Calculation: Annual spend on 5 big publishers / GDP per capita
Interpretation: the result represents the number of people that need to work for one year (person/year), given a certain GDP per capita, in order to reach the same monetary value as the cost with the 5 big publishers in that country.
GDP per capita: source Eurostat (data from 2017)

L‘impegno degli atenei
We are all committed to authors retaining their copyrights. We are all committed to complete and immediate open access.
We are all committed to accelerating the progress of open access through transformative agreements…that should, at least initially, be cost-neutral, with the expectation that economic adjustments will follow as the markets transform.

Transformative agreements
https://esac-initiative.org/about/transformative-agreements/
Transformative agreements are those contracts negotiated between institutions (libraries, national and regional consortia) and publishers that transform the business model underlying scholarly journals from subscription to open access.
They aim to constrain costs of scholarly communication and foster sustainability and equity in scholarly publishing
@oa2020ini
Linee guida di Transformative Agreements
https://esac-initiative.org/about/transformative-agreements/guidelines-for-transformative-agreements/
• Transformative agreements are temporary and transitional• Authors retain copyright• Agreements must be transparent• Transformative agreements aim to constrain costs of
scholarly communication and foster equity in scholarly publishing
• Transformative agreements should govern service and workflow requirements for publishers to ensure that the needs of authors and administrators are addressed

We will prioritize making immediate open access publishing available to UC authors as part of our negotiated agreements.
We will prioritize agreements that lower the cost of research access and dissemination, with sustainable, cost-based fees for OA publication.
Payments for OA publication should reduce the cost of subscriptions at UC and elsewhere.
SOUTHERN EUROPEAN LIBRARIES (SELL)- Journal subscription current spending must be used to fund
the transition to open access at no cost increase
