BENITO BA RAGIONE 1'he Congressional Committee, headed by Hamilton Fish, is

investigating the activity .of the reds in the United States of America. It seems that our national legislators are 1111duly \.VOl'l'ied a.bont possibl.e attempts, on the part of the followers of Lenine in this country, to overthrow or upset our government. Buch a. worry has become a veritable n ightmare. It shall disap­pear as soon as the rising Sun chases away the shadows of t h e night. We are not worried, but we must admit that we are no little amused. The action · of our legislators is, in fact, amusing-. They are scared to death because a few communists are turned loose in this country . . But they are perfectly satisfied a t the IJ'Iillions of communists t he:v make every year. lf cornmunist means an enemy of thE~ g-overnment, the real enemies of the govemment are ma.de b:v Congress which seems indifferent to pu blic needs.

We have so many laws in om· statute books that even law­yen; often find themsel;ves in a quandm',Y, haJf way between ignorance and wonderment. And the funniest of all things is that the majority of Congress made laws are a mere scrap of

. papel'. They are, in fact, ignored, or persistently violated, by the very people who should h elp to enforce them. Congress has passed them in a hurry and then has forgotten . that ther e is hardly one thing which has been excepted from leg-islative wrath o1· enacmen.t. Yet, la.ws are ~o deficient, or incomplete, that often the blue Jaws ()f the colonia! period are called into play to fill the sh01tage. And th e mel'l'y go around is kept on undistur­bed. Unfortunately, this congestion of laws is applied only to the little fellow. The big one escapes generally unscathed. And when the litt le fellow raises his voice in protest, he is called a communist and a menace to the community. Luckily enoug-h, we have investigating committees, legislative, executive, or ju­dicial. They serve to re-establish our patriotic or mehta l ba­lance and to soothe our unsha.ky nervous system .
