C.I.Do.S.Pe.L. News

C.I.Do.S.Pe.L., the International Center for Documentation and SociologicalStudies of Employment Issues at the University of Bologna, Department ofSociology, has been active since 1978; it is currently under the direction ofMichele La Rosa. The Scientific Committee is composed of Achille Ardigò,Franco Bonazzi, Everardo Minardi, Romano Prodi, Giampaolo Prandstraller,and Paolo Zurla, and by an Executive Committee composed of Vando Borghi,Mariagrazia Bonzagni, Daniele Callini, Valentina Castaldini, Paola Cenni,Federico Chicchi, Silvia Cozzi, Claudia Dall’Agata, Francesco Garibaldo,Barbara Giullari, Giorgio Gosetti, Stefano Grandi, Oscar Marchisio, SaraElisabetta Masi, Paolo Minguzzi, Deborah Morgagni, Roberto Rizza, SandraZaramella. Vando Borghi is the current secretary.

The complete group meets periodically in order to discuss ongoing researchand planned initiatives. Results from the meetings held on July 16 andSeptember 16 of this year will be detailed herein. Individual investigative teamsnormally meet on a bimonthly basis to confer on the status of works inprogress; these meetings are open to attendance by all C.I.Do.S.Pe.L. membersinterested in the various topics.

It has, in any case, been decided that for the more relevant transversalissues that touch numerous areas of research, “ad hoc meetings” will be orga-nized, open to all those involved and/or interested. The next meeting (coordi-nated by Vando Borghi and Claudia Dall’Agata) will focus on the topic ofsocial indicators.

Edited by Michele La Rosa, the volume is the fruitof a collective effort on the part of C.I.Do.S.Pe.L. collaborators. The seriesof topics examined therein are thought to be the starting “nodes” to con-sider when attempting to understand the unitary and comprehensive terri-torial reality in the province of Bologna. The specific topics examined are:

– the distinctive aspects of Bologna’s socio-economic and demographicsystem;

– what it’s like to work in the province of Bologna;– what it’s like to live in the province of Bologna;– the job market and the diffusion of new, “atypical” forms of work;– the Bolognese new economy;– the orientation of Bolognese youth towards society and work;– territorial organization of public health services;– the reality within Bologna University and the problems of “its” students’.

This Report was promoted by the CARISBO Foundation and is part of a largerproject to build a Permanent observatory for the Province of Bologna. The

Training Activities: Masters and High Level TrainingCourses:

■ “Web Management” (Maria Virdis e Cinzia Tafuro). The Masters in WebManagement was organized and conducted in collaboration withQuadrante of Bologna and Web Marketing Tools in Milan. The programwas created to respond to a growing need for training that prepares anddevelops expert managers in organization, organizational diagnosis, andhuman resources management in the era of internet and the new economy.Specific training was provided in basic and advanced web technologies,including group work and case analyses with the presence of representa-tives from Italian and international economic environments, in the areas of:management communications, marketing and managers, internet and busi-ness, and web marketing tools. The Masters program, with a maximum of30 participants, lasts one year (from January 2002 to January 2003) andincludes seven educational modules consisting of lectures and self-training,an internship with a company, and a period of self-training to prepare apaper, for a total of 60 training credits.

■ “Organization and management of human resources” (Deborah Morgagniand Cinzia Tafuro). The Masters in Organization and Management ofHuman Resources was set up and conducted in collaboration with theEmilia Romagna Regional Office for Organization, Information and

Telematic Systems and with the Plan company of Bologna. The course wascreated to respond to an emerging need for training that prepares managersfor organizational analysis and development, management and valorizationof human resources, skills management, and learning organization in theframework of socio-organizational training emphasizing the role of socialskills within medium to high level technical-management preparation. TheMasters lasts one year (from April 2002 to March 2003) and includesseven educational modules consisting of lectures and self-training for atotal of 42 training credits, an internship and/or project work with a com-pany for a total of 12 training credits, and a period of self-training to pre-pare a paper for a total of 6 training credits, the latter will be followed bothby tutors and through distance training/support. Training activities will bedivided into lectures, guided study and exercises, topic-related workshops,seminars, group work, and internships. Specifically, the course includes thefollowing educational modules:

– Organization and work;– Organizational analysis and planning;– Human resources management and valorization;– Learning organization;– Benchmarking;– Skills management.

■ “Health Management”: four editions of this training course have beenorganized for four consecutive years.

■ Start-up is currently underway for the second edition of the “Post-gradu-ate higher training course for coordination of health service personnelinstrumental services”. The course, limited to 35 participants, is designedfor positions coordinating instrumental services, whether through out-sourcing or direct management, in the field of public and private health ser-vices. The aim is to provide knowledge in the area of health servicemanagement and tools for management of quality, training, and internaland external communications, as well as methods for process implementa-tion and measuring (November 2002-July 2003).

Scientific and research activities:

■ Cidospel (Prof. Michele La Rosa, Roberto Rizza, Stefano Grandi, andFederico Chicchi) is currently involved in a research project co-financed bythe Emilia Romagna Region and the European Social Fund, and realized byEcipar Rimini in collaboration with T-Consulting, CNA. The project isentitled “Atypical employment in public service and leisure industries”.The project aims to further knowledge on the phenomenon of freelancework in the public administration sector in the province of Bologna, and in

the tourism and entertainment sector in the province of Rimini. In particu-lar, through complex field research, the aim is to provide practical instru-ments for reading and monitoring atypical professional skills within thetwo specific contexts: the public sector in Bologna and the leisure industryon the Rimini coast. Specifically, the research aims on one hand to bringinto focus the subjective aspect of atypical workers in respect to an incli-nation towards entrepreneurship, and on the other hand, to gain quantita-tive knowledge regarding the recurrence of these figures in the contextsunder consideration.

■ Prof. Michele La Rosa, Silvia Cozzi, and Paolo Minguzzi are currently car-rying on an inquiry entitled “The Elderly in Rimini and the surroundingarea”, sponsored by the Cassa di Risparmio di Rimini Foundation, with thegoal of monitoring the current situation of the elderly population and sug-gesting improvement strategies for the social-welfare, health, and semi-residential services for the elderly in the province of Rimini. MariagraziaBonagni and Monica Minelli will participate in the final drafting of thereport. Publication is foreseen.

■ Prof. Michele La Rosa and Paolo Minguzzi are carrying out research enti-tled “The future of Press Offices in Emilia Romagna”, promoted byGruppo Uffici Stampa of Emilia Romagna in collaboration with Ascom,CCIAA of Bologna.

– Giorgio Gosetti, Stefano Grandi, and Valentina Castaldini are working,under the direction of Prof. Michele La Rosa, on a three-year research andaction plan entitled “Youth, training, employment”. The investigation, focusedon the situation in the province of Bologna and financed by the Cassa diRisparmio di Bologna Foundation, will address the availability of institutional,formal, and permanent training, on orientation for and transition into work,and on emerging skills and professional competences required by the labormarket. Annual reports will be made. As part of this project, specific supportactions are foreseen (orientation towards employment for youth, training topromote a culture of solidarity), as well as empirical investigations: a 2003repeat of the inquiry, conducted in 2001, into Bolognese youth in high schooland at university which gave way to the first publication: M. La Rosa, G.Gosetti, (eds.), Lavori in corso, Angeli, Milano, 2001.

■ Prof. La Rosa, Vando Borghi, and Paola Cenni are participating in theWork Group for the research project entitled: “Ergonomics, Health, andSafety on the Job”. This project, which is part of regional plans for riskprevention and employment quality, is coordinated by the BolognaInstitute for Employment. In particular, the task at hand refers to the draft-ing of “Guide lines for ergonomic knowledge applied to work systems” andto a regional investigation on the quality of employment in EmiliaRomagna, which will be included in the annual IPL Report on safety in theworkplace.

■ Currently underway is the investigation “Professions, skills, and trainingneeds in the ITC sector. Theoretical and interpretative reference frameworkand case analysis”, managed by the Aldini-Valeriani Foundation. Prof.Michele La Rosa, Sara Masi, and Cinzia Tafuro will participate in theproject.

■ Vando Borghi, C.I.Do.S.Pe.L secretary, is currently engaged in the follow-ing research activities:

– “Feasibility Study for realization of social indicators for public policiesfrom the perspective of gender”, with SCS Azioninnova, the Universityof Modena and Reggio Emilia, the University of Siena; commissioned bythe Emilia Romagna Region;

– Birth rates: what are the constraints and incentives? Implications foremployment opportunities and living standards from the perspective ofgender, with the University of Modena and Reggio Emilia; commis-sioned by the Province of Modena – Equal Opportunities Committee.

– The school as a place to learn democracy. Participatory research inModena and the surrounding province; promoted by the Del MonteAssociation;

– Reproduction and erosion of ‘civicness’ in the context of an advancedeconomy. An exploratory investigation in the Modenese context, pro-moted by the Del Monte Association (Modena);

■ Vando Borghi is also collaborating on the planning of the following:

– Youth in Transition: Social Risks and Strategies in Evolving LabourMarkets, with the Universities of Barcelona (coordinator), Copenhagen,Bremen, Vilnius, Umea, Utrecht, London and research centers in Korea,Finland, and Hungary.

– Activation and sustainable inclusion of vulnerable groups in knowledge-based societies, with the Universities of Utrecht (coordinator), Sheffield,Barcelona, Bremen, Vilnius, Umea, Utrecht, London, and research cen-ters in Korea, Finland, and Hungary.

– Activation and sustainable inclusion of vulnerable groups in knowledge-based societies, with the Universities of Utrecht (coordinator), Sheffield,Barcelona, Bremen, Vaxjo, Loughborough, Urbino, Brussels, Coimbra,Copenhagen, Helsinki, Brno, and Oslo.

■ Paolo Cenni will participate, on October 10th 2002, in the Conference on“The added value of ergonomics: what are the benefits to a business?”organized by the Italian Society for Ergonomics in Turin. He will present areport entitled “The ergonomic dimension in quality of work. A firstexploratory investigation in the Province of Bologna”, which will showpart of the data obtained through recent research conducted in collabora-tion with La Rosa, Borghi, and the CISL trade union. This research is anintegral part of the text “Bologna 2002. Report on the city”, F. Angeli,Milan, 2002

■ Federico Chicchi is currently coordinating the research for Central Italy(Emilia Romagna, Tuscany, Marche) which is part of the ISFOL project onCompulsory Education. The aim of the project, coordinated on a nationallevel by the Catholic University Sacro Cuore of Milan, is to reveal the dif-ferent and most interesting forms of local implementation in terms of basiceducation.

■ Silvia Cozzi participated in the conference “Immigration andDevelopment” held on June 3–4, 2002, in Pontignano (Siena). In particu-lar, her report entitled “From Developing Countries to IndustrialSocieties”, was focused on comparison of two temporal models within thelabor market. She is also currently involved in the following research activ-ities:

– CNR Project – Agency 2000 entitled “Ethnic networks and the job mar-ket”, also involving the Universities of Genoa (M. Ambrosini), Naples(A. Spanò), Milan (E. Zucchetti, L. Zanfrini), Trieste (G. Blasutig), Siena(F. Berti) and Catania (R. Palidda);

– Project V.O.C.I. – “Valorization and skill development opportunities forimmigrants”, promoted by the Training Organization Aeca in Bolognaunder the supervision of Prof. La Rosa.

■ Barbara Giullari conducted the investigation entitled “The job market inCarpi: the planning of active employment policies on a local level” pro-moted by the Councillorship for Economic Policies in the City of Carpi(MO). In addition to an aim to gain knowledge of the quantitative andqualitative characteristics of the job market in the Carpi industrial district,research goals included identification of effective ways to plan and imple-ment employment policies. The final report from this research is currentlyin press.

■ Barbara Giullari collaborates on the writing and quarterly publication of“Carpi Lavora” (Carpi Works), which is an investigative tool intended toconstantly monitor the local job market.

■ Barbara Giullari currently holds a consulting position with theAdministration of the Province of Bologna – Sector for individual and com-munity services, as part of the “Project for activation of Territorial RelationSystems to Improve Training Opportunities”.

■ Deborah Morgagni and Claudia Dall’agata are involved in the Project enti-tled “Observatory on managerial skills and on skills management in the eraof globalization and the new economy”. The main aim of the project is todevelop and strengthen managerial skills in strategic human resourceswithin the business network, in the view of economic and technologicalchange. The stages foreseen in the investigation regard mapping of themain methodological approaches to skills, case analysis of three businesses,a best practices guide in respect to analysis of managerial skills, and a fea-sibility study for setting up a Regional observatory on managerial skills.Scientific and operative coordination will be carried out by Prof. Michele

La Rosa and by Isfel, while Ial Emilia Romagna will be responsible foroverall management of the project, considering that training activities areforeseen in addition to the investigation. The scientific committee willinclude the three businesses involved in the research (Icot, Ducati, Caprari)as well as Ial, Isfel, and Plan.

■ Roberto Rizza and Paolo Minguzzi are currently involved in research withEFESO regarding prospects for female atypical employment in Emilia-Romagna.

■ Roberto Rizza participated in the investigation, promoted by the EmiliaRomagna Region, financed by the FSE, and coordinated by SFERA(Associated Training Services), entitled “Support actions for atypical work-ers’ professional pathways and development of telematic services”. As partof the project, 75 semi-structured interviews were conducted, of subjectsresident in the region who hold employer-coordinated freelance employ-ment contracts. The final research report was presented to the EmiliaRomagna Region in the spring. The volume is now in press, edited byRoberto Rizza for Carrocci Editore and entitled Il lavoro mobile.

■ Roberto Rizza is also currently involved in the following research projects:

– “The career pendulum: a new paradigm” – this research, promoted byIal, Enfap, and Ecap, is meant to take stock of social representations ofemployment, training needs, and the need for employment policies foratypical workers in Emilia Romagna (with particular reference to col-laborative relationships);

– “Female irregular employment and the local job market”, promoted bythe Province of Forlì-Cesena, this research is carried out by theUniversity of Forlì and directed by Prof. Paolo Zurla.
