Thirty years after cot ton spinning died out in Britain, Cot tonopolis has been reborn.

A German-backed company is building a new cot ton-spinning line in Manchester, the

spir itual home of the indust ry, thanks to worldwide demand for high-qualit y thread for

the fashion indust ry. The new m ill will spin some of the most luxurious yarn in the

world, using raw materials from Barbados, I ndia, the US and Egypt .

The £5.8m investment by Culimeta-Saveguard, which is backed by government

money and which will create 100 jobs, is to rebuild a supply chain for luxury Br it ish

clothing makers. Count r ies such as I ndia and China, which undercut Brit ish m ills in

the 1970s and 1980s, leading to thousands of j ob losses, are now customers for

expensive Br it ish clothes and furnishings.

Andy Ogden, company general manager, said: “We’re ext remely proud to have won

this m ajor government grant to help us make real our dream of bringing cot ton

spinning back where it belongs: the northwest of England.”

The company, which also has operat ions in I taly and the US, has set up a subsidiary,

English Fine Cot tons, and will occupy a refurbished Victor ian m ill in Dukinfield, Greater

Manchester, one of hundreds that hummed with act iv ity a century ago.

“There is a st rong demand across the world for luxury goods with the ‘Made in Br itain’

stamp, and English Fine Cot tons has the pedigree for the job. Our roots are in

technical text ile manufacturing and we are in the perfect locat ion to draw on a local

workforce with the necessary skills,” Mr Ogden added.

Emma Willis, who makes the shirts for the actors playing James Bond, said: “The only

thing we don’t buy in the UK is cot ton, which I would very much like to do. The

project could hopefully ut ilise the abundant skills base for text ile manufactur ing in the

UK, as we remain except ional as a count ry in specialist m anufacturing. From cot ton

spinning to pat tern cut t ing — the skills are there to make in Br itain.”

The UK is the 15th- largest text iles maker in the world and exported £5.5bn worth of

clothes in 2013. Cot ton is st ill t raded according to “Liverpool rules” set in the Br it ish

port by the I nternat ional Cot ton Associat ion and several t raders are based there.

English Fine Cot tons is invest ing £4.8m of its own, £2m of which is a loan from the

Greater Manchester Combined Author ity. A further £1m has been awarded by the N

Brown Text ile Growth Programme (TGP) , the brainchild of clothing retailer N Brown’s

former chairman Lord Alliance, using the government ’s regional growth fund.

The Alliance Report this year predicted the creat ion of up to 20,000 jobs by the UK

text ile sector by 2020. Yorkshire’s woollen indust ry is also enjoying a revival with new

spinning and dyeing plants opening. The sector employs 100,000 and is worth £9bn to

the UK.

Anna Soubry, business m inister, said: “There is a global demand for prem ium fashion

made in the UK and this new m ill is all part of a text ile revival boost ing our

manufactur ing capabilit ies.”

Lorna Fitzsimons, TGP director, said “The global indust ry could never have predicted

that cot ton spinning would come back to the UK. Our program me is giv ing companies

like English Fine Cot tons the confidence to invest , at a scale that makes it possible to

build one of the most advanced cot ton spinning plants in the world in Greater

Manchester.”

Culimeta-Saveguard runs the only remaining cot ton spinning plant in the UK, although

it is used purely for technical f ibre yarns for the manufacture of protect ive clothing. I t

also makes engineering text iles and exports more than 85 per cent of product ion.
