Permanent Delegations of the States Parties to the Convention for the Safeguarding of the Intangible Cultural Heritage

Article 7 of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage provides that the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage shall examine nominations to the List of Intangible Cultural Heritage in Need of Urgent Safeguarding and Representative List of the Intangible Cultural Heritage of Humanity, proposals to the Register of Best Safeguarding Practices and requests for International Assistance. Prior to the Committee's examination, these fi les are first subject to an evaluation of the extent to which they respond to the relevant criteria.

At its fifth session in June 2014, the General Assembly of the States Parties to the Convention decided (Resolution 5.GA 5.1) that 'on an experimental basis, the evaluation [of such files] shall be accomplished by a consultative body of the Committee established in accordance with Article 8.3 of the Convention, to be known as the "Evaluation Body'" (see paragraph 27 of the Operational Directives, attached).

The Operational Directives further indicate that 'the Evaluation Body shall be composed of twelve members appointed by the Committee: six experts qualified in the various fields of the intangible cultural heritage representatives of States Parties non-Members of the Committee and six accredited non-governmental organizations, taking into consideration equitable geographical representation and various domains of intangible cultural heritage.' The Directives also specify that 'once appointed by the Committee, the members of the Evaluation Body shall act impartially in the interests of all the States Parties and the Convention.'

I am writing now to inform you that the seats of one expert and one accredited non-governmental organization from your Electoral Group are to be fi lled when the fi rst Evaluation Body is established by the Committee during its ninth session (UNESCO Headquarters, Paris, 24 to 28 November 2014). The term of office of a member of the Evaluation Body shall not exceed four years. The Committee shall renew one quarter of the members of the Evaluation Body each year, and during its ninth session it will introduce a system of rotation to that effect.

In conformity with paragraph 28 of the Operational Directives 'up to three candidatures [for each seat] shall be sent to the Secretariat by the Chairperson of the Electoral Group concerned at least six weeks prior to the opening of the

session' (that is, before 13 October 2014). If you wish to propose relevant candidatures to be considered for either or both of the two above-mentioned seats I invite you to communicate their details to the Chairperson of your Electoral Group as soon as possible (including a CV in the case of experts) so that she or he may forward them to me before that date. Please find attached, for your reference, the list of accredited non-governmental organizations whose registered headquarters are located in your Electoral Group. With regard to the experts, please recall that they may not be representatives of any current State Member of the Committee. In its debates, the General Assembly also emphasized that States Parties wishing to present themselves as candidates to the Committee would normally refrain from nominating their representatives to serve on the Evaluation Body during the same period.

26. Evaluation includes assessment of the conformity of the nomination, proposal or international assistance request with the required criteria.

27. On an experimental basis, the evaluation of nominations for inscription on the List of Intangible Cultural Heritage in Need of Urgent Safeguarding and on the Representative List of the Intangible Cultural Heritage of Humanity, of proposed programmes, projects and activities that best reflect the principles and objectives of the Convention and of international assistance requests greater than US$25,000 shall be accomplished by a consultative body of the Committee established in accordance with Article 8.3 of the Convention, to be known as the 'Evaluation Body'. The Evaluation Body will make recommendations to the Committee for its decision. The Evaluation Body shall be composed of twelve members appointed by the Committee: six experts qualified in the various fields of the intangible cultural heritage representatives of States Parties non­Members of the Committee and six accredited non-governmental organizations, taking into consideration equitable geographical representation and various domains of intangible cultural heritage.

28. The duration of office of a member of the Evaluation Body shall not exceed four years. Every year, the Committee shall renew one quarter of the members of the Evaluation Body. At least three months prior to the opening of the session of the Committee, the Secretariat shall inform the States Parties within each Electoral Group with a vacant seat to be filled. Up to three candidatures shall be sent to the Secretariat by the Chairperson of the Electoral Group concerned at least six weeks prior to the opening of the session. Once appointed by the Committee, the members of the Evaluation Body shall act impartially in the interests of all the States Parties and the Convention.

29. For the List of Intangible Cultural Heritage in Need of Urgent Safeguarding, each evaluation shall include assessment of the viability of the element and of the feasibil ity and sufficiency of the safeguarding plan. lt shall also include assessment of the risk of its disappearing, due, inter alia, to the lack of means for safeguarding and protecting it, or to processes of globalization and social or environmental transformation.

30. The Evaluation Body shall submit to the Committee an evaluation report that includes a recommendation:

to inscribe or not to inscribe the nominated element on the List of Intangible Cultural Heritage in Need of Urgent Safeguarding;

to inscribe or not to inscribe the nominated element on the Representative List, or to refer the nomination to the submitting State(s) for additional information;

to select or not to select the proposed programme, project or activity; or

to approve or not to approve the international assistance request.

31 . The Secretariat will transmit to the Committee an overview of all nominations, proposals of programmes, projects and activities and international assistance requests including summaries and evaluation reports. The files and evaluation reports will also be made available to States Parties for their consultation.
