Object: Request of judgment/opinion for installation and conformity of FALL PREVENTER DEVICE

as stated on Res. IMO MSC. 1/Circ. 1327, using “strops or slings”

With this letter, BG SAFE Srl, company involved in the service and maintenance of life saving appli-

ance business, approved from the Italian Flag State with the DD 1147/2010, and owner of some pro-

jects of FPDs, considering the actual evolution of the market, is requesting a clarification and an

opinion about the application of Res. IMO MSC. Circ. 1/1327 para 2.2.5.

CONSIDERING that the Res. IMO MSC. 1/Circ. 1327, defines “the release of the strops or slings

should be achievable quickly and easily without posing any risk to the operating

crew designated to carry out the task once the lifeboat has reached the water. If

the release of the strops or slings requires opening of the lifeboat hatch it should be

readily achievable by the operating crew at each device from within the craft. Once

detached, the strops or slings should not interfere with the operation of the on-load

release gear or the propeller”;

CONSIDERING the SOLAS reg. III 17.5 already defined as “dangerous” the hooking of the suspen-

sion block on release gear device, operation that usually can be easily done from

the inside of the lifeboat with a single movement “[…] Foul weather recovery

strops shall be provided for safety if heavy fall blocks constitute a danger” and a

Fall Preventer Device defined as “strops or Slings” could be connected only to the

fall block swivel;

CONSIDERING that the LSA code foreseen already that the upper rigid canopy, a non structural

item, allow some points in direct contact with the external atmosphere in all the

LSA in line with the current rules, like as follow:

∗ Chap. VI para. 6.1.2.2 (remote control or self lowering) […] launching mecha-

nism […] may be activated from […] a position within the survival craft in

which a steel wire of 4 mm usually goes through, therefore the hole is at least

6 mm.

∗ The lifeboats have the chance to be moved using the oars, therefore there are

hatches in which the oars can be put.

∗ The watertight has defined to be up to “no significant leaks”, hence not strictly

watertight.

∗ The lifeboats have “water tight lockers” in the inside, that mean that some wa-

ter can go into the lifeboat.

∗ The lifeboats have the painter that can be released from the inside.

CONSIDERING the lifeboat “tanker version” are equipped with an air reserve, since have to be

able run away from the ship in an atmosphere contaminated from dangerous gas

so that the opening of the hatches will jeopardize this peculiarity;

CONSIDERING (last but not least) the direct experience of our company on the ground, lead to

consider extremely dangerous, as well as not feasible, the use of two shackles and

a sling, since won’t be possible to remove them once they go in tension, linked on

one side to the suspension block and on the other side linked to the hook plate, in

good sea condition with a little swell (herewith attached the pics which are self-

explanatory) because:

∗ Affect the safety of the operator

∗ Is not easily at glance

We would be glad to receive comments on the compliance to the Resolution in object of Fall Pre-

venter Device as described as “strops & sling with shackles”
