THE GLOBAL FRAMEWORK
AND THE LOCAL LEVEL

Earth's 40 biggest cities are responsible for a full third of the planet's fossil-fuel CO2 emissions.

We acknowledge the importance of local governments as active partners in the follow-up and review of the New Urban Agenda at all levels, and encourage them to jointly develop with national and sub-national governments, as appropriate, implementable follow-up and review mechanisms at thelocal level, including through relevant associations and appropriate platforms. We will consider strengthening, where appropriate, their capacity to contribute in this respect.[New Urban Agenda, paragraph 163]

Social housing accounts to 12% of the EU27 total housing stock

90% of social housingconsists of buildings in need of refurbishment
