A. Keywords searching
This tool allows the identification of a set of goods/service satisfying the specified need. For
instance, if a contracting authority needs to acquire “school equipment” or “home heating” this
tool should list a range of products such as tables, chairs, electronic black boards or
gas/electricity devices for home heating.
B. Good/service sourcing
For each good/service, namely, e-blackboards, the Smart Catalogue should display a list of
alternatives with their main features and suppliers.
C. Quality/price evaluation model
This tools provides the buyer with a sample evaluation model based on price and quality, being
quality an attribute based on the displayed features.
D. Request for Proposal (RFP)
The public contracting authority “clicks” on the selected option included in the displayed list
and then:
a) an “invitation” including the items specified by CCP in Artº 115-1,2,3,4 is automatically sent to each supplier;
b) either an automatic answer is sent back by the supplier with the features of the catalogue
or
an automatic answer is sent back saying that before the end of the period specified in Artº115-1-b) the supplier will send his best bid.
