (SE). The new Board istherefore now composed of the fol-lowing towns and cities (in alpha-betical order): Bielsko-Biala (PL),Brasov (RO), Clermont-Ferrand(FR), Cork (IE), Delft (NL),Heidelberg (DE), Leicester (GB),Martigny (CH), Odense (DK), Roma(IT) and Vaxjö (SE). The responsibi-lities of each member will be defi-ned at next Board meeting.

Four new Energie-Cités“Ambassadors”nominated in Clermont-Ferrand in recognition of their achievements

During the gala dinner, 4 newambassadors were nominated bythe President, Mr Søren Møller inrecognition of their action in theirmunicipality and country and oftheir involvement in Energie-Cités.The new ambassadors are: NielsArne Gadegaard from Odense (DK), Inge Van de Klundert fromUtrecht (NL), Zdravko Genchevfrom EcoEnergy (BG) and DanielleAuroi from Clermont-Ferrand (FR).

May we take this opportunity tocongratulate them on their nomina-tion. We count on them to enlargethe audience of Energie-Cités.

This issue of Energie-Cités INFO,No. 29, is a special number dedica-ted to two main themes:

– “BISE”: Energie-Cites’ initiativepromoting intelligent use of ener-gy in municipalities in the newmember states, candidate coun-tries and the Balkans (p.4-5).

– The European Display™ Campaignpromoting improved energy andenvironmental performance inpublic buildings, with a pull-outsupplement dedicated to thissubject.

Other information will also interestyou: the European Green Paper onEnergy Efficiency which will bepublished shortly, the EuropeanParliament votes on the Directiveon Energy Efficiency and EnergyServices, a proposal for a newdirective on heat supply, Energie-Cités in action, etc.

Meeting the ItaliansIn January Jean-Pierre VALLARorganised a tour of Italian townsand cities to promote Energie-Cités and the Display™ Campaignin Northern Italy.

Meetings were organised with thehelp of Modena, a Display™ pilottown and relay member for theimplementation of the “doublingmembership” strategy in Italy, andSandro Picchiolutto, former “ener-gy manager” for Modena towncouncil.

Most of these meetings involvedthe local councillor responsible formunicipally-owned property, ener-gy and the environment. Theycontributed to a better understan-ding of the benefits of joining a net-work such as Energie-Cités and theDisplay™ Campaign, including the

pioneering of public involvement inthe activities of local authorities,the exploitation of the energy-saving potential of municipal buil-dings and the implementation ofpractical and visible measures tocombat climate change.

The tour has already resulted in anumber of applications to joinEnergie-Cités and/or Display™from towns such as Ravenna,Turin, Padua, Rimini, Udine andParma. Other local authoritiesshould follow suit. A similar tourwill be organised before the sum-mer with the participation ofNaples. This initiative has much torecommend it and should be takenup in other counties!

A common forward-looking vision sharedby 16 French andSwiss towns

The Jura-Léman REVE project is aresponse to PIC INTERREG III A forreinforced cross-border co-opera-tion between France andSwitzerland. The project aims tomobilise the local authorities of theJura and the Lake Geneva Basininto implementing a truly sustai-nable energy policy.

Linking 16 French and Swiss localauthorities through networkingactivities, the Jura-Léman REVEproject involves:– Piloting of the European Energy

Award® European certificationscheme in the eight French parti-cipating towns, and developmentof the conditions for its widerimplementation in France.

– Participation of the 16 Frenchand Swiss local authorities in theEuropean campaign Display™and extension of the project toFrench-speaking Switzerland.

– Investment in practical energysaving and renewable energymeasures in the eight Frenchlocal authorities.

The objective of this three-year pro-ject (2005-2007) is for the Franco-Swiss region to become the firstcross-border area in Europe with alarge number of local authoritiesinvolved in both the EuropeanEnergy Award® certification sche-me and the Display™ Campaign.

Market solutions for public eco-buildings: a new project The BRITA in PuBs (BringingRetrofit Innovation to Application inPublic Buildings) project on Eco-buildings aims to increase the mar-ket penetration of innovative andeffective retrofit solutions to impro-ve energy efficiency and implementrenewables, with moderate additio-nal costs.

This objective will be achieved bythe demonstration retrofit of 9public buildings such as colleges,cultural centres, nursery homes,student houses, etc. in 8 countries.After one year, the design phasehas been concluded for mostdemonstration buildings and retro-fitting work is about to start.

Research work will include socio-economic research such as theidentification of real project-plan-ning needs and financing strate-gies, the assessment of design gui-delines, the development of aninternet-based knowledge tool onretrofit measures and case studiesand a quality control-tool box tosecure a good long-term perfor-mance of the building and the sys-tems.

Energie-Cités is taking part in thedissemination of the results of theresearch and information on thedemonstration projects. A first sym-posium will be organised oinNovember 5 in Berlin (DE).

A network, an experience, a visionWe would like to share Energie-Cités’ 15 years existence with you through the publication of a new brochure to commemorate the event.

Its purpose is to review the history of our network, which is based onthe exchange of ideas and experience. It is made up of men andwomen who look towards the future and share the same objective,which is to ensure the future well-being of citizens. The leaflet is alsoa reminder of our values and our objective of inventing and construc-ting an energy-conscious Europe for tomorrow.

The publication of this leaflet is also an opportunity to invite othermunicipalities to share our practical experience based on commonprojects. An invitation to jointly embrace and stand up for commonessential values...

Seminar on Structural Fundsand energy efficiencyThis second seminar (6 are planned) is beingorganised next June 9-10 in Kaunas (LT) – the firstLithuanian Energie-Cités member – and will focuson the understanding and use of the StructuralFunds for local development projects in the ener-gy field.

The participants in the seminar will have the possi-bility to develop their knowledge of these fundsand their functioning and to exchange their expe-rience through practical examples and case stu-dies before disseminating it further among NewMember States (NMS) municipalities.

The RUSE “Redirecting Urban development

towards SustainableEnergy” project isintended to improvethe use of StructuralFunds by local sta-keholders in chargeof urban develop-ment in the NMS.

As a networkingoperation the ex-change of experience is particu-larly important to develop the RUSE stakeholders'skills and capacity building through activities suchas joint seminars which bring together expertsfrom the EU-15 and partners in the NMS.

NEWS FROM THE EAST!Promoting local capacity building in Europeancountries which share a past of centralised eco-nomies and decision-making is a priority forEnergie-Cités. This led us to the launch inOctober 2004 in Grenoble (FR) of a processwhich is set to become highly popular in thecoming years. Its name is one to be retained -“BISE”, or “Better Integration through SpecificExchanges / towards Sustainable Energy”. InFrench, BISE means both a light kiss and a windfrom the East. A gesture of welcome to thecountries which have recently joined theEuropean Union and those who will join in thenear future. The upsurge in energy costs inthese countries reminds us every day of theurgent need to take action at all levels - social,economic and environmental.

The 1st European BISE ForumThe 1st “BISE” Forum (Grenoble, 27-29 October2004) brought together 120 participants from 17East European countries, including all the NewMember States, Candidate Countries, theBalkans and the Ukraine. Representatives frommunicipalities, associations of local authoritiesand energy agencies were also present. Thisfounding event, which received the support ofthe European Commission‘s Enlargement andEnergy & Transport DGs, gave rise to the “BISE”process which is now developing on both aEuropean scale and at national level in all parti-cipating countries.

The 2nd European BISE ForumThe Forum will take place on 26th-28th Octoberin Sofia (BG) with the support of the EuropeanCommission. The event will gather around onehundred participants from approximatelytwenty countries, including the 17 countriesinvolved in the BISE process. Guests will beselected on the basis of their participation inthe setting up of national networks of townsand cities in their respective countries.

This 2nd BISE meeting was prepared at a mee-ting of the BISE Forum Virtual Secretariat,which is made up of one representative fromeach country, and which met at BratislavaTown Hall on 2nd and 3rd May. The objectivesare as follows:– To monitor the process in every country

involved and take new initiatives– To propose a specific initiative for each

country – To give an opinion on the future of the

European Commission’s Green Paper onEnergy Efficiency.

THE “GRENOBLE APPEAL” WE,

The participants at the 1st “BISE” Forum in Grenoble (FR) co-organized by the EuropeanCommission and the European Association of Municipalities “Energie Cités”:

AGREED ON THE IMPORTANCE AND NECESSITY1. to intensify information exchange on the above mentioned topics between municipalities in

Europe and other potential partners;2. to organize effective partnership with government, businesses and nonprofit organizations

like CEMR or FEDRE to prepare the actions;3. to accumulate the resources for development and implementation of common programs for

municipalities in Central and Eastern European Countries;4. to initiate, enforce and facilitate positive changes in the legislative, economical and social

environment to achieve the above mentioned goals;5. to promote the necessity of a “Specific Action Plan for Energy Efficiency in CEEC” for redu-

cing the energy performance gap between the CEEC and the most advanced EU15 countriesas quickly as possible.

THROUGH– creating of new or strengthening of existing national and regional “energy cities” associa-

tions of municipalities;– establishing a permanent “Intelligent Energy Forum of European Municipalities” (named

“BISE Forum”) as a form of periodical information exchange between municipal associa-tions and other potential partners in Europe under the management and leadership of theEuropean association of municipalities “Energie-Cités”.

“BISE”: the initiative for Intelligent Energy in Municipalities of the New Member States, Candidate Countries and Western Balkan Countries

UkraineUkraine started the process on 10th-11th February in Lviv, just a fewweeks after the Orange Revolutionwhich turned a major page in thecountry’s history and opened up newperspectives of cooperation with theEuropean Union. Around forty parti-cipants, mainly from WesternUkraine, exchanged ideas on hea-ting supply networks and decided tobroaden the Western Ukrainian“Energie-Cités” network into anationwide venture. The idea was tobuild a single entity called UNEEC(Ukrainian Network for EnergyEfficiency in Cities). Gérard Magninand Martin Cahn representedEnergie-Cités and the experiences ofEttlingen (DE) and Bratislava (SK)were presented by specialists fromthe two cities.

This meeting is part of a wider pro-ject known as EMULATE (IBPP-TACIS) and was organised in part-nership with AUC, the association ofUkrainian towns and cities.

HungaryHungary took up the baton on 3rd March in Gödöllö with a meetingof 50 participants from 20 municipali-ties. On the agenda: how to set up aHungarian “Energie-Cités” network.The forum was co-organised byEnergy Centre Hungary (the nationalagency responsible for co-ordinatinga major UNDP/GEF project), Energyklub (a highly active NGO), in colla-boration with TÖOSZ (the nationalassociation of local authorities) and,of course, Energie-Cités and thetown of Gödöllö. The Forum providedparticipants with an opportunity todiscuss practical initiatives fromHungarian local authorities as wellas sharing experiences of networ-king activities in Bulgaria, theUkraine and in the United Kingdom.

A date was planned for a springmeeting in Debrecen to lay the foun-dations for a Hungarian “Energie-Cités” network.

SerbiaSubsequently, on 25th March inBelgrade (Serbia) a meeting ofSerbian municipalities took place atthe initiative of the permanentConference of cities and municipali-ties (SKGO), a proactive nationalassociation of local authoritieswhich has an energy efficiency com-mittee chaired by MiodragGluscevic, in liaison with the SEEA,the Serbian energy agency andEnergie-Cités. Around thirty partici-pants came to hear about the expe-riences of towns and cities from theEuropean Union, Bulgaria and, ofcourse, Serbia. The country wasquick to jump on to the Europeantrain, a perspective that opens upnew and encouraging horizons in allareas.

BulgariaThe Bulgarian meeting took place on13th-14th April in Sofia, on the occa-sion of the 7th Eco-Energy NetworkAnnual Conference. The networkgroups 40 towns and cities in thiscountry and is now firmly establi-shed on the Bulgarian energy scene,in partnership with the nationalagency for energy efficiency (AEE)and the national association of muni-cipalities in the Bulgarian Republic.A strong advocate of the BISE pro-cess and always keen to share itsown experiences with other coun-tries, EcoEnergy adopted a declara-tion in which its member towns andcities committed themselves toimplementing the Display™Campaign (see the supplement onDisplay). Bulgaria will also host the2nd BISE Forum in October 2005.

Energie-Cités to become a member of NALASNALAS (the Network of Associations of Local Authorities of South-Eastern Europe) is a network comprising national associations of muni-cipalities in the Balkans. Set up as an informal organisation, NALAS is toacquire legal status at a constitutive General Meeting in Skopje(Macedonia) next June. Energie-Cités will then become an associatedmember and NALAS a collective member of Energie-Cités. A practicalexample of our commitment to taking further action together with thecountries of South-Eastern Europe!

Directive on energy services

Will Member Statesever take the problemon board?The Parliament will vote on theDirective on 8th June. If it followsthe opinion of its Committee, thisvote will be a major step forward inthe EU’s energy efficiency policy.

The report by Mechtild Rothe (EPSGermany) recommends that a pro-gressive but committed policy beput in place in order to achieve 3%energy savings over the 2006-2009period (i.e. 1% per year), 4% overthe 2009-2012 period (i.e. an annualaverage of 1.3%) and finally 4.5%over the 2012-2015 period (i.e. 1.5%on average per year).

Although these targets do notallow us to reach the “factor four”objective by 2050, they still repre-sent a significant step forward,given their binding nature. Thereport also proposes the possibilityfor the Commission to define natio-nal targets that take account of theenergy efficiency gains alreadyachieved (or not) by MemberStates.

We know that Member States havealways been opposed to bindingtargets, such as for cogeneration,renewable energy and bio fuels.Will they change their minds as weenter an era of high-cost energy,with the International EnergyAgency setting at $16,000 billionthe amount to be invested in ener-gy at a global level by 2030.

The EuropeanParliament URBAN-housing intergroupis up and runningA European Parliament Intergrouphas been set up to work on housingand urban issues and ensure thatthey are better taken into accountin EU policies. The objective of theintergroup is to be present in everyParliamentary Committee whichdeals with urban issues, whichincludes virtually all of them, so asto be able to lobby them and pro-mote urban policy issues during thelegislative process.

This group is co-ordinated by anoffice with Jean Marie BEAUPUY(ALDE - France) as president, and 5vice-presidents: Jan OLBRYCHT(EPP, Poland); Arlene Mc CARTHY(PES, UK); Alain HUTCHINSON (PES,Belgium); Lambert Van NISTEL-ROOIJ (EPP, Netherlands); AlfonsoANDRIA (ALDE, Italy).

Energy is one of the major compo-nents of urban life, whether in thehousing and transport sectors orany economic activity. More than70% of energy is consumed in citiesand local authorities have an impor-tant role to play in significantlyimproving energy efficiency in urbanareas and increasing the use ofrenewable and distributed energyresources through the decisionsthey make. Many issues are at stake: socialquestions (e.g. the eradication orminimisation of fuel poverty),employment (e.g. the creation ofnew jobs), economic development(e.g. improved competitiveness atlocal level), regional and local plan-ning and, of course, the environ-ment. All these issues are magnifiedin the New Member States, due tothe excessive use of energy in theireconomies.

Energie-Cités will take an active partin the work of this Intergroup.

For a EuropeanDirective to promoterenewable heatingand cooling A number of legislative initiativesto promote a more EnergyIntelligent Europe have been takenat a European level in recent years.The Directive on electricity fromrenewable energy sources is oneof them. However, although heatingaccounts for 50% of overall energyneeds, and two-thirds of this isused in the residential and tertiarysectors alone, this issue hasalways been tackled indirectly,through cogeneration, building ini-tiatives and so on.

For many years, Energie-Cités hasbeen lobbying for a European Unionheat initiative that would includeend-user heating supplies, a signifi-cant energy service. Last April, anEREC initiative led more than 40organisations to call for a EuropeanUnion Directive to promote heatingand cooling from renewable energysources. Energie-Cités naturally joi-ned the movement.

Such a directive “must have a clearpurpose, namely to increase theshare of renewable energy in theheating and cooling sector, and aim,namely to contribute to attainingobjectives such as reducing GHGemissions, environmental protec-tion, sustainable development,security of energy supply and in thisway producing economic growthwith significant employment effectsin future oriented sectors”.

“An overall target for heating andcooling from renewable energysources in the EU by 2020 shall beset for at least 25% of overall hea-ting & cooling consumption. Thismust be broken down into bindingnational targets for each MemberState, taking into account their natu-ral resources and the capacityalready in operation”

“In many countries, administrativebarriers and unfavourable bureau-cratic conditions limit the use ofrenewable heating and cooling.Often these barriers are due toesthetical, planning or safety regula-tions that have not been conceivedkeeping in mind the specific situa-tions of RES-H applications. Whereappropriate, Member States shouldenact improvements aimed at facili-tating regulatory procedures for theinstallation of renewable heatingand cooling installations.

Around thirty businesses based inthe 10 least affluent areas ofLeicester (designed in 1991 as“ERDF Objective II Wards”, or dis-tricts with the lowest level ofurban and industrial develop-ment) will benefit from a freeenvironmental audit by theLeicester Energy Agency (LEA).

Recruiting businesses for an envi-ronmental project, even on thisscale, is not an easy task. LEA tookup the challenge and the number ofpositive responses they obtained istestimony to the success of thisinitiative!

Participating businesses will benefitfrom a full range of services. Theaudit will indeed include standardprocedures such as an energyappraisal or technical and structuralchecks, as well as more innovativeinitiatives such as the company’senvironmental impact analysis, itsproduct life cycle analysis andassistance in obtaining ISO certifi-cation.

Audit objectives include increasingenvironmental awareness, reducingenergy and water use, improvingenergy efficiency and encouraginginvestment in renewable energyprojects.

The launch seminar was held on26th April 2005 and audits startedmid-May. Participation targets (theauditing of 30 businesses, inclu-ding 10 “start-ups”) have alreadybeen met but applications are stillwelcome.

Municipal budgets are a trickyaffair and we are underconstant pressure from allsides to save public money.Energy is one of the rare areaswhere capital investment canhelp reduce expenditure, butwe still experience difficultiesin convincing policy makers ofthis. A word to the wise:“Show your mayor the labelshowing the F or G classifica-tion of one of the schools inyour district before posting itand he wil l be much morereceptive when you come toask for a (minor) funding thatoffers him (major) savings. Today, 80% of the world’s energy resources areconsumed by 20% of the world’s population, and Europeis a significant part of that 20%. Our energy-intensivedevelopment model is only possible because the rest ofthe world is left with next to nothing. Itswording is simple and easy tounderstand, it is available in 16languages and it includes aspace for describing measuresfor improving public buildings.

Published in 16 languages, theleaflet provides basic informa-tion on the Display™Campaign, the project concept,the tools available for its imple-mentation and the conditionsfor participation in it.

A website

Public buildings can now benefit from a technical appraisal

on the Display™ Campaign website! The website offers

the possibility to measure their current or prospective

(over several years) energy and environmental perfor-

mances and to compare results with other buildings. The

website is intended as an interactive tool to be used by

municipalities who want to improve their energy perfor-

mance. It has become a key component of the Campaign.

First of all, as well as giving detailed information on theDisplay™ Campaign, participating cities and model projects, theDisplay website provides municipalities with a dedicated spaceto showcase their initiatives and energy performance results.An ideal opportunity to reach a wide audience and be a sourceof inspiration to other local authorities!

The second reason concerns the tool for calculating the energyperformance of public buildings (provided free of charge withunrestricted access). Any local authority can test the perfor-mances of three of its buildings and visualise the results on aposter generated on-line.

In accordance with the CEN (EuropeanCommittee forStandardization)guidelines the web-based Display™calculation tooldetermines buildingperformanceindicators and createsan individual Display™poster. Once thebuilding data areavailable the Display™poster can be printedout within 10 minutes.

Methodology

The Display™ calculation tool isa certif ication scheme thatdetermines performance indica-tors of energy and waterconsumption data, a so-called“operational rating scheme”.Display™ pilot cities opted for alabel classifying buildings onthis basis because:– Final energy consumption

data can be easily obtained, – Operational rating certificate

can be updated yearly andcan be therefore be a measu-re of quality of the manage-ment and be used to motiva-te the building caretakers andusers.

Data collection

The Display™ calculation toolautomatically generates a pos-ter from data on the energy andwater use of registered publicbuildings. Display™ posters areintended for the general publicand can be used in any type ofpublic building, from schools,sports centres, town halls andmuseums to theatres, old peo-ple’s homes, fire stations,swimming pools and ice rinks.

The Display™ calculation tool isconstantly updated and takesthe diversity of public buildingsinto account through the inte-gration of various types of data,such as the services providedin the building (sports and cate-ring facilities, for instance), itsoccupancy patterns and buil-ding-specific requirements inthe case of educational institu-tions such as crèches, schoolsand universities, and technicalcolleges.

The calculation tool also takesinto account the variety of ener-gy sources used in a buildingsuch as conventional and rene-wable energy sources, small-scale CHP, heat supply from adistrict heat network, etc.

Energy consumption data areexpressed in terms of CO2equivalent and presented onthe poster in the form of anindicator.

The calculation tool data can beused to analyse and compareresults at local level, as well asbeing used to devise buildingperformance improvementschemes.

The Display™calculation tool Display™ Campaign:

initial results More than 100 towns and cities from 19 countries are involved inthe Campaign for the public display of energy and environmentalperformances, with more than 1,200 public buildings registered sofar via the on-line calculation tool on www.display-campaign.org!The results of the first year of work and exchange between theenergy managers of participating towns and cities are presentedbelow.

Results for schoolsThe classification scheme was designed first and foremost for use inschools, which explains why they account for up to 83% of all buil-dings in the Display database. This category of buildings has astrong energy-saving potential, as shown by the high number ofclass G buildings it includes. Only 5% of registered school buildingsare in class A, which corresponds to an energy consumption of 75kWh/m2/year. Although their number is still limited, class A “high-performer” schools are to be found in all the countries. However,more than half of the buildings in this category are in class E, F or Gfor CO2 emissions, energy and water use performances.As for other types of buildings, the data available are not adequatefor a reliable analysis to be made. It is to be noted, however, thatthey seem to follow the same trend as school buildings.

Future prospectsWithin the next two years we expect to have collected data on atleast 20,000 buildings. The information relating to energy performan-ce in municipal buildings gathered in the Display™ database willenable us to provide support for the set up of an energy manage-ment system in the municipalities concerned. Display™ will becomea tool for evaluating long-term energy performance indicators andwill enable the launch of a major action plan to upgrade buildingsfrom the E-G range to classes C and B.Analysis of the data supplied by volunteer municipalities will alsoenable us to establish benchmarks for different categories of buil-ding and geographical location.

As a pilot city of theDisplay™ Campaignfrom the beginning,what is the mainbenefit of the Display™Campaign to Utrecht?

At first Utrecht was interestedin the Display™ Campaign fortwo practical reasons. Firstly,Utrecht wanted more informa-tion about the EnergyPerformance in BuildingsDirective and secondly Display™appeared to be a good way forthe city itself to publicise theenergy consumption data whichwe have been collecting since1995. A further reason was thatthe Display™ Campaign couldhelp us to raise people’s aware-ness people about climate chan-ge issues and give them sometips in order to encourage themto turn words into action.

How was theCampaign received by your colleaguesworking in themunicipality? Whatinterest did it raise?

At first the Display™ label waspromoted to building managersand caretakers to stimulateaction within the authority. TheDisplay™ label helped us toshow the consequences of theEnergy Performance inBuildings Directive to them. Itputs an abstract European gui-deline into practical effect. Theresult is that building managersare anticipating the EuropeanDirective by budgeting for theimplementation of theDirective. This gives us a head

start in the implementation ofthe directive in the municipality. Energy consumption data arereported to building managersand caretakers of municipalbuildings every month. Whilepure energy consumption datamay be very interesting tothese managers, they are of nointerest to the people workingin the buildings. That’s why the environmentalmanagers in the municipalitybecame very interested in theDisplay™ label. The Display™label attracts people’s atten-tion. Environmental managersrequested an additional com-munication campaign to makeuse of this experience with theDisplay™ label.

What other beneficialeffects of the Campaigncan you share with us?

Besides the impacts alreadynoted, the Display™ label alsohad an impact outside theauthority and prodded othersinto action. Due to the fact thatthe national authority is slow indeveloping energy certificates,further Dutch municipalitieshave recently shown an inter-est in the Display™ label. Thisis for the same reason as men-tioned inside the authority: anabstract guideline has been putin practical effect. Finally it should be mentionedthat the Utrecht participation inthe Display™ Campaign madeit clear that Utrecht needsmuch better data collection onwater consumption. It is alwaysgood to get this kind of feed-back to improve our manage-ment system.

What awarenessraising action will beundertaken in the nearfuture as a result ofDisplay™?

More specific and additionalcommunication can easily beprovided in combination withthe label. Therefore Utrechtdeveloped an additional com-munication campaign. Utrechtwill try to raise the awarenessof people working in the buil-dings via posters within themand an e-mail communicationcampaign. The city expects thisto reduce energy consumptionby a further 5% and this mightbe the way to approach class A.This additional communicationcampaign will run over the nextfew months.

What advice can yougive to other citieswhich have not yetjoined Display™Campaign?

Make the energy and waterconsumption of your buildingscomprehensible to the citizenand join the Display™Campaign! Although your natio-nal energy label might be com-pletely different, the Display™label has proven to be a verygood communication tool. Datayou need to enter in theDisplay™ calculation toolshould be collected to managethe energy and water consump-tion in your buildings anyway.And most important of all, I'msure you will agree, is that theDisplay™ tools will help you tosave money in your buildings!

Display™ in practiceThe Display™ Campaign has gained a great deal of momentum in European townsand cities since its official launch in autumn 2004. It arouses public interesteverywhere and there is something in it for everybody: elected representatives,municipal professional and technical staff and the general public. Below is a review ofthe successful experience of 8 towns and cities which have made use of theCampaign to promote existing projects and come up with new ones.

Almada: a successful

awareness-raisingcampaign!The municipality of Almada wan-ted to anticipate the implementa-tion of the 2002/91/EC EuropeanDirective in Portugal by means ofthe Display™ Campaign. In June2004, the local authority put up aposter at the Pragal primaryschool, then presented the cam-paign at a national meeting oflocal energy agencies and publi-shed a paper in the national maga-zine "Municipalities and Cities”.Since then, 19 buildings have beenassessed and 5 posters displayed,mainly in schools.

What is remarkable in these initia-tives is the commitment of themunicipality towards promotingmore energy-conscious behaviouramong the general public. Theobjective of the city council is toraise awareness of public buildingperformance among building usersby displaying information on theirenergy and water consumption.This has led to improvements in theorganisation of technical data, anecessary step in any buildingassessment process.

The project has aroused the inter-est of both building users and thegeneral public. Displaying buildingperformances on A2 size postershas led a number of people toreflect on ways of improving suchresults, especially children, whoreproduce what they have learnt atschool at home. Everyone at thelocal energy agency is activelyinvolved and teaching staff in parti-cipating schools pass on informa-tion to the pupils and their families. The tool is interesting for energyprofessionals, who want to knowmore about the calculation tool,how it works and whether itaccounts for climatic differencesbetween Southern and NorthernEurope. Everyone agrees that theoverall aim of the Campaign is toincrease awareness of CO2 emis-sions, energy and water use.

Pending implementation of theEuropean Directive in Portugal, themunicipality will broaden theDisplay™ Campaign by setting it ina national context. Posters will alsobe updated to provide yearly infor-mation on energy and water use,thus highlighting any changes inbuilding users’ behaviour.

Saarbrücken: when awareness raising

and saving money go hand in hand The city of Saarbrücken (Germany) with 182 000 inhabitants and 260municipal buildings has participated in the Display™ Campaign since2004 under the guidance of Energie-Cités. First of all the data from all32 of the town's primary schools was entered into the calculationtool. The effort required was fortunately very small due to an existingenergy management system.

Posters with the results of thisanalysis had been put up in theentrance hall of all the schoolsinvolved by the end of 2004. Inthe first school concerned, situa-ted in the community of St.Arnual, the Mayor Kajo Breuer,put up the very first poster. Thiswas followed by a discussion onthe topic of energy use betweenthe pupils, teachers and the

Mayor. He was very impressed by the pupils' high level of knowledgeand by the posters on the subject of energy and water consumption thatthey had produced themselves.

The local press and television broadcasts reported on the action and itstimulated several requests from other schools about how to implementand to continue with energy saving.Thanks to this success the data of all kindergartens and administrativebuildings have been entered in the Display™ system and 75 buildings arenow registered in the system.

The classification of the Buildings A to G provides particularly useful infor-mation to municipalities for the strategic planning of the refurbishment oflocal authority buildings and helps to spend their money efficiently.

The programme gained attention in the surrounding region as well.Saarbrücken together with Metz, Trier and Luxemburg is part of the citynetwork "QuattroPole". This network organises so-called "Energy tours" inthe different cities in order to exchange experience concerned withenergy-questions. On 18th May the programme for the energy tour ofSaarbruecken was presented. The Display™ Campaign will play a keyrole among all the topics covered by the tour. The exchange will takeplace in the St. Arnual Primary School which is very committed to theproject.

One year of labelling

in Frankfurt

The Display™ Campaign waslaunched last summer inFrankfurt in order to meet threemain goals: to prepare for theestablishment of the EuropeanBuildings Directive, to raise theusers' awareness of energy effi-ciency and to document theresults of the energy-manage-ment department. A premiumsystem, implemented since1996, allows one to give moneyback to energy savers.

Frankfurt is situated in the wes-tern part of Germany and current-ly has 650 000 inhabitants withover 1200 public buildings. Sincethe mid-eighties the city-councilhas been concerned with establi-shing a public energy manage-ment system to improve cost-control and to reduce energy was-tage. It started to obtain dataabout building energy consump-tion and how it changed over theyears. It detected a sum of €26Mper year spent simply on electrici-ty, heat and water.

Frankfurt started by calculatingthe indicators for 14 buildings (11 schools, 2 administrative buil-

dings, 1 museum). Afterwards itput up 13 posters in the buildingseasily visible by everyone.

To motivate people to take part inthe Campaign, a premiums-systemwas introduced. Cost savingsresulting from energy saving areshared out in the proportion 25%for the building owners to use asthey see fit, 25% for those res-ponsible for the energy installa-tions (often the caretaker) and50% for the Energy ManagementDepartment to invest in newenergy saving projects. MatthiasLinder (Energy Department) com-mented on people's reactions:“People are very interested in thesubject and wonder how muchenergy is actually consumed”.

In conclusion, it should be notedthat Display™ started in Frankfurton the basis of excellent data andwith a very enthusiastic EnergyDepartment that supported thecampaign. The people's reactionsshowed that energy efficiency inbuildings is a subject that affectseveryone.

French-speaking Switzerland sets up a Display™ Campaign in Switzerland

The InterregIIIA project “REVE-Jura-Léman” on the French-Swiss borderenabled the Swiss partners to carry out the specific task of adapting theDisplay™ tool based on work in 8 “Cities of Energy”. As part of this pro-ject, the City of Neuchatel will host the "Energy Day of French-speakingSwitzerland" which will open the Display™ Campaign for 60 communes inFrench-speaking Switzerland involved in the SwissEnergie programme forcommunes. Further developments are already planned in German-spea-king Switzerland.

Bristol: a Display™ poster for the green pioneer

Bristol City Council, one of main pioneers of energy efficiency inGreat Britain, has been involved for many years in raising city councilemployees’ awareness and training them in energy saving tech-niques. However, a difficulty arose which was solved thanks to theDisplay™ Campaign.

Finding an attention-grabbingmessage which can arouse inter-est and encourage both staff andusers to improve energy efficiencyrecords is not an easy task. BristolCity Council quickly understoodthat the Display™ Campaign couldprovide an efficient, original andcomprehensive solution to theproblem. The Campaign, with itsstrong visual identity and innovati-ve energy labelling system, there-fore became the cornerstone of itspublic awareness-raising strategy.

A large banner, a local version of theDisplay™ poster, was hung up on the faça-de of CREATE, the City Council’s “environ-ment centre”. The City Council is currentlysurveying its stock of buildings and makingthe calculations necessary for the produc-tion of Display posters for its 100 most pro-minent sites. Meetings with building mana-gers are also being planned to prepare forthe implementation of energy efficiencyimprovement measures through the encou-

ragement of energy-conscious behaviour among staff and/or invest-ment in building improvement measures.

The City Council advises all municipalities to join the Display™Campaign and benefit from its custom-built tools.

Bielsko-Biala:Display™

measures designedto change attitudes The Polish city of Bielsko-Biala(180 000 inhabitants) startedthe Display™ Campaign at theend of 2004 and is now confron-ted with the well-entrenchedenergy-wasteful habits of theinhabitants.

Work on im-proving ener-gy manage-ment hadalready star-

ted in the early 1990s. Very rapidprogress was made due to energyaccounting. This systematicallycollects the heat, water and ener-gy consumption of public buildingsand also provides benchmarkingfigures for efficient monitoring.

The next step was the creation ofa database (called BEN ) whichreads and constantly updates allthe data. Today the energy team

is working on a second version ofthe programme, an extended ver-sion for the energy-managementteam and an easier version for thebuilding manager.

Apart from these internal develop-ments the energy team is at themoment occupied with installing“energy-boards” in buildings. TheDisplay™ poster is a key elementof this communication Campaign.

Despite great achievements theDisplay™ Campaign is confrontedwith the following problems:incomplete building data and the

need to convince the populationto adopt more energy-aware beha-viour. It is still very common inPoland to overheat rooms and notto think about the energy-costs. The Display™ Campaign aims tohelp the team to convince peopleand to make them more sensitiveto energy and environmentalquestions.

Ayent: combining the future and energy savingsq

Milton Keynes: demonstration of the environmental impact

Milton Keynes, a new city of207,000 inhabitants located 60kmnorth of London is a Display™ pilotcity.

Before Milton Keynes joined theDisplay™ Campaign, the city alrea-dy had a centralised energy moni-toring system for the majority ofour public buildings. The city put upthe first Display™ poster in June2004 in Wyvern 1st Primary Schoolin order to demonstrate the envi-

ronmental impact of our buildingsto the people who use them, and toshow how they could contribute tomaking them more efficient. Thebuilding is quite old and was origi-nally built in 1890's – in theVictorian era. Currently there areapproximately 360 pupils and 15teaching staff.

Although a link between energysaving and the Display™ poster isnot proven, as most of the savingswere in place before the poster wascalculated, the reactions to theDisplay™ Campaign were positive.

The possibility of integratingDisplay™ into the school curriculais being investigated as part of aCouncil-wide Carbon ManagementStrategy. This forms part of a natio-nal programme funded by the UK'sCarbon Trust.

The small Swiss district of Ayent(3,300 inhabitants) was awardedthe “Cité de l’énergie” title in theautumn of 2004. It has sustainedthe momentum acquired for itsenergy-saving initiatives and localdecision-makers were delightedwhen it joined the Display™Campaign early in 2005.

Five publicb u i l d i n g swere moni-tored andtheir energy

consumption data entered into theprogramme as set out in theDisplay™ rules for local authoritieswith less than 10,000 inhabitants.Posters will soon be on display inthe entrance halls of the publicbuildings concerned and everyonewill be able to see that it is possibleto avoid wasting energy withoutimpairing their quality of life.

The local newspaper will publicisethe Campaign this year and a ques-tionnaire designed to assess ener-gy consumption in private buildingswill be distributed to all local resi-

dents to promote more energy-conscious attitudes. In the village of St-Romain, the dis-trict’s main town, it would be inter-esting to compare the resultsachieved by public buildings nowwith those that will be obtainedafter installation of the wood-fuel-led central heating system in theautumn. This facility has been desi-gned to supply heat to all publicbuildings in the village, as well asto the parish church. There is nodoubt that this will help demonstra-te the relevance and encourageappreciation of the Display™Campaign.

On the basis of its relatively shortbut highly interesting experience,the municipality of Ayent recom-mends the Campaign to all munici-palities. It naturally involves asignificant amount of work, but theconservation of energy resourcesfor the benefit of future genera-tions is a price worth paying.

Display™, the perfect complement to monitoring in Leicester

The Leicester Display™ schemehas seen the certification of 90City Council buildings so far inclu-ding officers, schools, communitybuildings and the town hall. Thecertificate of performance is onlythe first step in a programme ofengaging with the building usersto help them understand not onlyhow the building is performing inrelation to energy, water and car-bon use but also what they canactively do to reduce this over aperiod of time.

Leicester is complementing itsDisplay™ project with real timemonitoring and utilising real timedata to influence behaviouralchange.

This Display™ certificate is instal-led in the public areas of LeicesterCentral Library and clearly showsthe results of the building so far.The building manager has alreadyreceived an energy managementmanual with details on how tomaximise the reduction in energyand water in this building and avisit from the energy officer fromthe City Council continues to stimu-late improvements.

The City Council energy manage-ment team has set up an energyloan scheme to finance the costsof improving the building heating,lighting and water systems in orderto ensure that better standards areachieved over the coming years.The loan scheme is financed fromthe local authority's own capitalprogramme through prudential bor-rowing, and is matched by a 50%grant from the Carbon Trust. The“loan” is set to be fully recoveredfrom savings over a period of fouryears and this money is then rein-vested in other buildings.

The use of the Display™ label andthe Leicester City CouncilIntelligent Metering schemeensures that awareness and realsavings and behavioural changeare being obtained.
