Di seguito viene descritta l’attività con cui ilcnr partecipa al finanziamento delle attivitàdi ricerca in partnership con terzi coinvolti:in altri termini l’attività di Agenzia dell’Ente.Gli strumenti con cui il cnr svolge tale atti-vità sono i seguenti:– progetti finalizzati;– progetti strategici;– attività verso Imprese e Università;– Gruppi Nazionali della Protezione Civile.

Si ricorda che i fondi previsti per tali attivitàsono stati drasticamente ridotti a seguito delprogressivo decremento dei fondi che pro-vengono dallo Stato e della crescente presen-za in tale campo delle attività attribuite almiur.

3.1 Progetti finalizzati

Riguardo ai progetti finalizzati, la tavola 3.1ariporta i fondi attribuiti nel triennio 2000-2002 ai 4 progetti finalizzati attivi mentre latavola 3.1b analizza le spese dei progetti fina-lizzati in base alla tipologia per l’anno 2002.

3 Agency activities

This section describes the ways in which cnr takespart in financing research activities in partnershipwith third parties: Agency activities.The instruments used by cnr for this are:– targeted projects;– strategic projects;– work with Universities and Business;– National Emergency Relief Groups.

It should be recalled that the funding for theseactivities has been drastically cut back as centralGovernment has gradually scaled down the avai-lability of funding.

3.1 Targeted projects

As far as targeted projects are concerned, table 3.1ashows the funds allocated in the three-year period2000-2002 to the four targeted projects in progress,while table 3.1b analyses the expenses of the targe-ted projects, by type in 2002.

3.2 Progetti strategici

Riguardo ai progetti strategici, nel 2002 sonorimasti attivi solo 3 progetti contro i 7 del2001:– Determinanti di salute e invecchiamento

della popolazione;– Biotecnologia dei funghi eduli ectomo-

corrizici dalle applicazioni agro-forestali aquelle agro-alimentari (ex tuber);

– Artico.

La tavola 3.2a riporta l’ammontare dei fondiconcessi ai progetti strategici nel corso del2002.

La tavola 3.2b evidenzia il drastico taglio difondi che hanno subito i progetti strategicinel corso degli ultimi anni.

3.2 Strategic projects

Three strategic projects were still in progress in2002, compared with seven in 2001:– Ageing and the social system;– Biotechnology of edible tubers;– Artic research.

3.3 Attività verso Impreseed Università

Con il termine di microagenzia si indica disolito l’attività di promozione della ricercaextramurale che il cnr svolge operando incollaborazione con la comunità scientificaaccademica ed industriale. Questa funzioneistituzionale consiste nel cofinanziamentodelle attività di ricerca, in cui i partner con-tribuiscono alle spese mettendo a disposizio-ne il personale ed una quota parte dei beni eservizi necessari. Questa attività è stata peral-tro congelata, come detto, a seguito del tagliodei fondi dallo Stato e delle funzioni attri-buite in tale campo al miur. L’ultima eroga-zione di finanziamenti risale, infatti, adAgenzia 2000, cioè all’attività di competenzadell’esercizio 2000.

Riguardo Agenzia 2000, sono state inseriteinformazioni nelle precedenti edizioni delReport. Si ricorda che è in corso la fase di ren-dicontazione dei relativi progetti. Uno deiprodotti generati dall’attività di amministra-zione di Agenzia 2000 è stata la creazione diuna banca dati relativa all’attività stessa. Leinformazioni contenute all’interno della ban-ca dati riguardano il dato anagrafico ed isti-tuzionale di ogni richiedente, il contenuto diciascun progetto e l’insieme delle informa-zioni relative al giudizio ed al finanziamento.La disponibilità di tali informazioni permet-te di analizzare tutte le fasi di lavoro e di ela-borare dati sintetici e indicatori specifici.Data questa possibilità, l’Ente ha elaboratoun datamart della banca dati di Agenzia 2000.Un datamart è un’applicazione di recupero ecollegamento dinamico delle informazionistrutturate nella banca dati che permette diinterrogare la medesima base e fornire leinformazioni desiderate. Nel seguito si illu-streranno alcune statistiche finali ottenuteattraverso questo processo di interrogazione.

Riguardo ai Ricercatori, sono state elaboratele seguenti statistiche che mostrano l’età deiRicercatori dei progetti coordinati (tavola3.3a) e dei progetti giovani (tavola 3.3b) allascadenza dei bandi.

3.3 Work with Businessand Universities

The term “micro-agency” usually refers to the pro-motion of extramural research carried out by cnr

working in conjunction with the scientific, acade-mic and industrial community. This institutionalfunction consists of co-financing research, whilethe partners contribute to covering the costs by pro-viding personnel and some of the assets and servi-ces that are needed. It should be recalled, however,that because of central Government funding cuts,this work has now been stopped. The last time thatfunding was provided dates to Agency 2000,namely the 2000 financial year.

As far as Agency 2000 is concerned, informationhas been provided in previous annual Reports, butwe would recall here that the report on the Agency2000 projects is currently being drafted. One of theoutputs of the Agency 2000 activities has been thecreation of a databank on the work itself. Theinformation in the databank provide the personaland institutional data of each applicant, the con-tents of each project, and all the information onthe assessment and funding. With this informa-tion it is now possible to analyse all the phases inthe work, and draw up summary data and speci-fic indicators. Using this, the cnr has produced adatamart from the Agency 2000 databank. A data-mart is an application to recover and providedynamic links between the structured informationin the databank so that it can be interrogated andprovide the information requested. The rest of thischapter illustrates a number of the final statisticsobtained using this interrogation process.

As far as the age of the Researchers is concerned, thefollowing statistics have been generated for the agesof the Researchers engaged on the coordinatedprojects (table 3.3a) and the youth projects (table3.3b) on expiry of the announcements.

La tavola 3.3c rappresenta un’analisi territo-riale dei presentatori dei progetti.

La tavola 3.3d riporta le prime dieci città chehanno registrato il maggior numero di pre-sentatori dei progetti.

Nella tavola 3.3e è stato aggregato il dato inbase alla divisione territoriale nord-centro-sud.

Riguardo al grado di internazionalizzazionedei progetti, dall’analisi geografica dei Ricer-catori è stata rilevata una percentuale di inter-nazionalizzazione della popolazione dei par-tecipanti pari al 3,64%.

Riguardo al genere della popolazione dei par-tecipanti, si veda la tavola 3.3f che riporta lapercentuale di presenza di donne e uominiall’interno dei progetti.

Nella tavola 3.3g è stato calcolato il rapportotra l’ammontare richiesto e l’ammontarefinanziato per i progetti coordinati e i progettigiovani.

Table 3.3c gives a territorial breakdown of projectpresenters.

Table 3.3d shows the top ten cities in terms of thenumber of project presenters.

Table 3.3e aggregates the data on the basis of anorth-centre-south territorial breakdown.

With regard to the degree of project internationa-lisation, the geographical analysis of the Resear-chers has been used to identify the percentage ofinternationalisation of the whole population ofparticipants, giving the figure of 3.64%.

With regard to gender, table 3.3f shows the per-centage of men and women working on theprojects.

Table 3.3g calculates the ratio between the fundingrequested and the funding actually allocated to thecoordinated projects and the youth projects.
