Buone notizie sul fronte del mercato del lavoro: tassi complessivi di occupazione e di attività nell'UE continuano a crescere in tutte le fasce di popolazione. Restano però alte le disparità tra gli Stati membri, e preoccupa la disoccupazione di lunga durata.

I dati pubblicati nell'edizione invernale dell’Employment and Social Situation Quarterly review 2015 (la rivista trimestrale dell'UE sull'occupazione e la situazione sociale) rivelano miglioramenti nel mercato del lavoro nell’UE. I tassi di occupazione e di attività continuano a crescere in tutte le fasce di popolazione dell’UE, in particolare per i lavoratori più anziani (55-59 anni). Nel terzo trimestre del 2015 il tasso di occupazione globale dell’UE ha raggiunto il livello precedente alla crisi, anche se questi progressi sono distribuiti in maniera non uniforme tra gli Stati membri. Inoltre, la disoccupazione continua diminuire, e si riduce leggermente la quota di disoccupati di lunga durata. La Commissaria per l’Occupazione, gli affari sociali, le competenze e la mobilità dei lavoratori Marianne Thyssen, ha dichiarato: "Più persone stanno trovando lavoro nell’UE. Questo è senz’altro una tendenza incoraggiante, anche in vista dell’invecchiamento della popolazione. Tuttavia, non si può ignorare l’enorme disparità tra gli Stati membri. Abbiamo ancora una lunga strada da percorrere per raggiungere l’obiettivo di un tasso di occupazione del 75 % che l’UE si è prefissa per il 2020. Dobbiamo prestare particolare attenzione alla disoccupazione di lunga durata. Anche se stiamo iniziando a intravedere una graduale diminuzione del numero di disoccupati di lungo periodo, ci sono ancora più di 10 milioni di europei che restano disoccupati per un anno o più.Dobbiamo attuare con urgenza la raccomandazione del Consiglio sulla disoccupazione di lunga durata adottata a dicembre per dare sostegno a coloro che sono stati più colpiti dalla crisi." II. MIGRAZIONE

In risposta alla crisi migratoria cui deve far fronte l'UE, l'obiettivo deve essere contenere rapidamente i flussi, proteggere le nostre frontiere esterne, ridurre la migrazione irregolare e salvaguardare l'integrità dello spazio Schengen. Nell'ambito di questo approccio globale, il Consiglio europeo ha valutato, in base a relazioni dettagliate della presidenza e della Commissione, lo stato di attuazione degli orientamenti convenuti a dicembre. Il Consiglio europeo accoglie con favore la decisione della NATO di fornire assistenza nelle attività di ricognizione, controllo e sorveglianza degli attraversamenti illegali nel Mar Egeo ed esorta tutti i membri della NATO a sostenere attivamente questa misura. L'UE, in particolare Frontex, dovrebbe cooperare strettamente con la NATO.

La piena e rapida attuazione del piano d'azione UE-Turchia rimane una priorità al fine di contenere i flussi migratori e contrastare le reti dedite al traffico e alla tratta. La Turchia ha adottato misure per attuare il piano d'azione, segnatamente per quanto concerne l'accesso dei rifugiati siriani al mercato del lavoro turco e la condivisione dei dati con l'UE.

Tuttavia, i flussi di migranti che giungono in Grecia dalla Turchia continuano a essere troppo elevati. Dobbiamo pervenire a una riduzione sostanziale e sostenibile del numero di ingressi illegali nell'UE dalla Turchia. Si rendono pertanto necessari ulteriori sforzi decisivi - anche da parte della Turchia - per garantire l'efficace attuazione del piano d'azione. Il Consiglio europeo accoglie con favore l'accordo raggiunto circa lo strumento per i rifugiati in Turchia e invita la Commissione e gli Stati membri a dare rapida attuazione ai progetti prioritari. Si compiace altresì dei progressi nella preparazione di un programma volontario credibile di ammissione umanitaria con la Turchia.

Inoltre,

a) in ordine alle relazioni con i paesi terzi pertinenti, i pacchetti di incentivi globali e su misura, attualmente in fase di sviluppo per determinati paesi al fine di garantire rimpatri e riammissioni efficaci, necessitano del pieno sostegno dell'UE e degli Stati membri. Il Consiglio europeo invita altresì la Commissione, l'alto rappresentante e gli Stati membri a monitorare e reagire agli eventuali fattori che potrebbero far scaturire flussi migratori;

b) si dovrebbe proseguire e intensificare l'attuazione e il seguito operativo del vertice di La Valletta, in particolare l'elenco convenuto delle 16 azioni prioritarie;

c) è opportuno continuare a fornire aiuti umanitari ai rifugiati siriani e ai paesi confinanti con la Siria. Si tratta di una responsabilità globale urgente. In questo contesto il Consiglio europeo accoglie con favore l'esito della conferenza sul sostegno alla Siria e alla regione, tenutasi a Londra il 4 febbraio, e invita la Commissione, gli Stati membri e tutti gli altri Stati contributori ad attuare rapidamente i loro impegni;

d) i flussi migratori irregolari lungo la rotta dei Balcani occidentali, continui e intensi, restano una grave preoccupazione che richiede un'ulteriore azione concertata e un termine all'atteggiamento permissivo e ai provvedimenti non coordinati lungo la rotta, tenendo conto delle conseguenze umanitarie per gli Stati membri interessati. È altresì importante restare vigili quanto ai potenziali sviluppi riguardo ad altre rotte in modo da essere in grado di intervenire in maniera rapida e concertata;

e) il Consiglio ha adottato una raccomandazione il 12 febbraio 2016. È importante ripristinare in modo concertato il normale funzionamento dello spazio Schengen, con pieno sostegno agli Stati membri che fanno fronte a circostanze difficili. Dobbiamo ripristinare una situazione in cui tutti i membri dello spazio Schengen applichino appieno il codice frontiere Schengen e respingano alle frontiere esterne i cittadini di paesi terzi che non soddisfano le condizioni d'ingresso o che non hanno presentato domanda d'asilo sebbene ne abbiano avuto la possibilità, tenendo conto al tempo stesso delle specificità delle frontiere marittime, anche con l'attuazione dell'agenda UE-Turchia;

f) con l'assistenza dell'UE, la creazione e il funzionamento dei punti di crisi sono in graduale miglioramento per quanto concerne l'identificazione, la registrazione, il rilevamento delle impronte digitali e i controlli di sicurezza su persone e documenti di viaggio; molto, tuttavia, resta ancora da fare, in particolare per rendere pienamente operativi i punti di crisi, assicurare l'identificazione e la registrazione di tutti gli ingressi senza eccezioni (ivi compresi i controlli di sicurezza sistematici mediante raffronto con le banche dati europee, in particolare il sistema d'informazione Schengen, come richiesto dalla legislazione dell'UE), attuare appieno il processo di ricollocazione, contenere i flussi secondari di migranti irregolari e richiedenti asilo, nonché predisporre le importanti strutture di accoglienza necessarie a ospitare i migranti in condizioni umane mentre la loro situazione è in fase di accertamento.

I richiedenti asilo non hanno diritto di scegliere lo Stato membro in cui presentare la domanda;

g) si impone un'azione urgente per rendere meno critica la situazione umanitaria dei migranti lungo la rotta dei Balcani occidentali utilizzando tutti gli strumenti dell'UE e nazionali disponibili. A questo scopo il Consiglio europeo ritiene necessario dotare ora l'UE della capacità di fornire aiuti umanitari a livello interno, in cooperazione con organizzazioni come l'UNHCR, per sostenere i paesi che fanno fronte a un elevato numero di rifugiati e migranti, muovendo dall'esperienza della direzione generale della Commissione per gli Aiuti umanitari e la protezione civile. Il Consiglio europeo accoglie con favore l'intenzione della Commissione di presentare al più presto proposte concrete;

h) dovrebbero essere attuati con rapidità tutti gli elementi convenuti lo scorso dicembre, comprese le decisioni sulla ricollocazione e le misure per garantire rimpatri e riammissioni. Per quanto concerne la proposta relativa alla "guardia costiera e di frontiera europea", occorre accelerare i lavori al fine di raggiungere un accordo politico durante la presidenza dei Paesi Bassi e rendere il nuovo sistema operativo al più presto;

i) il Consiglio europeo invita la Banca europea per gli investimenti a sviluppare celermente, in cooperazione con la Commissione, idee sul possibile contributo della BEI alla risposta dell'UE.

La strategia globale convenuta in dicembre produrrà risultati soltanto se tutti i suoi elementi sono perseguiti congiuntamente e se le istituzioni e gli Stati membri agiscono insieme ed in totale coordinamento. Nel contempo devono essere compiuti progressi nella riforma del quadro esistente dell'UE, così da assicurare una politica umana ed efficiente in materia di asilo. A tal fine, a seguito dell'approfondita discussione odierna, saranno intensificati i preparativi per permettere un dibattito globale in occasione del prossimo Consiglio europeo, quando, sulla base di una valutazione più risolutiva, dovranno essere stabiliti ulteriori orientamenti e operate delle scelte.

Il Comitato per gli Affari Economici e Monetari del Parlamento europeo (ECON) riprende nell’Analisi annuale della Crescita (AGS) 2016 l’invito lanciato da tempo dal Comitato delle Regioni per un coinvolgimento strutturato di autorità locali e regionali nell’ambito del processo del semestre europeo.

Il rapporto, adottato il 18 febbraio, mira a coinvolgere in misura crescente le autorità locali e regionali nella determinazione dei Programmi nazionali di Riforma, identificando ostacoli per gli investimenti ma anche contribuendo a condurre progetti e piattaforme di investimento del Fondo europeo per gli investimenti strategici (EFSI). I membri dell’ECON pongono, inoltre, l’accento anche sul bisogno di mobilitare tutti i livelli governativi per avvalersi in maniera ottimale dei Fondi strutturali e d’investimento europei (ESIF).

In che maniera città e regioni possano usare la loro conoscenza per meglio supportare le priorità economiche e sociali dell’UE è il tema di una risoluzione sull'AGS adottata dai membri del CoR durante la sessione plenaria del 10 febbraio. Un codice di condotta più dettagliato per il coinvolgimento di realtà locali e regionali nel semestre europeo sarà presentato dal CoR durante il 2016, basato su lavoro analitico eseguito dalla Piattaforma di monitoraggio Europa 2020.

I leader a livello locale e regionale sottolineano, nella loro decisione, che programmi di riforma nazionale e raccomandazioni specifiche possono riscuotere successo solamente quando prospettiva locale e regionale sono prese in considerazione. Città e regioni devono, perciò, prendere parte al processo decisionale già nella sua fase iniziale. Lo stesso vale quando ha luogo la realizzazione di misure di crescita come il Piano di investimento per l’Europa e la revisione della strategia Europa2020.

I membri del CoR confermano, ulteriormente, il loro appello per l’adozione di una “regola d’oro” per la contabilità pubblica al fine di tenere separati gli investimenti di lungo periodo dalla spesa corrente. Essi sottolineano anche il bisogno di flessibilità nella realizzazione del Patto di crescita e stabilità in maniera tale che la capacità di investimento delle autorità locali e regionali venga maggiormente stimolata e non, al contrario, limitata.

Città e regioni si appellano anche alla Commissione europea per permettere alle autorità locali e regionali l’accesso diretto all’assistenza tecnica fornita dal Programma di supporto della Riforma Strutturale (SRSP). Questo migliorerebbe la capacità amministrativa locale e regionale, che è cruciale per quanto riguarda investimenti a lungo termine, riforme strutturali e spesa pubblica responsabile ed efficace. SRSP è attualmente oggetto di un parere del Comitato, curato da Olga Zrihen (PES / Sia), membro del Parlamento della Vallonia.

VERSO L'UNIONE DELL'ENERGIA: LA COMMISSIONE PRESENTA UN

PACCHETTO IN MATERIA DI ENERGIA SOSTENIBILE E SICUREZZA ENERGETICA

La Commissione ha presentato oggi un pacchetto in materia di sicurezza energetica contenente le proposte necessarie per preparare l'UE alla transizione energetica globale, come pure a possibili interruzioni dell'approvvigionamento energetico.

La dimensione della sicurezza energetica è una delle pietre angolari della strategia per l'Unione dell'energia e una delle priorità politiche fondamentali della Commissione Juncker.

Attuare l'Unione dell'energia: la Commissione presenta un pacchetto in materia di sicurezza energetica

La Commissione ha reso noto oggi un pacchetto di misure per la sicurezza energetica per dotare l'UE degli strumenti per affrontare la transizione energetica globale al fine di fronteggiare possibili interruzioni dell'approvvigionamento energetico. La dimensione della sicurezza energetica è una delle pietre angolari della strategia per l'Unione dell'energia e una delle priorità politiche fondamentali della Commissione Juncker.

Il pacchetto indica un'ampia gamma di misure per rafforzare la resilienza dell'UE in caso di interruzione delle forniture di gas. Tali misure comprendono una riduzione della domanda di energia, un aumento della produzione di energia in Europa (anche da fonti rinnovabili), l'ulteriore sviluppo di un mercato dell'energia ben funzionante e perfettamente integrato, nonché la diversificazione delle fonti energetiche, dei fornitori e delle rotte. Le proposte intendono inoltre migliorare la trasparenza del mercato europeo dell'energia e creare maggiore solidarietà tra gli Stati membri.

Il pacchetto in materia di sicurezza energetica, presentato oggi, fa seguito all'adozione da parte dei leader mondiali (a Parigi, il 12 dicembre 2015) di un nuovo accordo globale e universale sul cambiamento climatico. L'accordo di Parigi ha inviato un forte segnale alle

imprese e ai responsabili politici, rendendo irreversibile la svolta verso l'energia pulita e creando le premesse per la transizione energetica globale.

Il vicepresidente Maroš Šefčovič, responsabile per l’Unione dell’energia, ha dichiarato: "La strategia per l'Unione dell'energia, lanciata un anno fa, si prefiggeva di garantire a tutti gli europei energia sicura, sostenibile e a prezzi accessibili. Riducendo la domanda di energia e gestendo meglio l'approvvigionamento da fonti esterne, l'Unione europea può mantenere le promesse fatte e migliorare la stabilità del mercato europeo dell'energia"

Il commissario responsabile per l’azione per il clima e l’energia, Miguel Arias Cañete, ha dichiarato: "Dopo le crisi del gas del 2006 e del 2009, che avevano lasciato al freddo milioni di persone, avevamo detto: 'mai più'. Ma gli stress test del 2014 hanno evidenziato che l'Europa è ancora troppo vulnerabile in caso di gravi interruzioni dell'approvvigionamento di gas.

E le tensioni politiche ai nostri confini ci hanno fatto capire in modo chiaro che tale problema non è destinato a scomparire. Le proposte di oggi riguardano un sistema affidabile, competitivo e flessibile in cui l'energia si sposta attraverso i confini a tutto beneficio dei consumatori. Riguardano la solidarietà per proteggere i più vulnerabili. E mirano a garantirci un futuro in cui l'energia sarà pulita: a questo proposito tengo a precisare che il nostro impegno per una transizione verso l'energia pulita è irreversibile e non negoziabile."

In cosa consiste il pacchetto adottato dalla Commissione?

Regolamento sulla sicurezza dell'approvvigionamento di gas

Il gas svolge un ruolo nella transizione verso un'economia a basse emissioni di carbonio e resta una componente importante del mix energetico dell'UE. Tuttavia, l'attuale dipendenza esterna impone che l'UE aumenti la resilienza dei suoi mercati qualora debba far fronte a eventuali interruzioni delle forniture di gas. Per cogliere tutti i benefici di un mercato liquido e competitivo, è necessario migliorare la trasparenza nel mercato UE del gas.

Per rimediare alla fragilità del sistema, la Commissione propone di passare da un approccio nazionale a uno regionale nella definizione delle misure di sicurezza dell'approvvigionamento. La proposta introduce inoltre un principio di solidarietà tra gli Stati membri per garantire l'approvvigionamento delle famiglie e dei servizi sociali essenziali, quali quelli sanitari, qualora l'approvvigionamento sia compromesso da una grave crisi.

Una decisione sugli accordi intergovernativi nel settore energetico

L'UE deve fare in modo che gli accordi intergovernativi, firmati dai suoi Stati membri con paesi terzi e aventi un impatto sulla sicurezza dell'approvvigionamento di gas, siano più trasparenti e pienamente conformi al diritto dell'Unione.

A tal fine viene introdotto un controllo di compatibilità ex ante che deve essere effettuato dalla Commissione per poter verificare la conformità alla normativa sulla concorrenza e alla legislazione sul mercato interno dell'energia prima che gli accordi siano negoziati,

firmati e sigillati. Gli Stati membri dovranno tenere pienamente conto dell'opinione della Commissione prima di firmare gli accordi.

Strategia per il gas naturale liquefatto (GNL) e lo stoccaggio del gas.

L'Europa è il principale importatore di gas naturale al mondo. L'Europa ha una significativa capacità globale di importazione di GNL – sufficiente al momento per soddisfare circa il 43% della domanda attuale totale di gas (2015). Tuttavia, permangono notevoli disparità a livello regionale per quanto riguarda l'accesso al GNL.

La Commissione propone una strategia per il gas naturale liquefatto (GNL) che permetterà di migliorare l'accesso di tutti gli Stati membri al GNL come fonte alternativa di gas. Gli elementi centrali di questa strategia riguardano la costruzione dell'infrastruttura strategica per completare il mercato interno dell'energia e l'individuazione dei progetti necessari per mettere fine alla dipendenza di alcuni Stati membri da un'unica fonte di approvvigionamento.

Strategia in materia di riscaldamento e raffreddamento

Il riscaldamento e il raffreddamento in ambito edilizio e industriale sono responsabili di metà del consumo energetico dell'UE. Non solo: il 75% del riscaldamento e del raffreddamento è prodotto a partire da combustibili fossili.

La strategia proposta in materia di riscaldamento e raffreddamento è centrata sulla rimozione degli ostacoli che frenano la decarbonizzazione in ambito edilizio e industriale e sottolinea inoltre che un aumento dell'efficienza energetica e l'uso delle energie rinnovabili avrà un impatto sulla sicurezza energetica. Un potenziamento della strategia indirizzata a tale settore è fondamentale se l'UE vuole migliorare la propria interdipendenza dai fornitori esterni.

Contesto

Una delle priorità della Commissione Juncker è la creazione di un'Unione europea dell'energia resiliente e di una politica lungimirante in materia di cambiamento climatico. L'Unione europea dell'energia, come indicato nella strategia quadro[1] dello scorso febbraio, si prefigge di fornire ai consumatori dell'UE – famiglie e imprese – energia sicura, sostenibile e competitiva a prezzi accessibili.

A tal fine sarà necessario operare una drastica trasformazione del panorama energetico europeo. La strategia offre l'opportunità di ulteriore innovazione nel settore, contribuendo alla creazione di posti di lavoro e alla crescita economica nell'UE oltre che alla protezione dell'ambiente.

La Commissione rivolge un accorato invito al Parlamento europeo e al Consiglio perché trasformino sollecitamente in legge le proposte odierne in quanto prioritarie per aumentare la resilienza dell'Europa in caso di possibili interruzioni dell'approvvigionamento energetico.

La sicurezza dell'approvvigionamento costituisce una delle cinque dimensioni, interrelate e interdipendenti, dell'Unione dell'energia. Se, da un lato, i principali fattori alla base della sicurezza energetica sono il completamento del mercato interno e un consumo più

efficace di energia, dall'altro la sicurezza energetica dell'UE è fortemente correlata alle scelte di politica energetica dei suoi vicini.

Temporary project name: STRONGER PARENTS Viborg and Ceutí Municipalities are looking for European partners interested to participate in a project proposal within the frame of the Erasmus + – Strategic Partnership in the filed of VET. The project will aim to strengthened children through strengthened parents, families and other adults towards a healthy lifestyle. Background to project idea: STRONGER PARENTS is a European partnership project - developed upon experiences gained from the EU project Power to Resist (Romania, Spain, Sweden, England and Denmark, 2013-2015): http://kommune.viborg.dk/Borger/Boern,-unge-og-familie/Skoler/SSP/Power-to-Resist Short description of the project idea: STRONGER PARENTS will work through children's primary and secondary role models - their parents, their families and their alternative adults (football coach, priest, the other children's parents etc). STRONGER PARENTS will work on the idea of empowerment. The project will strengthen adults, families and alternative adult roles as good role models – based on their own resources. STRONGER PARENTS will strengthen children through strengthened parents, families and other adults. An app will be developed during the project as a tool to reach adults with messages, useful information, activities, and resources to carry out healthy lifestyles. Objectives and expected results: STRONGER PARENTS will work to raise awareness of how adults - together and separately - have the decisive say in how their child meets the world - and how the world meets the child. STRONGER PARENTS will focus closely on adult healthy communities. Based on a conviction that children develop best in healthy communities. Theses are reflected in them and they copy them. With healthy communities, we mean communities with high presence of cohesion, inclusiveness, respect, joy, diversity, security, love. STRONGER PARENTS will focus closely on the child's closest relatives: parents, families and alternative adults (all other adults around a child.) STRONGER PARENTS project will identify and examine with curiosity how to strengthen the adult role in each participating country - and where it happens. STRONGER PARENTS interprets and uses the concept of healthy inclusion in the meaning: - Everyone is entitled to be with everyone. - Inclusion is a condition for human well-being. - Inclusion only develops in healthy communities. In sum: STRONGER PARENTS have a strong focus on healthy communities. Participants in the project STRONGER PARENTS will work to develop models and methods to meet and strengthen parents, families and alternative adult in their roles as good caretakers of our children. STRONGER PARENTS will strengthen children through strengthened parents, families and other adults. During a meeting in Viborg during the first week of March, a number of themes will be decided upon. A more developed and determined project description will be developed during this meeting and sent out to partners interested in joining the project partnership. The aim of the call is to develop and implement in Poland (Podlaskie region) new solutions, created in cooperation with foreign partners in the following thematic scope of the competition: Investment in institutional capacity and the efficiency of public administration and public services at national, regional and local level to implement reforms, better regulations and good governance The call is announced within the Operational Programme Knowledge Education Development. We are looking for a foreign partner of the EU Member State that applies innovative solutions in one or more areas:

1. Efficiency of public services provided by social partners including non-governmental organizations such as study of the effectiveness of services (development and evaluation of service standards; comparing the quality of service). We are interested in social services related to tourism or culture.

2. Cooperation between local governments and non-governmental organizations - outsourcing public tasks, non-financial cooperation; cross-sectoral activities teams / committees.

3. Forms of cooperation or communication between local government and inhabitants, including public consultation tools.

Mandatory types of activities:

1. Transfer of new solutions and their adaptation and implementation by the Polish Partner implementing a new solution - the use in practice of the new instrument / tool / approach - in Poland (Podlaskie voivodeship) - a new solution could be a product (eg. a method, a tool, etc.), which in the time of application is not used in Poland (Podlaskie voivodeship).

We work in social partnership projects and use innovative methods to initiate and support the development of individuals as well as communities at-risk of social exclusion. In 2009, we have set up a Volunteer Center and use volunteer engagement as a mechanism for change. We have worked with young people with disabilities and socially excluded youth using innovative methods to give them back the joy of life (we have engaged with them through gardening and local community projects). Finally, we are experienced in working with and for elderly people – we run several training courses and initiatives to encourage them to engage in self-development and social activities. In this new project, we closely cooperate with Polish local organizations working for socially excluded children at-risk of drop-out from the formal education system. Project aims and vision:

1. Find a way for non-formal education to support the development of young people who do not fit in with formal education system and find, test and promote new methods of how formal education institutions (schools) can cooperate with non-formal education institutions (ngo).

2. Develop an innovative method for the development of skills which are crucial in a modern society among youth at-risk of social exclusions

A learning company is characterized by the will to offer progress pathways to its employees or trainees in a structured way and without undermining the work quality. Work situations are taken advantage of in the purpose of learning. We emphasize networking (company and training organization) and capitalization, and the exchanges and communication tend to new postures of training players. Performing activities reflects knowledge, learning outcomes and professional attitudes. The assessment is part of current practice; it is

considered as a source of knowledge and could also be performed in a work situation. The managers, heavily involved, attempt to bring coherence between training management and skills management. Skills recognition fosters skills acquired in a formal or informal way. 5 characteristics of the management concept of the learning organization: 1. The definition of the strategy is based on experimentation and the creation of a learning environment and recognition of learning outcomes 2. The information system promotes understanding of the situation, responsibility and initiative 3. The exchanges between players (colleagues, tutors, supervisors, managers,) are favoured 4. The companies promote responsibility and learning 5. Learning is also performed through exchanges between companies.

Implement a learning company is not easy. It presupposes a clear and deliberate Management’s decision to put an individual in the core of its values and its organization, promoting responsibility and enhancement of its individual or collective potential. In this regard, the purpose is to define and to implement structures (work organization), systems (particularly in terms of performance and skills management) and behaviours leading to and strengthening these values. However, it is not only about a friendly system, but an approach based on the principle that everyone is able to take on real responsibilities and to progress every day. The important thing is that the process respects the individuals, their different rhythms and personalities in relation to individual missions and objectives, and especially in order to fulfil a common mission that everyone can join. Moreover, the unemployment rate of unqualified people is triple as high as of people who have a degree. The diploma remains the main asset in a professional world, whether to enter the labour market or to progress. The situation is very difficult for those who leave the school system without qualification, especially in a system that values the degree over the work experience. Therefore, the continuous process of development and renewal of knowledge is identified as a strong European challenge called ‘long-life learning’. In this regard, different types of continuous training, either at employer’s or at individual initiative, exist at European level: the European Qualification Framework (EQF), European Credit system for Vocational Education and Training (ECVET) and the European Credit Transfer and Accumulation System (ECTS). The transnational partners of the project ‘Learning by doing Box’ have already worked for a decade, either through reflexion or implementation of pedagogical methods and tools, aiming at technical supervisors and people with low level of qualification or with disabilities. The idea is to promote the acquisition of individual and collective skills in order to transform knowledge into social and professional value. CHALLENGES The Learning by doing Box is an innovative device which purpose is to provide a European reference framework for companies and organizations that deal with learners or wish to professionalise or to certify their employees; and thus provide a framework guarantying well being and sustainability at the workplace or in the job. The Learning by doing Box aims at promoting the development of individual and/or collective skills. This box

reintroduces the training nature of the work. It aims at implementing and at supervising the creation, diffusion and assimilation of know-how and operating procedure. This is why, it tends to employ professional training practice based on local resources (experiential situation, tutoring, …) rather than on traditional pedagogical tools (paper, programmed training). The Learning by doing Box will: • Raise awareness and convince entrepreneurs about the win-win character of the workplace training • define the workplace learning mode and its components • promote the positioning of players: learner, tutor, supervisor, coach, manager • provide the methodology for implementation of individualized education programs • provide the methodology for assessing skills in a real work situation • provide know-how for submitting applications to competent authorities in order to allow certification • provide interactive educational tools adapted to specific needs of learners and companies, in link with regulatory, economic, social and cultural characteristics of partner countries • present a computer database system for recording skills and abilities linked to learning outcomes • produce support tools for workplace training and assessment pathways. The Learning by doing Box is primarily intended to people who do not have any prerequisites to access training or who are resistant to classical training, or eventually, those for whom the academic training mode is not recommended. It is also the privileged way to bring in new skills for new jobs that are not covered by the traditional training offer. OBJECTIVES Develop a Learning by doing Box in order to provide to companies the necessary know-how through a complete device and in order to carry out the workplace training and assessment intended to exposed people. The project Learning by doing Box will provide following approaches to the players of the workplace-training device: • how to explain and to imply the manager in his leading role at every key step of the implementation of training and assessment in the workplace • how to guide the Manager in charge of the implementation of the workplace training method and this in link with the forward planning of recruitments • how to provide a method and pedagogical materials to the tutor in order to accompany the learner in his workplace training and assessment pathway • how to involve the learner and to develop its power to act in the framework of his pathway of workplace training and assessment.

The project Learning by doing Box will provide a methodology for implementation and management of workplace training pathways, as follows: • Prepare companies (members of the Board of directors, managers, supervisors, colleagues, …) to deal with trainees or employees in view of the workplace learning • Identify job profile(s) • Identify main activities of the job profile • Identify the framework and logistical components • Work on the transfer of gestures, meaning of the act, necessary knowledge, repeating the gesture until its autonomous implementation according to the rules • Identify the malfunctions in order to demonstrate and to explain the gesture once again • Provide the tools of transfer of know how and of know-how-tobe • Train the learner to self-assessment (of his own work) • Guide the learner’s searches of additional information and when using existing educational tools • Encourage the learner’s anticipation and taking sensible initiatives. The project Learning by doing Box will provide working methodology in networks, thus serving learners’ training and assessment pathways, as follows: • Identify the skill that will have to be completed by another tutor or training organization • Make the link between internal and external stakeholders likely to respond to the limits as part of training • Clarify each one’s role in order to work in a transparent way. The project Learning by doing Box will provide a methodology for implementation assessment in the workplace, as follows: • Make the link with existing professional occupational guidelines • Assess the levels of certifications for a positive approach • Identify certification organizations • Prepare the learner to a certification process • Provide identification and assessment tools, professionalism indicators.

Europe is the first tourist destination all over the world, with highest density and differences of attractions. As a consequence, inside the Europe 2020 strategy, the Industry of tourism is a key sector of the European economy that employs 9,7 million of people and involves 1,8 million of enterprises. The tourism increases employment and regional development, it supports sustainable development, it creates a greater natural and cultural heritage, it builds a European identity. Considering this context, with this project we would like to improve the territorial cohesion between Spain (Balearic Islands), France (Corse Island) and Italy (Aeolian Islands) focusing on the promotion of their Archeological Underwater Heritage, paying serious attention to the support and the development of the small and medium-sized enterprises that work in the touristic sector and that could benefit directly from this project. We will focus on the safeguarding and enhancement of natural and cultural Heritages, structure and promote the sustainable tourism chain, strengthening the sentiment of European citizenship and cooperation. To achieve these objectives, actions to do can be to reunite around 4 main strands: 1) To encourage competitiveness of European tourist sector; 2) To promote development of tourism sustainable, responsible andhigh-quality; 3 )To reinforce the image of Europe like collection of sustainableand high quality destinations; 4) To maximize potential of financial policies of EU for developmentof tourism. About COSME programme, this project answers to these generalobjectives: 1) To reinforce competitiveness and sustainability of EuropeanEnterprises, above all SMEs; 2) To promote entrepreneurial culture and a growth of SMEs. An underwater world, sometimes hidden, forgotten, shrouded in mystery or protecting secrets but also treasures and natural beauty, works and human inventions, visionary and idealistic passions of famous people, but above all life stories of many Europeans to tell and relive. When the hidden treasures emerge from the past, when the story begins to tell, the rich underwater heritage becomes Europeantourism product. An innovative tourist product, highly competitive and sustainable. Its sustainability is understood not only as protection, preservation and promotion of the historical, cultural and natural European heritage, but also as economic sustainability and potentialities for future development in terms of diversification and expansion of the European tourism sector. A product that will appeal to a number of different target groupsaccording to which design and build different and specific packagesof tourism supply. A product that takes shape through the creation of a transnationalroute, following the phases and seasons of history, of the culturalEuropean changes and travels. In this perspective, the development of a network of stakeholders in the tourism sector which, within their areas of competence and through the performance of its functions, act in this them is a prerequisite for building and a launch of a new tourism product. The role of SMEs in the tourism sector and their representatives thus becomes central in both the construction phase of the product, through the creation of specific activities and services, both in its future development, thanks to implementation of measures and agreements underlying the launch of the product in the international tourism market. The activities of the communication and promotion of the productwill play a key role in achieving of the project’s outputs and inparticular the use and the application of new channels ofcommunication and technological tools combined with the most innovative practices of marketing 2.0

Conference on the European Professional Card

This conference will provide participants with the opportunity to discuss the advantages and challenges of the European Professional Card (EPC). Participants will also be able to learn how the Internal Market Information System (IMI) procedures work and hear about professionals' and authorities' first impressions from using the system.

The introduction of the EPC was one of the major achievements of the modernisation of the Professional Qualifications Directive. The EPC is an innovative tool and fully electronic recognition procedure which further facilitates the mobility of professionals. The EPC will first be available in early 2016 for general care nurses, pharmacists, physiotherapists, real estate agents and mountain guides.

Preparatory works for the post-2020 programming period will begin in the next months. Which place will be given to the rural territories in these reflections and in the following proposals? Current development systems generate significant regional imbalances between cities and countryside. The inequality of residents and local stakeholders in terms of access to public services (health, transport and safety services...) is growing. The same applies with the quality of the basic infrastructure necessary for development, such as high-speed broadband and mobile telephony. Yet, the vitality of rural areas is essential to this well-being of both rural and urban populations. The potential of rural areas, with their diversity, is insufficiently recognized or exploited in support of the objectives of the 2020 Europe Strategy. Simple adjustment of policies will not be enough: the situation calls for a major evolution! It is time that a deep reflection on rurality can be conducted by the Commission so that policy post-2020 genuinely takes more and better account of rural areas. The call for a White Paper on rurality launched by the European Countryside Movement and supported nowadays by many authorities explains that need. Producing a White Paper on rurality is a necessary step to open a wide and overall debate, towards a rural Agenda to include in the heart of the post 2020 programming period. On 2 December 2015 the European Commission adopted an ambitious new Circular Economy Package to help European businesses and consumers make the transition to a stronger and more circular economy where resources are used in a more sustainable way.

The proposed actions will contribute to 'closing the loop' of product lifecycles through greater recycling and re-use, bringing benefits for both the environment and the economy. This transition will be supported financially by the European Structural and Investment Funds (ESIF), €650 million from Horizon 2020 (the EU funding programme for research and innovation), €5.5 billion from structural funds for waste management, and investments in the circular economy at national level. The Investment Plan for Europe can also play an important role in this context.

The broad measures for changing the full product lifecycle go beyond a narrow focus on the end-of-life stage and underline the Commission's clear ambition to transform the EU economy and deliver results. Innovative and more efficient ways of producing and consuming should increasingly emerge as a result of the incentives we are putting in place. The circular economy has the potential to create many jobs in Europe, while preserving precious and increasingly scarce resources, reducing environmental impacts of resource use and injecting new value into waste products.

Obiettivi e descrizione

Il presente invito a presentare proposte è basato sul programma dilavoro annuale 2015, Diritti, uguaglianza e cittadinanza (Programma REC). Il bando ha lo scopo di cofinanziare progetti nazionali o transnazionali in materia di non-discriminazione e di integrazione dei Rom in linea con l'obiettivo specifico di sostegno all'effettiva attuazione della non-discriminazione in base a sesso, origine etnica, religione o credo personale, disabilità, età o orientamento sessuale, conformemente al principio dell’articolo 21 della Carta.

Le proposte devono mirare a produrre risultati con un valore aggiunto europeo.

a) Status giuridico: i candidati e i partner devono essere organizzazioni pubbliche o private legalmente costituite, oppure organizzazioni internazionali. Gli organismi istituiti dall'Unione europea che rientrano nell'ambito dell'articolo 208 dei regolamenti finanziari (organi e istituzioni europei) non sono ammissibili al finanziamento e non possono presentare domanda. Possono associarsi ad una candidatura, ma i loro costi non saranno cofinanziati. Solo le organizzazioni legalmente costituite possono partecipare. Persone fisiche (soggetti privati) non sono autorizzati a presentare domanda.

b) Non-profit: Il richiedente deve essere non- profit. Gli organismi e le organizzazioni che sono orientati al profitto possono presentare domanda in qualità di partner solo in partenariato con organizzazioni non-profit o pubbliche. “L’organizzazione non-profit” può essere: 1) un soggetto giuridico che legalmente per sua forma non è

orientato al lucro; o
