Research topic according to the Work Programme 2009: Area 9.2.2: Research to support space transportation and key technologies Page 24 of the Work Programme particularly mentions developing: “Digital components at the heart of data processing tasks for critical operations on every spacecraft, with a focus on deep sub-micron technology, high capacity reprogrammable gate arrays, high speed digital/analogue and analogue/digital converters and high speed serial links and next generation space qualified microprocessors” among the critical space technologies to be accessed by Europe non-dependently. This action item particularly coincide with the activities of our VLSI Design Group. Having both custom and reconfigurable ASIC design capabilities, the VLSI Design Group is mostly focused on efficient implementation of digital data processing tasks in high-speed signal & image processing applications. The group has successfully designed and tested in-orbit some high capacity and high-speed data processing applications on reconfigurable gate arrays such as: • JPEG2000 Image Compression Discrete Wavelet Transform and communication interface controller circuits implemented on Reconfigurable Gate Arrays for the on-board real-time multi-spectral image compression payload .(GEZG N) of B LSAT-1 LEO satellite (launched in 2003) • Interface Controller and Synchronization circuit implemented on a Reconfigurable Gate Array for the multi-spectral camera payload (ÇOBAN) on B LSAT-1 LEO satellite (launched in 2003) The development of satellite payloads and the integrated circuits on these payloads for the B LSAT-1 LEO satellite enabled the VLSI Design group to have the opportunity of collaborating with another European space company (SSTL of UK) and gain hands-on experience in the era. Since 2003, the VLSI Group has developed several other high capacity data processing integrated circuits on Reconfigurable Gate Arrays which are to be placed in orbit by a new Turkish LEO satellite, RASAT in 2009. These are: • Fully integrated JPEG 2000 Image Compression circuit for multi-spectral, real-time image processing for the on-board image processing sub-system GEZG N-2 • An AES (Rijndeal) Encryption circuit for the GÖLGE: Real-time encryption module on the GEZG N-2 sub-system • 1024-bit RSA Encryption circuit for the GÖLGE: Real-time encryption module on the GEZG N-2 sub-system • 125Mbps Spacewire interface controller and high speed communication controller circuits for several sub-systems on the RASAT LEO satellite platform • A Baseband signal processing circuit for the 100MbpsX-Band Transmitter Module of the RASAT LEO satellite There are several peer reviewed publications of our researchers on this area. • TÜB TAK UZAY can successfully collaborate with other European researchers in design of high capacity data processing circuits and contribute to European space technologies, especially in real-time on-board image compression and processing applications.

Suggestions for Cooperation and Specific Expertise of TUB TAK UZAY on suggested areas:TÜB TAK coordinates space R&D activities in Turkey. TÜB TAK UZAY is one of TÜB TAK's research and development units, which has initiated satellite technologies in Turkey.

We have highly qualified telecommunication division, experienced in transmitter design for space applications. We have developed an X-band reconfigurable transmitter suitable for LEO satellites with highly efficient solid state power amplifier and CCSDS packet telemetry standard, CCSDS channel coding standard and RRC filter are implemented on FPGA, Xilinx Virtex II. Since, the solid state power amplifier is developed using Eudyna’s FLM series Gallium Arsenide transistors, we have experience in transistor level power amplifier design.

• We want to work in cooperation with a project team developing Gallium Nitride power transistor and we can design solid state power amplifier for space applications using Gallium Nitride transistor developed by any project partner.We are working in passive microwave circuit design. We have developed 2-18GHz 3dB hybrid coupler, 2-18GHz power divider, narrow band and wide band band-pass filters for various applications and band pass filter and narrow-band 6 dB directional coupler for space applications.

• We want to work on the passive microwave circuits as a partner of a communication chain development group. We are also working on low phase noise Voltage Controlled Oscillator design using standard CMOS process.

• We would like to involve in Voltage Controlled Oscillator design on Gallium Nitride as a project partner, in any of receiver/transmitter design for space applications project.A number of Msc. and PhD thesis are completed in this area by our researchers. We have various international peer reviewed publications on these research areas.

• TÜB TAK UZAY can successfully collaborate with other European researchers in design of high capacity data processing circuits and contribute to European space technologies, especially in real-time on-board image compression and processing applications.

INTA Spaceturk, operating since 2001, is a pioneering and leading company in the Eurasia region direct tasking the 82cm resolution GeoEye Ikonos Satellite within a 4600km diameter circular region centered at Ankara to produce and distribute its imagery products in the region and exclusively in Turkey. On the other hand, INTA Spaceturk distributes imagery products of Spot Image starting from 2.5m resolution. As a company operating its own ground station with advanced technologies and expert personnel, INTA Spaceturk transforms its program management, GIS production, software/geo-database development efforts into value added products and services based on satellite imagery, communications, intelligence, border security, fleet tracking, car navigation. The company is dominant in the imagery market in the Eurasia region. INTA Spaceturk employs more than 100 people in the HQ in Golbasi and in the Bilkent University facility.

GENERAL DIRECTORATE OF DISASTER AFFAIRS

ORGANIZATIONAL STRUCTURE

The General Directorate of Disaster Affairs (GDDA) was created in line with Law No. 7269 in 1965 and was charged with the execution of all government level activities in relation to natural disasters. GDDA is composed of The Departments of Earthquake Research, Communication and Emergency Aid, Planning and Loan Management, Disaster Survey and Damage Assessment, Temporary Housing, Prefabricated Housing Production and Construction, Disaster Fund Management and Supplies. The Earthquake Research Institute (currently Earthquake Research Department) was established in 1971 under the new law. This Institute was responsible to develop earthquake related research activities in Turkey in the close cooperation and collaborations with universities, and related organizations and agencies.

GDDA is entrusted with the following responsibilities: Providing emergency relief and coordination when a disaster strikes, Taking short term and long term measures in disaster stricken areas to provide urgent settlement and shelter; implementing and having others implement these measures; doing whatever required for the services deemed appropriate to give to these regions; providing coordination with related Ministries and other public organizations and institutions, Making and having others make the related preparations, all kinds of plans, projects, implementations, management, and auditing activities with regards to the settlement and temporary relocation of disaster stricken areas or areas prone to disasters, Determining the goals and policies, taking required measures, carrying out administrative, legislative, technical, and scientific studies, constituting national and international collaboration and projects to prevent and mitigate disaster,
