LE IMPRESE E LA SCOMMESSADELLA SOSTENIBILITÀ AMBIENTALE
Ottimizzare il consumo energetico per
accrescere la competitività del mondo delle
imprese e della società civile ed economica in
generale è, oggi più che mai, un dovere, ma
soprattutto un atto di grande responsabilità.
È ormai opinione condivisa che interventi
complessi sulle reti locali non possano essere
guidati solo dal mercato, poiché per costruire
reti efficienti è indispensabile sviluppare una
costante relazione tra soggetti pubblici e privati.
Il mondo imprenditoriale padovano, attraverso la
piena sinergia e condivisione della Camera di
Commercio e di tutte le Associazioni di
categoria, affronta da diversi anni la questione
relativa all’energia, condividendo un percorso
operativo dalle modalità innovative.
L’obiettivo è di
, allo scopo di rendere il “problema
energia” una opportunità di business.
Il Veneto, in particolare l’area dell’Alta Padovana,
è leader a livello nazionale nella ricerca e
produzione di componenti legati all’energia
solare e per il comparto del fotovoltaico. In
particolare, si propone di diventare
. La
Camera di Commercio si impegna dunque a
mettere in rete le numerose imprese eccellenti
di questo settore per poi permettere loro, proprio
grazie a questa rete, di interfacciarsi meglio con
le strutture universitarie di riferimento. Lo scopo
è quello di garantire l’inter-operabilità dei
prodotti e dei processi. In questo modo si può
davvero costruire una comunità sostenibile, oltre
che mantenere e potenziare il vantaggio
competitivo delle imprese di questo settore.
Oltre a questo fondamentale aspetto, la Camera
di Commercio di Padova è capofila e sostenitrice

È ancor più in un momento storico come
questo, caratterizzato da una profonda e
strutturale crisi economico-finanziaria
mondiale, che si avverte la necessità di
fronteggiare in maniera unitaria e condivisa la
questione ambientale ed energetica.
I cambiamenti climatici sono sotto gli occhi di
tutti e lo stesso vale per il progressivo
depauperamento delle risorse e dei
combustibili fossili.
e doveroso, con l'ottica di
mettere a punto e diffondere pratiche e scelte
eco-compatibili sia per i cittadini sia per le
aziende. Queste ultime, soprattutto nella
provincia di Padova, sono sempre più
consapevoli di quanto si possa beneficiare, in
termini di maggiore competitività, se si
introducono criteri di eco-progettazione
all'avanguardia e azioni di risparmio energetico
sui cicli produttivi.
È una sfida che va colta e sostenuta a tutti i
livelli e sono convinto che dopo le riflessioni e i
lavori espressi durante GREENordEsT week,
attraverso i numerosi incontri, dibattiti e
confronti a 360 gradi, possa delinearsi il
tracciato da seguire per costruire un'area
metropolitana realmente “green”, basata su un
sistema industriale meno energivoro e un
processo residenziale e di consumo più
sostenibile e sempre meno dipendente dalle
fonti energetiche non rinnovabili.
Solo così ci si può davvero proiettare in una
rinnovata dimensione economica, basata su un
equilibrato rapporto con le fonti di energia. È
anche in questo modo che si combatte la crisi
economica in corso.
Agire a favore della

Nowadays more than ever, managing and
optimizing energy consumption is something we
must focus on and, above all, behave in a highly
responsible way in order to increase the
competitiveness of enterprises and of civil and
economic society in general. By now, it is
widely known that complex projects on the
local networks cannot be guided solely by the
market, since a lasting relation between the
public and private sector is essential for
creating efficient networks.
Paduan entrepreneurs, through full cooperation
between the Chamber of Commerce and all the
trade associations, have faced the energy
question for several years, sharing the same
innovative operational approach. The aim is to
create a
, so that the energy issue can become a
business opportunity.
The Veneto region, particularly in the north of
the province of Padua, is Italy’s leading area in
research and production of components which
are used in the sector of photovoltaic panels.

Renewables against the crisis: a project to
support synergies

promotion of renewable energy sources”
supporting
environmental sustainability is essential
Furthermore, Padua Chamber of Commerce
finances the
, on
which agricultural, craft, industrial and services
associations have been working together for
more than 7 years with great effort, aiming at
promoting cooperation in the field of renewable
energy sources and energy efficiency for a
sustainable development.
It is necessary to face this environmental issue
together, especially in a period of deep
economic and financial crisis as we are now
going through. Anyone can see climate change,
as well as the gradual impoverishment of
resources and fossil fuels: therefore,
, with
the aim of devising and promoting eco-friendly
practices and choices for private citizens as well
as for businesses. As for competitiveness, the
latter, especially in the province of Padua, are
becoming aware of how much they can benefit
from introducing state-of-the-art methods of eco-
friendly design and measures promoting energy
saving on production cycles.
It is a challenge that must be accepted and
supported at all levels. I am sure that, thanks to
the meetings, discussions and debates during
GREENordEsT week, we are looking for a way to
create a really green urban area, based on an
industrial system with less energy consumption
and on more sustainable residential zones less
and less dependent on non-renewable energy
sources. Only in this way will we be able to
approach a new eco-friendly economic
dimension and get over the present financial
crisis.
MT-Energie - Tecnologia per biogas dal 1995
MT-Energie Italia, con sede a Conselve (PD), appartiene al gruppo tedesco MT-Energie,
leader per la progettazione, la realizzazione, l’assistenza tecnica e la consulenza biologica
di impianti di biogas. Il gruppo opera a livello internazionale con rappresentanze in oltre 10
paesi e conta ad oggi 300 esperti nel settore del biogas.
L'esperienza della MT-Energie si fonda su oltre 250 progetti di biogas realizzati in Europa dal
1995, anno della sua fondazione, con potenze comprese tra i 100 kWel e 2 MWel.
L'approfondita conoscenza del settore, permette a MT-Energie di offrire un affidabile
servizio di assistenza biologica ai gestori di oltre 400 impianti di biogas.
In Italia sono presenti 15 impianti di biogas firmati MT-Energie in Lombardia, Veneto ed
Emilia Romagna, per una potenza installata di circa 12 MWe (aprile 2010).
Attualmente sono in funzione: 5 impianti da 1 MWe di potenza distribuiti nelle province di
Cremona, Padova, Mantova e Treviso, e un impianto monostadio da 100 kWe in provincia
di Piacenza. Altri 9 impianti di diverse taglie sono in fase di costruzione/avviamento.
MT-Energie - Technology for biogas since 1995
MT-Energie Italia, based in Conselve (Padua), belongs to the German group MT-Energie,
leading company for the design, realization, technical assistance and advice for biogas
plants. Currently, the Group works in more than 10 Countries with 300 biogas experts.
The experience of MT-Energie is based on more than 250 biogas projects carried out in
Europe since 1995, the year in which it was founded, with a capacity between 100 kWel
and 2MWel. The profound knowledge of business allows MT-Energie to offer a reliable
service of biologic assistance to the managers of more than 400 biogas plants.
In Italy there are 15 biogas plants made by MT-Energie in Lombardy, Veneto and Emilia
Romagna, for an installed capacity of about 12 MWe (April 2010). At present, five 1MWe-
capacity plants are working in the provinces of Cremona, Padua, Mantua and Treviso and
one single-stage 100 kWe plant is working on the outskirts of Piacenza. Nine more plants
are being built or started up.

ISERA, COMUNE VIRTUOSOTRA IDROGENO E FOTOVOLTAICO
Il Comune di Isera è situato alla destra del fiume
Adige, sulla collina che domina la vicina città di
Rovereto. Attraversato dall’Autostrada del
Brennero, è posizionato fra i due caselli di
Rovereto nord e sud. Attualmente conta circa
2.600 abitanti e da sempre gestisce in economia
diretta la distribuzione e la vendita di energia
elettrica, gas, acqua oltre che le fognature e la
raccolta rifiuti.
, quando l’utilizzo del sole era considerato
attività pionieristica, investendo in maniera
massiccia in questo settore. Tutti i progetti
previsti dall’Amministrazione si sono infatti
tramutati in opere: dal tetto fotovoltaico di oltre
1.000 mq in centro storico, sopra la scuola
materna e l’asilo nido, ai 150 lampioni a energia
solare, fino agli 11 carrelli mobili dotati di un
generatore fotovoltaico per alimentare le case
montane non servite dalla rete comunale. È
stata inoltre intrapresa la strada della
semplificazione burocratica per l’installazione di
pannelli solari e fotovoltaici da parte dei privati.
Grazie ad un’apposita regolamentazione del
Consiglio Comunale, ad Isera i cittadini possono
installare ovunque pannelli raso falda del tetto,
con la sola esclusione delle coperture visibili
dalla piazza principale del centro.
L’ultima realizzazione in ordine di tempo è la
barriera antirumore fotovoltaica sull’Autostrada
del Brennero A22. Il progetto prevede una
potenza di 715 kWp con una produzione annuale
prevista di oltre 700.000 kWh che copriranno il
20% del fabbisogno elettrico della nostra azienda
comunale, raggiungendo così l’obiettivo fissato
dal protocollo di Kyoto (20/20/20) con oltre 10
anni di anticipo. Le misurazioni effettuate da
quando l’impianto è in funzione ci restituiscono
dei dati estremamente confortanti per la resa
complessiva finale. I numeri registrati sul
contatore fiscale entrato in funzione il 18
dicembre 2009 riferiscono di

Altro progetto in fase di realizzazione è il
lampione eolico con luce al LED. L’intervento si
presta all’
: l’utilizzo di
lampade a LED per l’illuminazione (questo
riduce il consumo elettrico di un fattore 3 a
parità di qualità del servizio) e l’utilizzo di pale
eoliche che usano lo stesso supporto delle
lampade. Nonostante le due tecnologie
possano vantaggiosamente essere accoppiate
ad un semplice sistema di immagazzinamento
dell’energia elettrica prodotta per garantire
autonomia di funzionamento al sistema di
illuminazione, il progetto prevede l’installazione
di una microturbina eolica su ogni palo di
illuminazione e l’immissione in rete di tutta
l’energia prodotta.
Una delle difficoltà che emergono quando si ha
a che fare con le energie rinnovabili pulite (sole,
acqua e vento) è quello del loro accumulo e del
successivo utilizzo nei momenti di maggior
richiesta o quando il prezzo è economicamente
più conveniente. Dalla ricerca di soluzioni a tali
problematiche è nato in via sperimentale
l’
, attraverso un
processo di elettrolisi. L’obiettivo è di
verificarne la fattibilità, sperimentare tutte le
tecnologie ed evolvere l’attività verso un
impiego reale. Avendo a disposizione un
impianto funzionante e di facile utilizzo,
abbiamo ritenuto opportuno utilizzare l’idrogeno
prodotto per tentare una nuova modalità di
sfruttamento di questo vettore energetico:
attraverso tale sistema
che funzionano
quindi a energia verde. Nel contempo, è stata
creata una linea diretta per l’alimentazione di
emergenze del Municipio in caso di black-out
che consente il funzionamento di fax, telefono,
computer e illuminazione dei locali per
l’allestimento di unità di protezione civile con
un funzionamento garantito di circa 40 ore.

The City of Isera is located to the right of the
river Adige, on the hill overlooking the nearby
town of Rovereto. With the Brenner motorway
running through it , it is positioned between the
two motorway exits for Rovereto north and
south. It currently has about 2,600 inhabitants
and has always managed the direct distribution
and sale of electricity, gas, water, sewer and
garbage collection economically.
,
when solar use was considered a pioneering
activity, investing heavily in this area. All the
plans envisioned by the administration have, in
effect, been realised: the photovoltaic roof of
over 1,000 square metres in the old town, over
the kindergarten, the 150 photovoltaic street
lamps, not to mention the 11 mobile carts
equipped with a photovoltaic generator to feed
the mountain homes not served by the
municipal network. It has also streamlined the
bureaucracy involved for the installation of
photovoltaic solar panels and by individuals.
Thanks to special regulation from the City
Council of Isera citizens can install solar fitted
roof panels with the only exception of the roofs
visible from the main square of the centre.
The last intervention to be carried out was the
photovoltaic noise barrier on A22 Brenner
motorway. The project provides an output of
715 kWp with a planned annual production of
over 700,000 kWh which will cover 20% of
municipal electricity needs of this municipality,
thus achieving the target set by the Kyoto
Protocol (20/20/20) more than 10 years in
advance.

Measurements that have been made since the
plant has been operating give us very
encouraging data for the overall final yield. The
numbers recorded on the official metre which
came into operation 18 December 2009 show

Another project in development is the wind
driven lamp with the LED light. The project lends
itself to the integration of
(which reduces power
consumption by a factor of 3 with the same
quality of service) and the use of wind turbines
that use the same lamp holder. Although the two
technologies can be advantageously coupled in
a simple storage system for electricity to ensure
operational autonomy to the lighting system, the
project involves installing a micro wind turbine
wind on each lamp post and all the energy
produced goes onto the network.
One of the difficulties that arises when dealing
with clean renewable energy (sun, wind and
water) is the accumulation and subsequent use
at times of increased demand or if the price is
more convenient. The research into solutions to
these issues gave rise to the trialling of
. The aim is to assess its viability,
test all the technologies and develop the
business so that it really works.
By having an easy to use working device, we
considered it appropriate to use the hydrogen
produced to try out new ways to exploit this
energy source: through this system one is able
to feed the lights of two mountain villages, and
Reviano and Folaso which therefore run on
green energy.

power emergencies in the City Hall in case of
black-outs which allows the operation of fax,
telephone, computer and lighting of the premises
for setting up civil protection volunteer units with
a guaranteed running time of about 40 hours.

La sperimentazione di SAF per il contenimento dei consumi e la guida sicura nel settore trasporti in Friuli

PROGETTO ENERGIA E SICUREZZA:BEST DRIVING
Un’azienda di trasporto è per sua natura una forte
utilizzatrice di energia, in particolare per la
trazione dei veicoli destinati al servizio. I relativi
consumi rappresentano dunque una parte
significativa dei costi aziendali.
conseguente all’emissione in
atmosfera dei prodotti di scarto della
combustione (per ogni litro di gasolio consumato
si producono 2,3 Kg di anidride carbonica).
SAF ha avviato una sperimentazione applicando
le metodiche sviluppate da uno studio congiunto
elaborato dal Dipartimento di Elettronica del
Politecnico di Milano (Gruppo di ricerca MOVE) e
dalla società Teleparking s.r.l., titolare del
progetto stesso che è stato brevettato.
Si è ritenuto di affrontare il tema del
contenimento dei consumi partendo da un
approccio comportamentale, ponendoci le
seguenti domande:
- è possibile misurare lo stile di guida senza dover
considerare gli aspetti meccanici e l’elettronica
del veicolo?
- è possibile stimare l’efficienza energetica e la
sicurezza di uno stile di guida?
Le parole chiave del progetto sono state:
- ccosti di carburante
- emissioni di anidride carbonica in atmosfera
- percorrenze
- manutenzioni
- sollecitazione mezzi e passeggeri
- professionalità e crescita degli autisti
Può sembrare scontato, ma una guida virtuosa
influisce positivamente sui parametri di
economicità e di sicurezza della conduzione del
mezzo. Più virtuosa è la guida, minore è il
consumo di carburante, minore la quantità di
anidride carbonica emessa in atmosfera e
maggiore è la sicurezza complessiva del sistema
autista/mezzo/passeggeri. Ma come è possibile
misurare la virtuosità della guida in modo
obiettivo, scientifico e correlato al tipo di lavoro
che il conducente sta svolgendo?
Ridurre la
quantità di energia impiegata rappresenta un
obiettivo di efficientamento del sistema
produttivo e di riduzione dell’impatto
ambientale
Misurare lo stile di guida
Quali sono i
parametri che occorre considerare per definire in
maniera univoca e inequivocabile lo stile di
guida? Quanto sopra è possibile con la
conoscenza, l’acquisizione e l’elaborazione dei
dati relativi alla velocità, all’accelerazione, alla
massa e alla sezione frontale o Cx del veicolo.
L’approccio esclusivo (e brevettato) ideato e
sviluppato da Teleparking in collaborazione con il
Politecnico di Milano, si basa sull’acquisizione
dei dati “per osservazione” e sulla loro
elaborazione con sofisticati e unici algoritmi di
calcolo, in grado di restituire in tempo reale
all’autista e al backoffice informazioni precise
sullo stile di guida in corso.
- si osserva il mezzo dall’esterno attraverso una
sofisticata piattaforma inerziale costituita da
device di bordo non invasivo (antenna GPS,
rilevatore velocità ed accelerazione, cavo per
alimentazione del dispositivo DC 12/24 V e cavo
di alimentazione per interfaccia conducente);
- si raccolgono ed elaborano i dati inerziali
mediante un modello matematico brevettato;
- si visualizza in real time all’autista il suo stile di
guida utilizzando un dispositivo di bordo
costituito da un cellulare display SDG;
- si trasmettono alla centrale aziendale i dati
raccolti per predisporre statistiche e report a
supporto delle decisioni, WEB portal.

- induce comportamenti di guida virtuosi;
- consente la diminuzione del consumo di
carburante e delle emissioni nocive in
atmosfera, oltre presumibilmente a prevenire
l’usura dei mezzi;
- consente di impostare policy premianti su basi
misurabili.
Una sofisticata tecnica di campionamento delle
velocità e delle accelerazioni nelle varie fasi del
moto ed in particolare per ogni intervallo “start-
and-stop”, consente di elaborare dati
eccezionalmente robusti. Utilizzando la relazione
matematica desunta dal secondo principio della
dinamica, F=Ma(t), si calcolano le forze che si
oppongono alla forza del motore, che sono di
tipo inerziale (la massa del veicolo), quelle legate
alla resistenza aerodinamica (la forma del
veicolo), all’eventuale recupero dell’energia
impiegata in fase di frenata e alle caratteristiche
altimetriche del percorso. Dalla forza - attraverso
la rilevazione dell’andamento dei profili della

velocità e dell’accelerazione nelle varie fasi del
moto, considerate come sommatoria di “start-
and-stop” - si passa al calcolo della potenza
necessaria allo spostamento (inerziale e
aerodinamica) e all’energia spesa.
Il profilo di velocità che minimizza l’energia spesa
è quello trapezoidale e si definisce di “
”. Il profilo ottimo teorico è però
impraticabile, troppo severo e non tiene in
considerazione:
- il tracciato della strada (salite e discese, curve,
semafori…)
- traffico e imprevisti.
Si è quindi definito un profilo più “buono”,
ricavato da quello dell’autista e che comprende
dinamicamente il contesto del percorso: il profilo
“ ”.
Le prove sperimentali presentano risparmi fino al
15% di combustibile, conseguenza di una guida
che si avvicina all’ottimo realistico richiedendo
così minori quantità di energia per il moto. Lo
stile di guida, oltre ai consumi, influenza anche le
condizioni di sicurezza: in questo caso l’indice
viene misurato costruendo un indicatore correlato
alle variazioni di accelerazione sia longitudinale
sia trasversale. Tale indice tiene conto del
numero di volte in cui il conducente ha guidato in
maniera non sicura e della lunghezza della prova;
inoltre è implementabile on-line, è un parametro
di tuning e della policy aziendale. Questo
complesso di informazioni viene restituito a bordo
del bus e reso in chiaro al conducente mediante
un display che riporta per ogni “start-and-stop” la
percentuale di sovra consumo rispetto all’ottimo
realistico e la percentuale di eventi considerati di
comportamento insicuro. Ad ogni stop, il display
evidenzia questi dati ed orienta il conducente sia
rispetto all’ultimo “start-and-stop”, sia rispetto
alla sommatoria del comportamento tenuto
dall’inizio della guida. Nella figura n.2, si evidenzia
come la linea azzurra, che rappresenta il profilo di
velocità del conducente, si discosti dal profilo di
velocità realistica che il modello ha definito nelle
specifiche condizioni di esercizio,
eliminando/filtrando le frequenze sotto cui non si
colloca nessuno: nel caso SAF, il valore assunto è
pari a 0.05 Hz. Con questa frequenza si ottengono
un profilo ottimo realistico raggiungibile da

It might seem obvious, but
. The more virtuous driving
is, the lower the consumption of fuel, the lower
the quantity of CO output in the atmosphere and
the greater the overall safety of driver
/vehicle/passenger system. But how might we
measure driving virtuosity, in an impartial,
scientific way, according to the kind of work the
diver is carrying out? What are the parameters
we should take into consideration in order to
define driving style in an unambiguous and
unequivocal way? The above is possible thanks
to the knowledge, the acquisition and the
elaboration of data on speed, acceleration, mass
and front section or CC of the vehicle. The
exclusive (and patented) approach created and
developed by Teleparking in collaboration with
the Polytechnic of Milan is based on the
acquisition of data “through observation” and on
their elaboration with sophisticated and unique
algorithms, able to give driver and back office
precise information on the driving style in real
time.

A sophisticated technique used to sample speed
and acceleration in the various motion phases
and, in particular, for each “start and stop”
interval makes it possible to elaborate
exceptionally reliable data. Using the
mathematical equation obtained from the second
principle of dynamics, F=Ma(t), we can
calculate power opposing the engine and, being
inertial, vehicle mass, depending on
aerodynamic resistance, vehicle shape,
connected to the possible recovery of the energy
used while braking and on the journey altitude
features. From power, through the detection of
speed and acceleration profile trends, in the
various motion phases, considered as the sum of
“start and stop”, we can then calculate the
power motion necessary (inertial and
aerodynamic), and the energy used. The profile
that minimizes the energy used is the trapezium
one and it is defined as “theoretical optimum”
profile.
However, the theoretical is
impracticable, too severe, and it doesn’t take
into consideration:
- road layout (slope and descents, bents, traffic
lights, …)
- traffic and unforeseen events.
We have therefore defined a “better” profile,
drawn from the driver’s profile and that
dynamically includes the journey context.
The profile:
as a
result of a driving close to the realistic optimum
requested, therefore, lower quantities of energy
for motion. In addition to consumption, driving
style influences safety conditions as well and it
is measured by creating an indicator related to
acceleration variances, both longitudinal and
transversal. Such an index takes into
consideration the number of times the driver has
driven in a non-safe way and how long the test
has lasted; it can be implemented online and it a

A transport company usually uses a lot of
energy, in particular to move transport service
vehicles, and the relative consumptions usually
represent a great part of company expenditure.

SAF has given start to an experiment applying
the methods developed by a joint study
elaborated by the Polytechnic of Milan,
Department of Electronics (MOVE research
Group) and by the company Teleparking s.r.l.,
which holds the patented project.
We decided to analyse the possibility of
reducing consumption starting from a
behavioural approach, asking ourselves the
following questions:
- is it possible to measure the driving style
without taking into consideration the
mechanical aspects, the electronics of the
vehicle?
- is it possible to give an estimate of driving
style energy efficiency and safety?
- fuel costs;
- CO emissions into the atmosphere;
- Kms covered;
- maintenances;

DA EX-DISCARICA PER RIFIUTI URBANIA PARCO FOTOVOLTAICO
Un parco fotovoltaico per la produzione di
energia da fonte solare: è il progetto proposto
dall’Ente di Bacino Padova 2 per valorizzare, da
un punto di vista energetico ed economico,
l’area di 15 ettari di proprietà dell’ente stesso,
che ospitava l’
. Si tratta di realizzare un
impianto fotovoltaico di circa 1 MWp di potenza
su circa 2 ettari di terreno nel versante sud del
lotto C della discarica. Il progetto fa parte della
valorizzazione energetica dell’area, accanto al
recupero del biogas prodotto dai rifiuti nella
discarica che nel 2009 ha permesso la
produzione di energia per circa 2.800.000 kWh,
pari al fabbisogno annuale di oltre 1.000
famiglie. All’energia prodotta dal parco
fotovoltaico sarà riconosciuto un incentivo per
20 anni dalla data di entrata in esercizio
dell'impianto classificato come non
architettonicamente integrato. Il progetto
preliminare dell’impianto, che si prevede a
regime entro il 2010, risale all’autunno del 2007.
Nel dicembre dello stesso anno è stato
presentato alla Regione Veneto per la verifica
(screening) di impatto ambientale, in seguito alla
quale l’ente regionale lo ha assoggettato alla
procedura completa di Valutazione di Impatto
Ambientale (VIA). Lo studio è stato quindi
inviato alla Commissione Regionale per la VIA,
per ottenere da questa l’approvazione, e
presentato alla cittadinanza in un’assemblea
pubblica a settembre del 2008. Il parere
favorevole di compatibilità ambientale, infine, è
arrivato a luglio 2009. L’impianto utilizza
unicamente fonti rinnovabili di energia ed è
equiparato alle opere di pubblico interesse e di
pubblica utilità “indifferibili ed urgenti” (L. 10/91
e L. 387/2003). La sua costruzione ed esercizio
sono soggetti ad autorizzazione unica, rilasciata
dal Comune di Ponte San Nicolò (DGR Veneto
2204/2008 e 2373/2009). A realizzare e gestire
l’impianto sarà Apsholding SpA, società del
Comune di Padova, in associazione temporanea
d’impresa con Nestenergia SpA del gruppo
AcegasAps SpA che gestisce la discarica di

Assessment (EIA). Later on, the plan was sent
to the EIA Regional Commission to be approved
and it was finally introduced to citizens during a
public meeting in September 2008. In July 2009
the authorities confirmed that the plan was
environmentally compatible. The photovoltaic
plant will use renewable energy sources only,
and it is included in those urgent public works
for the common good of citizens and it cannot
be postponed (l. no 10/91 and l. no 387/2003
from the Italian system). According to the
Regional Council Decrees 2204/2008 and
2373/2009, the town council of Ponte San
Nicolò is responsible for giving permission to
build the photovoltaic plant and make it

The project of a photovoltaic power station in
order to produce energy from solar source was
suggested by Bacino Padova 2 (the company in
charge of the waste disposal of Padua and
other 19 small towns of the surrounding area),
which aims at improving its 15-hectare area of
the
, an administrative division of Ponte
San Nicolò (near Padua). The plan consists in
building and installing a 1MWp photovoltaic
plant on about 2 hectares of land, on the south
side of the plot C. The solar park is part of a
project designed to increase the value of this
area: at present, the biogas only, produced by
waste materials in the dump, allows the
production of a large amount of energy
(2,800,000 KWH in 2009), fulfilling the
requirements of more than 1,000 families per
year. The photovoltaic power station is going to
be a plant without any architectural constraint;
what is more, the energy production is going to
be promoted and financed up to 20 years after
the date in which the plant will begin to work.
The project was first drafted in winter 2007 and
then introduced in December of the same year
to the Veneto Regional Council for the screening

INCENTIVI DEGLI ENTI LOCALIPER IL FOTOVOLTAICO
Il progetto messo a punto nel Camposampierese
per la promozione e lo sviluppo delle energie
rinnovabili e del risparmio energetico, si chiama
e coinvolge 11 Comuni della
provincia di Padova e due Unioni di Comuni,
quella del Camposampierese e quella dell’Alta
Padovana, per un totale di 97.965 abitanti, con
un’impresa ogni 8,2 residenti. A determinare la
messa in opera dell’iniziativa sono stati diversi
fattori: di carattere politico, con le indicazioni
della Comunità Europea; legati alla crisi che
coglie nella nuova green economy
un’opportunità per generare nuove
professionalità; infine, le pressioni del territorio
che ha manifestato l’esigenza di una
riconversione energetica dell’area mediante le
discussioni del tavolo IPA (Intesa Programmatica
d’Area).
Il progetto PuntoSiEnergia ha più obiettivi:
cogliere le opportunità offerte dagli incentivi
governativi per gli interventi volti all’utilizzo di
fonti rinnovabili, creare nuove professionalità e
preparare il territorio alle future normative
energetiche. Alla base dell’iniziativa, infatti,
esiste la consapevolezza che per gestire i
cambiamenti bisogna incidere sui
comportamenti individuali. Questa convinzione
nasce dal lavoro svolto sul territorio dal 1998 al
2001 con la raccolta dei rifiuti che è passata in 3
anni dal 3% al 65%: un successo dovuto al
lavoro di sensibilizzazione della cittadinanza. Il
modello di azione logica del nostro
si
sviluppa in tre assi: azioni di governance, di
intervento, e di valorizzazione e promozione.
La prima fase, attualmente in corso, è
l’istituzione di un del
territorio, per capire quanta energia consumiamo
e come. I primi risultati emersi indicano una
grande difficoltà nel reperimento dei dati ed una
scarsa conoscenza delle tematiche energetiche
da parte della popolazione. La seconda fase
prevede la

Questa tappa viene sviluppata in sinergia con tre
tavoli di lavoro: il tavolo territoriale dell'IPA, dove

sono rappresentati gli attori istituzionali,
economici e del terzo settore del

dagli assessori all’energia degli 11 Comuni; il
tavolo tecnico, con i tecnici comunali e
dell’associazione di categoria. La terza fase
riguarda il monitoraggio e la rendicontazione in
due direzioni: verso il territorio, per informare e
rendere consapevoli i cittadini che gli obiettivi
del progetto sono raggiungibili; verso l’esterno,
per caratterizzare il Camposampierese come
area attenta allo crescita sostenibile e alla
nuova green economy.
Le azioni di intervento sono state strutturate in
quattro macro aree:
- la costituzione della filiera locale dell’energia;
- la creazione dello sportello PuntoSiEnergia,
che si distingue per il carattere innovativo del
coinvolgimento della filiera: il cittadino che si
reca allo sportello avrà le informazioni e gli
strumenti (su incentivi, finanziamenti e
professionisti) per passare dalla teoria alla
pratica;
- gli interventi di comunicazione e
sensibilizzazione;
- la costituzione del tavolo delle regole e
semplificazione delle procedure con i tecnici
comunali e delle associazioni di categoria.
Le azioni di valorizzazione e promozione
prevedono la divulgazione dei risultati dello
sportello. I tecnici che hanno aderito alla filiera
mediante la selezione del primo bando sono
stati 12, appartenenti a diversi settori delle
energie rinnovabili. I sopralluoghi effettuati nei
primi quattro mesi sono stati 35, riguardanti
per oltre il 90% il fotovoltaico. In due Comuni
sono partite delle azioni pilota di agevolazioni
fiscali per interventi di bioedilizia ed energie
rinnovabili. I prossimi obiettivi del progetto
riguardano, per esempio, il PATI: nel
si tratta
di affrontare in modo organico il tema
dell’energia promuovendo sistemi di premialità
fiscale e urbanistica. Inoltre, occorre intervenire
sulla modulistica che deve essere omogenea

tra gli 11 Comuni, oltre che semplificare l’iter
procedurale (parte dell’area è soggetta a
vincolo ambientale per la presenza del
Graticolato Romano). Infine, stiamo
promuovendo assemblee per i cittadini e
abbiamo avviato una campagna informativa su
carta stampata e web.
LOCAL GOVERNMENT
INCENTIVES FOR PHOTOVOLTAICThe policy of the Union of the
Camposampierese Municipalities

Union of the Camposampierese Municipalities
The project was developed in
the Camposampierese district to promote and
develop sustainable energetic sources. It
involves 11 Councils in North East Italy, in the
province of Padua, the Union of the
Camposampierese Municipalities and the Union
of the Northern Paduan Municipalities Area,
with a total population of 97,965 units and an
average of 1 business unit every 8.2 residents.
Different factors helped to determine the
starting up of this initiative: mainly political
reasons, after the urge of the European
Community, which foresaw the great potential
of the Green Economy in bringing relief to the
actual crisis by fostering new professional
skills. Besides this, the pressure of a territory
showing the need of an energetic conversion
nurtured in the discussions held at the IPA table
(Italian acronym for “Local Program
Agreement”).
The PuntoSiEnergia project answers several
objectives: picking up on the opportunities
offered by government incentives for the use of
renewable energy sources, creating new
professional figures and preparing the territory
for future energetic norms. At the basis of this
initiative, in reality, lies the awareness that the
only way leading to real change is working on
individual behaviour. This conviction arises from
a simple example: differentiated waste
collection has grown in the last three years from
3% to 65%, a success due to the great effort put

PATI District
They are meant to pivot around the front-officedesk results.12 technicians, belonging todifferent expertise fields of renewable energy,have adhered to the chain through the firstselection. They have carried out 35 surveys,(90% regarding photovoltaic). Pilot campaignscovering tax breaks have been launched in twocouncils in order to promote eco-friendlyarchitecture and renewable energetic sources.
The next step in the project is targeted atencouraging tax and town- planning bonuses inthe (Italian acronym for “
Territorial Setting Plan”) and at standardizingdocumentation in all eleven councils.
Furthermore, we aim at simplifying theapplication procedures, since part of the area issubject to landscape restrictions due to thepresence of the ancient Roman street grid.
Lastly we are currently holding publicconferences in each council to inform citizensabout the great potential of green energy alongwith promoting it in local newspapers and on theweb.

objectives are attainable; the second is oriented
towards the local mass-media in the effort to
present the Camposampierese area as a
supporter of the sustainable growth and of the
new Green Economy.

office desk marked by the involvement of
energy professionals: here customers will
receive proper information and operational tools

expertise) to turn theory into practice.

(PN), rappresenta un modello di sostenibilità: sin
dalle sue origini, ha promosso la creazione e
l’incremento di attività industriali situate nella
bassa pianura friulana, prestando attenzione al
rispetto dell’ambiente e al risparmio energetico.
Non a caso, il Consorzio è l’unico nel Triveneto e
il secondo in Italia ad avere acquisito la
Certificazione del Sistema di Gestione della
Qualità e di Gestione Ambientale.
Negli anni ’80, è stata la prima azienda
ad introdurre in Italia la turboespansione ed è
oggi leader nel settore. La turboespansione è
quella tecnologia che, nelle cabine di regolazione
e misura, permette di estrarre l’energia
meccanica di geopressione contenuta nel gas
naturale e di trasformarla, tramite una turbina
che riduce la pressione del gas stesso, in
energia elettrica evitando dissipazioni di energia,
come avviene nei sistemi tradizionali a valvola di
laminazione.
Consorzio e TurBinde, incontratesi grazie
all’Impresa Antoniazzi, facente parte del
Consorzio, hanno unito le energie nella
realizzazione dell’impianto di che
mette insieme due tecnologie tra loro
complementari: la e la
da fonte rinnovabile. L’impianto
costituisce un modello virtuoso di integrazione
tra esigenze della comunità di piccole e medie
industrie del territorio e soluzioni tecnologiche
all’avanguardia, volte al recupero energetico,
all’utilizzo di fonti rinnovabili e alla
minimizzazione degli sprechi. La chiave di volta
consiste nella centralizzazione delle infrastrutture
e dei servizi (distribuzione di gas e calore) alle
aziende del territorio consortile. Accentrando la
distribuzione del gas, si è creata una
semplificazione di accesso alle fonti e la
possibilità di convogliare congiuntamente i
consumi, stabilizzandoli nell’anno e
determinando le condizioni per l’inserimento di
un turboespansore in parallelo alla cabina di
decompressione tradizionale. Esso produce
energia e, insieme, riscalda le strutture di
Consorzio per la Zona di SviluppoIndustriale Ponterosso

servizio (es. asilo, uffici...) del Consorzio.
Il processo di turboespansione permette la
produzione di energia elettrica sfruttando la
riduzione della pressione del gas naturale
disponibile, a fronte di una richiesta di energia
termica necessaria per riscaldare il gas e
consentirne l’utilizzo (sarebbe altrimenti troppo
freddo). Per massimizzare l’efficienza del
processo, il pre-riscaldamento del metano va
effettuato mediante il ricorso alla
cogenerazione, ossia alla produzione
contemporanea di elettricità e calore in un
motore cogenerativo a fonte rinnovabile: si
tratta di un motore diesel opportunamente
modificato per l’utilizzo di una biomassa come
combustibile. Inoltre, per evitare qualsiasi
spreco energetico, il calore in eccesso prodotto
dal cogeneratore viene distribuito all’interno del
Consorzio per il riscaldamento. L’impianto
utilizza come combustibile unicamente una
biomassa costituita da olio vegetale grezzo
puro da bruciare nel cogeneratore, mentre il
turboespansore trasforma in energia elettrica il
calore recuperato da tale cogeneratore e
l’energia di geopressione del gas. Questo
insieme costituisce un impianto integrato di
micro-generazione che produce energia
elettrica da fonte rinnovabile. Esso beneficia
degli incentivi per la valorizzazione dell’energia
prodotta da impianti di potenza inferiore ad 1
MW, oltre che di quelli derivanti dalla
produzione di energia da fonte rinnovabile
(certificati verdi).
Grazie alla lungimiranza del Consorzio e al
know-how esclusivo di TurBinde, si è creato
dunque un
che valorizzano l’esistente,
razionalizzando consumi e ottimizzando
l’energia: dalla turboespansione e dalla
cogenerazione saranno prodotti rispettivamente
320 kW e 420 kW. Il sistema integrato sarà a
breve a regime.
Come funziona l’impianto
modello virtuoso di impianti insinergia integrata
The “Consorzio per la Zona di Sviluppo
Industriale Ponterosso” (Consortium for
Industrial Development Zone of Ponterosso) of
S.Vito al Tagliamento (Pordenone) is a
sustainable model: since its beginning, it both
promotes industrial creation and development,
and covers environment and energy saving. In
fact, the Consorzio is the only one existing in
the Triveneto district and the second in Italy
who received the Quality Management System
Certification and Environmental Management
Certification. In the 80’s TurBinde was the first
Company in Italy to introduce turbo-expansion
technology, and is leader in this field. Turbo-
expansion is the technology that, in pressure
let-down stations, takes geo-pressure natural
gas energy and converts it into electrical
power through a turbine that reduces gas
pressure This process avoids energy wastage,
unlike traditional systems with standard JT
valves.
The Consortium and TurBinde, thanks to the
Antoniazzi Company – one of the members of
the consortium - constructed the Ponterosso
plant, chosing a pioneering solution for energy
production: an integrated renewable co-
generative turboexpander. This is a virtuous
model aimed at integrating industrial community
needs with newest technology solutions,
matching energy recovery, renewable sources
and minimum wastage. Therefore,
infrastructures and services (gas and heating)
to Consortium member companies have been
centralized. Through this centralization, a
simpler access to sources and an opportunity of
collecting together consumptions and making
them more stable during the year has been

MODEL OF EXCELLENCE IN
ENERGY SAVINGThe first renewable co-generativeturboexpander integrated into an industrialplant

achieved: this situation allows for the placing of
a turbo-expander aligned to a traditional
pressure let-down station. It produces energy
and at the same time it heats the facilities of the
Consortium (kindergarten, offices etc).
The turbo-expansion process produces electrical
power by exploiting natural gas pressure
reduction that becomes available after the
necessary heating of the gas to make it ready for
use (otherwise it would be too cold). To carry
out the process at its maximum efficiency,
methane pre-heating is obtained by means of a
cogeneration process, that produces electricity
and heat contemporarily in a renewable co-
generative engine: a special diesel engine fed by
biomass fuel. Moreover, in order to avoid any
energetic waste, the extra-heating produced by
the co-generator is distributed inside the
Consortium for heating purposes. The plant uses
a fuel made only by pure raw vegetable oil and
the turboexpander transforms heat, recovered
from the co-generator, and gas intrinsic geo-
pressure energy into electrical power. This
framework is an integrated plant that produces
electrical power from a renewable source.
The Ponterosso plant is classified as a
renewable micro-generation plant, taking
advantage of incentives aimed at sustaining
electrical energy produced by plants with less
than 1,0 MW of power and, in addition, by
renewable sources (“green certificates”).
In conclusion, thanks to the forward-looking
attitude of the Consortium and the unique know-
how of TurBinde, an exemplary model of
integrated synergic plants has been ideated,
achieving important goals: giving value to
existing context, rationalising consumptions,
optimizing energy. With this integrated system
320 kW will be produced by turbo-expansion
and 420kW by cogeneration. The system will
work soon at full performance.

In qualità di agronomo e piccolo agricoltore diPadova, riporto la mia esperienza nel campo delleenergie alternative. Nel 2007 ho assunto ingestione l’azienda di famiglia, 15 ettari di terrenoad uso agricolo ad ordinamento cerealicoloestensivo. Deciso nel voler fare alcuniinvestimenti per migliorare la redditività, hovagliato diverse possibilità. La più percorribile miè sembrata quella del fotovoltaico: l'investimentoper un impianto medio di 100-200 kW èequiparabile all'acquisto, nella Regione Veneto, dicirca 10 o 20 ettari di terreno e garantisce unritorno economico interessante e certo pervent'anni a seguire. Grazie agli incentivi del ContoEnergia, al Protocollo di Kyoto nonché allapropaganda a favore del fotovoltaico che stavasensibilizzando favorevolmente l’opinionepubblica, ho pensato sarebbe stato un interventosemplice da realizzare. Sfortunatamente,regolamenti, leggi nazionali e regionali nonchéPiani Regolatori comunali si sono rivelati unababele di lacci e lacciuoli che di fatto mi hannoimpedito di realizzare l'investimento nella miaproprietà. In particolare ricordo: la Legge Galasso,riguardante le costruzioni nelle vicinanze di corsid'acqua; la legge regionale n. 11 del 2004 inmateria di edificabilità nelle zone agricole; il PRGcomunale che istituisce vincoli di ogni tipo. Tuttociò ha fatto sì che dopo due anni di tentativi ionon sia approdato a nulla. Nonostante ciò non misono scoraggiato e ho cercato un altro sito doverealizzare il mio progetto. Individuatone unoidoneo in Basilicata, ben esposto e coerente conle richieste della normativa regionale, hocontattato diversi istituti bancari per ottenere ilfinanziamento necessario. Nonostante i sitiinternet degli stessi assicurassero condizionieccezionalmente vantaggiose, anticipi efinanziamenti al 100% Iva compresa, ho purtropporicevuto non poche risposte negative in meritoalla mia iniziativa. È stato soltanto grazie ai buoniuffici di un amico, che un funzionario di banca hafinalmente preso in considerazione il mioprogetto, appassionandosene. Così, dopo averaffrontato altre difficoltà burocratiche, sonoriuscito ad ottenere la delibera di approvazionedel finanziamento. Ma quello del finanziamento èsoltanto uno degli step che ho dovuto affrontare:un impianto fotovoltaico va infatti assicurato.
Il tipo di polizza richiesto dalla banca non era peròcontemplato dalla maggior parte delle compagnie
assicuratrici. Il rimpallo di richieste tra banca e
assicurazioni è durato qualche altro mese fino aquando la mia banca ha stretto un accordo conun broker in grado di fornire una polizzaaccettabile sia dall’istituto di credito, sia dallacompagnia assicuratrice. Una volta ottenuto ilfinanziamento, aver acquistato il terreno e averstipulato la polizza assicurativa, l'Agenzia delleEntrate ha certificato che il reddito ottenutodall’impianto sarebbe rimasto agricolo. Pensavo
si potesse finalmente iniziare a produrreenergia. Ho allora inviato la domanda all'Enel,attendendo fiducioso la risposta entro i 60giorni previsti. La risposta, arrivata dopo 90giorni (protocollata al sessantesimo giorno), èstata purtroppo negativa. Motivazione: la rete èsatura e non può ricevere l'energia prodottadall'impianto. Sulla lettera dell'Enel era indicatoun numero telefonico da contattare, che si èrivelato però inesistente: sto ancora aspettandoche qualcuno mi riceva in appuntamento. Nonmi resta che pazientare ancora.

The result ofall this is that after two years I had achievednothing. I refused to give up however and triedto find another location where I could carry outmy plan. I found a site in Basilicata which wassuitable and in accordance with regionalrequirements, and got in touch with variousbanks in order to obtain the necessary funding.In spite of the fact that the internet sites of thebanks guaranteed particularly good conditions,with loans and funding up to 100% includingVAT, all my requests were refused. It was onlythanks to the help of a friend that one of thebank managers finally took my project intoconsideration and become enthusiastic about it.Thus, after having oversome various otherbureaucratic difficulties I managed to obtain theapproval of funding. This was however only oneof the steps which I had to face; a photovoltaicpower plant needs insuring. The problem wasthat most insurance companies didn’t providethe type of policy requested by the bank. Afterseveral months of negotiation between the bankand the insurance companies my bankmanaged to reach an agreement with a brokerwho was able to provide a policy which wasacceptable both for the bank and for theinsurance company. Once I had obtained thefunding, purchased the land, and taken out theinsurance policy, the Internal Revenue Servicecertified that the income obtained by the powerplant would remain agricultural. I presumedtherefore that I could at last begin to produceenergy. I sent the application to the ElectricityBoard, and awaited their reply within theallocated 60 days. The reply arrived after 90days (although it was officially stamped on the60th day) and was, contrary to myexpectations, a refusal of my application on thegrounds that the grid was saturated andtherefore unable to receive the electricityproduced by my plant. On the letter from theElectricity Board there was a phone number toring which however turned out to be non-existent; the only thing I can do is be patient.

I would like to share my experiences regardingalternative energy as a agriculturist and smallfarmer from Padua. In 2007 I took over therunning of the family business, 15 hectares ofland used for agriculture namely for extensiveceral crops. I decided to make some investmentsto increase profitability, and amongst the variousoptions the best seemed that of photovoltaicenergy. The investment for a medium-sizedpower plant of 100-200 kW in the Veneto Regionis equivalent to the purchase of approximately10-20 hectares of land and would guarantee mea reasonable no-risk profit for the next twentyyears. I presumed that it would be relativelysimple to install this plant, thanks to theincentives of the feed-in tariffs for energy and theKyoto Protocol, as well as the favourablepublicity which photovoltaic energy wasreceiving, and which was having a positiveimpact on public opinion. Ministero dell’Istruzione, Università e della
Ricerca (MIUR). I settori presenti in AREA sono:
tecnologie per l'ambiente e l'energia,
biotecnologie e diagnostica, chimica e
biochimica, elettronica e automazione
industriale, fisica, aerospazio e nuovi materiali,
informatica e sistemi multimediali, tecnologie
biomediche, telecomunicazioni, robotica.
Il trasferimento tecnologico alle imprese è il
filone di attività che sempre più connota AREA
negli ultimi anni, con una strategia di intervento
articolata in progetti differenziati e sinergici, volti
a dare innovazione e competitività alle imprese
regionali e nazionali, a creare nuova impresa e a
formare personale e competenze in grado di
stabilire

regionale che, come quello italiano, è composto
in massima parte da piccole e medie imprese,

La decisione di avviare percorsi di
sperimentazione e integrazione di tecnologie
innovative nel settore delle rinnovabili e
dell’efficienza energetica nelle costruzioni, è
legata a diverse motivazioni. I vincoli normativi
e gli obiettivi strategici di abbattimento delle
emissioni, la riduzione dell’utilizzo di fonti non
rinnovabili, l’incremento delle quote di
produzione e il consumo di energia prodotta da
fonti rinnovabili definiscono un percorso di
necessario sviluppo del settore. Un trend
“impetuoso” confermato negli ultimi anni e in
contrasto con la fase di rallentamento e
decrescita che colpisce la maggior parte dei
settori industriali. D’altra parte, in un momento
di crisi, la contrazione dei fatturati aziendali
disincentiva investimenti in ricerca e sviluppo di
nuovi prodotti proprio quando sarebbe più
necessario un impulso verso la creazione di
mercati nuovi attraverso l’introduzione di
innovazioni radicali.

There are various reasons why the decision was
taken to open road map experimentation and
innovative technologies integration in the field of
renewable energy and energy efficiency in
buildings. The regulatory constraints and
strategic goals of reducing emissions, reducing
the use of non-renewable sources, increasing
shares of production and consumption of energy
produced from renewable sources all call for the
development of this sector. This great impetus
was confirmed in recent years and contradicts
the slowdown and decline that affects most
industries. On the other hand, in a moment of
crisis, the contraction of business turnover
discourages investment in research and
development of new products exactly when the
need to create new markets through radical

Considerazioni attuali sull’esperienza di gestione di un servizio di city logistics

A Padova, dall’aprile 2004, è attivo

servizio è ideato, sviluppato e gestito da
. Il progetto nasce in
seguito ad un accordo di programma tra
Comune, Provincia, Camera di Commercio di
Padova, APS Holding e Interporto. Il modello su
cui si basa Cityporto è semplice: gli operatori
consegnano la merce presso una piattaforma
logistica localizzata all’interno dell’area di
Interporto Padova, a ridosso del centro urbano.
Dalla piattaforma partono mezzi ecologici a
basso impatto ambientale per la distribuzione
della merce all’interno della Zona a Traffico
Limitato. L’Amministrazione Comunale di
Padova, sensibile ai temi ambientali e alle
iniziative di city logistics, ha messo a punto
dispositivi premianti per i mezzi Cityporto.
Proprio questo coinvolgimento degli operatori
del trasporto fin dalla fase progettuale, la loro
partecipazione su base volontaria, la neutralità di
Cityporto rispetto ai dati sensibili dei singoli
operatori e alla libera concorrenza degli stessi,
hanno decretato la
.
Tutti i mezzi di Cityporto sono georeferenziati:
conosciamo i chilometri percorsi per ogni giro di
consegna, il numero delle consegne stesse, i
tempi di prestazione, i consumi e tutte le altre
grandezze necessarie. Dal punto di vista della
situazione “ex ante”, conosciamo ovviamente il
numero e la tipologia di consegne, chi sono gli
operatori, quali e quanti mezzi sarebbero
impegnati.

ambientale, l’elemento di razionalizzazione con

Uno dei punti cruciali per l’effettiva attuazione
di una politica di city logistics è rappresentata
dalla
. Uno dei
problemi principali è proprio rappresentato dal
fatto di "mettere d'accordo" soggetti ed
esigenze molto diversi tra loro (orari, frequenza,
quantità, stagionalità, tutela ambientale, ecc.).
Ma cosa intendiamo per “operatori”? Nella fase
iniziale, con tale termine si intendono
essenzialmente le aziende di autotrasporto di
merci per conto terzi. Sono queste aziende
infatti a detenere la titolarità dei contratti di
trasporto con i propri clienti/committenti che
hanno come destinazione od origine le attività
commerciali. Per ottenere il successo operativo
occorre che gli operatori con i loro mezzi non
vadano più in città ma facciano tappa nel
magazzino dedicato del CDU (Centro di
Distribuzione Urbana) e consegnino la merce
destinata in centro; si attua in questo modo
una sorta di “intermodalità” in cui non avviene
un passaggio modale (ad esempio treno-
camion) ma

Una soluzione efficace per la riorganizzazione
della logistica distributiva in ambito cittadino
passa per la realizzazione di un Centro di
Distribuzione Urbana (CDU), un magazzino di
trasbordo delle merci dirette in città. La
massimizzazione del tasso di caricamento del
veicolo e l’ottimizzazione dei percorsi
consentono di minimizzare le percorrenze totali
effettuate per portare a destinazione la
medesima quantità di merce; inoltre l’impiego
di veicoli a basso impatto ambientale per le
consegne finali in centro città può consentire
un ulteriore beneficio ambientale. Ciò che è

accesso dall’autostrada e sulle direttrici delle
strade primarie di transito, in contesti
facilmente praticabili dai veicoli dei
trasportatori.
Sulla scelta del veicolo esiste la stessa duplice
vocazione che sta alla base di un servizio di city
logistics: da un lato la volontà di utilizzare mezzi
a basso o nullo impatto ambientale, dall’altro la
necessità di avere a disposizione mezzi che per
capacità di carico e volume possano garantire
un produttività sufficiente a salvaguardare il più
possibile il conto economico.
Il dimensionamento ottimale del servizio indica
come utile nella sua fase di avvio l’impiego di
veicoli cassonati, con portata 3,5-5,0
tonnellate. Con queste dimensioni, i mezzi sono
in grado di addentrarsi all’interno della ZTL,
risultando ideali anche in termini di portata.
In merito alla motorizzazione dei veicoli,
inizialmente alcune valutazioni gestionali ci
hanno indotto ad escludere almeno per la prima
fase l’opzione del veicolo elettrico. Oggi esiste
anche una ulteriore opzione molto stimolante
che consiste nei veicoli ibridi diesel/elettrici: la
bimodalità consente di superare eventuali
difficoltà connesse alla natura varia di
particolari zone territoriali.

economica del servizio. Considerata la mediapeso per consegna e il volume specifico, a volteuna singola consegna può anche impegnarequasi da sola un intero furgone. È evidente unacrescita notevole negli anni, frutto della sempremaggiore fiducia del mercato, della convenienzadei costi e dell’appoggio dell’AmministrazioneComunale di Padova. Oggi il serviziorelativamente al collettame può considerarsimaturo e quindi non possono verificarsi grandiincrementi a parità di mezzi.
Non esiste una tariffa uguale ad un’altra perchéogni operatore ha tipologie, quantità e qualità dimerce sempre differenti e, proprio per limitare almassimo i suoi costi rispetto alla situazioneprecedente,

Cityporto, pur essendo un servizio con finalitàfortemente votate al bene della collettività,prima di tutto rimane uno strumento adisposizione degli operatori che si vedono cosìfacilitato il compito di entrare nel sempre piùcongestionato centro cittadino.
Padova SpA. The project was set up after the
signing of a protocol of agreement between the
local Municipality, Province, Chamber of
Commerce and APS Holding (the Local Multi-
utilities Public Company) and Interporto
Padova. The basis of the design of Cityporto
Padova is very simple: the transport operators
deliver the goods to a logistics platform located
within the Padua Freight Village, close to the
city centre. From here the fleet with low
environmental impact (7 eco-friendly vehicles in
October 2008) departs for the distribution of
goods within the Limited Traffic Zone. The local
administration of Padua, sensitive to the
environmental issues and the initiatives of city
logistics, developed a system of devices
favouring the Cityporto’s vehicles.
Indeed, the involvement of the transport
operators since the beginning of the project,
their participation on a voluntary basis and also
the neutrality of the Cityporto service regarding
their private data and to their free competition
on the market, determined the
.
All the vehicles of Cityporto are georeferenced:
we know the mileage for each trip of delivery,
the number of deliveries, the performance time,
the fuel consumption and all other necessary
parameters. From the perspective of the
previous situation, of course we know the
number and type of delivery, who was involved,
which and how many vehicles were used.
(since fewer vehicles are employed
with a higher degree of filling) resulting in a
great number of savings.
Interporto Padova SpA has commissioned the
University Bocconi of Milan in a study on the
first 15 months of activity of the Cityporto
Padova. One should take into account that in
the first 5 months the service was performed by
means of only two vehicles (since April 2004),
increasing to four since the sixth month and
then to six in the second calendar year of
activity. It soon becomes clear from table 1 (Ex

different (hours, frequency, quantity,
seasonality, environmental protection, etc). So,
what do we mean by "operators"? Initially, this
term mean essentially the haulage contractors
delivering goods on behalf of third parties.
These trucking companies hold the ownership
of the contracts signed by the customers. The
points of origin or destination of the goods are
generally trade activities; indeed they often
refer to flows of destination since, in general
with regard to the merchandise a city is a place
of consumption rather than production. To
achieve an operational success it is necessary
that the operators with their vehicles do not
enter the city but stop at the warehouse in the
CDU (Urban Distribution Centre), in order to
deliver the goods intended for the shops
located in the centre. In this way a kind of
"intermodality" without modal shift (eg train-
truck) is implemented,

The important thing is
to get a good location and a fair allocation /
configuration of the warehouse.
The vehicles
An effective solution to the reorganization of the
city logistics certainly passes through the
establishment / localization of a Centre for Urban
Distribution (CUD), a warehouse for the delivery
of goods addressed to the city. Maximizing the
rate of loading of the vehicle (which results in
using fewer loading vehicles) and optimization of
routes (delivery journey) help to minimize the
total distance made (kilometres travelled in
urban areas) to deliver the same quantity of
goods. In addition, the use of vehicles with low
environmental impact (vehicles powered by
natural gas, dual mode, electric, etc..) for final
delivery in the city centre may allow a further
environmental benefit.
The platform
should be located in an area of immediate
access from the highway and to the primary
transit roads, in order to allow easier and faster
delivery operations of the goods by the
operators that come from out of town.
The choice of vehicle is taken with the same
dual vocation that lies on the basis of city
logistics services: on the one hand, the desire to
use vehicles with low or no environmental
impact, on the other to have at disposal vehicles
with a load capacity and volume which can
ensure a sufficient productivity to preserve as
much as possible the profit and loss account.
The optimal sizing of the service shows that it is
suitable during the start-up phase to use box
trucks (cube trucks) with a carriage capacity of
3.5 / 5.0 tonnes. A vehicle of this size is, above
all, able to circulate inside the Limited Traffic
Zone and it results as also suitable in terms of
freight transport capacity. With reference to the
kind of engines to use for the service, some
considerations on the management of the
service led us to exclude, at least in the first
phase, the electric vehicles.Today there is also
another very exciting option represented by
hybrid diesel / electric powered vehicles. It
could indeed be an interesting option, since the
bi-mode allows one to overcome any difficulties
associated with the road nature in certain areas.

These are obviously the major items of income
and represent the frame, also financial, of the
services. Please note that, given the average
weight per delivery set out in the charts and
tables above, and the specific volume,
sometimes a single delivery may also take up
almost alone an entire van. It is clear that there
has been considerable growth over the years,
resulting from the increase in market
confidence, in the advantages of costs and the
support from the Municipality of Padua.
Today the service for packaged cargo can be
considered mature and therefore big rises will
not occur on equal terms.
According to our business conception that
meets the needs of the real market, there is no
fee equal to another because each operator
has different types, quantities and quality of
goods. So, to minimize costs compared with the
previous situation,

Although Cityporto is a service principally
aimed to the community’s welfare, it remains
first and foremost a tool for the operators to
facilitate their access to the increasingly
congested city centre.

could be improved and strengthened, but in
any case it can not lose its connotation of

Solon dispone di una flotta di veicoli
estremamente affidabile che sostituisce i mezzi
privati garantendo ottime prestazioni senza
emettere alcuna sostanza inquinante. A quasi un
anno dal varo dell’iniziativa,
, tanto che la lista delle richieste
supera già ampiamente il numero dei mezzi
disponibili e l’azienda sta valutando di
acquistarne altri in tempi brevi.
A seconda della preferenza, è possibile scegliere
fra biciclette che hanno un’autonomia di oltre 30
km, scooter equivalenti a 50 cc con
un’autonomia superiore ai 60 km e maxi-scooter
equivalenti a 250 cc con un’autonomia ancora
maggiore. Come in un “meccanismo” perfetto,
mentre in azienda si lavora, i mezzi si ricaricano
con l’energia autoprodotta.

SOLON S.p.A – leading photovoltaic system and
module production company in Italy and among
the top in Europe – in collaboration with the
largest producers of electric vehicles is about to
turn one year old. The project, which targets
the public and private sectors, foresees the
possibility of moving around in an alternative
and ecological way by fuelling electric scooters
and bicycles through SOLON photovoltaic
shelters, capable of transforming sun rays into
electricity, all at ridiculously low costs. It has
been calculated that a scooter can travel up to
100 km on 75 cents; with the possibility of
developing, in the future, a system through
which one can fill up with an ATM-type card at
recharging dispensers.

About a year after the launch of the project,

request list already widely exceeds the number
of means available and the company is
considering buying more soon. Depending on
one’s preference, it’s possible to choose
between bicycles with a fuel distance of more
than 30 km, 50 cc scooters with a fuel distance
of more than 60 km and 250 cc maxi-scooters
with an even greater fuel distance. So, while
the company is at work, the means of transport
are recharged with the self-produced power,
just like a perfect machine.

Con il patto di stabilità, gli enti pubblici
presentano problematiche importanti che
mettono le amministrazioni nella condizione di
ricorrere a sistemi di project financing, oppure a
società di scopo, in house. Il rapporto con il
cliente per le aziende municipalizzate come Aim
non è lo stesso delle società di capitali. La
municipalizzata vive in doppio regime (il cliente è
anche il cittadino), inoltre non ha una posizione
neutrale nell’ambito dei rapporti energetici -
anche se vende gas, energia elettrica, trasporti -
ma ,
nell’ottica del cittadino.
Le ultime due generazioni hanno fatto un uso
massiccio delle risorse energetiche a discapito
delle generazioni successive. Chi arriva oggi si
trova in una condizione compromessa sul piano
ambientale. In questo contesto, quindi, cosa può
fare una municipalizzata del Comune? A Vicenza
si è deciso di puntare sul ,
trattandosi di
, tanto che anche aziende
come la nostra, fortemente indebitate nel corso
del tempo, sono in grado di gestirlo senza oneri.
Quella di Vicenza è un’esperienza di project
financing sul fotovoltaico: nel 2009, in soli tre
mesi, sono stati infatti realizzati
, tra
materne, elementari e medie. Aim si è fatta
carico di tutte le spese: progettazione,
installazione, gestione del Conto Energia. Il
soggetto responsabile resta il Comune, il quale
trasferisce parte della tariffa incentivante
all’azienda che a sua volta dà a quest’ultimo un
bonus energia. Valutiamo alcuni dati:
innanzitutto una municipalizzata lavora per
affidamento diretto. Siamo dunque nell’ambito
dei servizi strumentali in house e questo dà
grande agilità nella gestione dei rapporti. Inoltre
la Finanziaria del 2008 ha stabilito che gli enti
locali abbiano diritto alla tariffa per impianti
integrati anche in caso di mancata integrazione.
Questo ci permette di avere un margine di 8
centesimi dalla tariffa iniziale alla finale. In
mezzo, tuttavia, abbiamo un problema di Iva:
quando il GSE paga direttamente la tariffa al
si pone nell’ottica dei valori del Comune

Un’ultima considerazione: se Aim avesse
realizzato 18 impianti in regime di vendita,
avrebbe avuto diritto a 10 centesimi al kWh,
mentre il Comune, utilizzando lo scambio sul
posto, riesce ad ottenere un risparmio di circa
15 centesimi al kWh sull’autoconsumo.
Aim riconosce dunque una certa quantità di kW
all’anno al Comune, il quale non ha alcun tipo di
onere finanziario. A fine ciclo di vita dei moduli,
la municipalizzata si impegna ad occuparsi
anche del loro smaltimento. A questo
intervento si è agganciato un programma
educativo: su ogni scuola c’è un display che
segna l’energia prodotta e risparmiata.
Basandoci su questo meccanismo stiamo
investendo anche in altri progetti: discariche e
parcheggi di interscambio, per esempio, sui
quali saranno installati impianti fotovoltaici.
La sensazione, infine, è che se non prepariamo
il cammino alle energie rinnovabili non avremo
via d’uscita. Occorrono risorse, non bastano le
dichiarazioni di intenti. Fino a qualche anno fa
quello delle rinnovabili era un bell’argomento da
tema. Poi, se si andava a guardare i bilanci dei
Comuni, a questa voce non corrispondeva
niente. Per questo motivo, una politica
energetica razionale e sostenibile è da sempre,
oggi più che mai, condizione di sopravvivenza.

the client is not the usual relationship formed
between companies and customers.
Municipality utilities operate within a dual
system, where the customer is also the citizen.
Furthermore, the municipality is not neutral as
far as energy is concerned (even if it supplies
gas, electricity, transport) but
, in full view of the citizen.
The last two generations have made extensive
use of energy resources. All this at the expense
of later generations. New arrivals find
themselves in a compromised position
regarding environmental planning. In this
setting, what can a municipal utilities provider
for the City do? In Vicenza, we decided to focus
on
, so that even our municipality,
which has become heavily indebted over the
years, can manage this without incurring costs.
Vicenza’s experience was in the area of project
financing on , in
just three months, ,
including a nursery, primary and secondary
schools were, in fact, fitted with photovoltaic
systems. The municipality is to bear all costs:
design, installation, management of the Energy
Account. The responsibility for this remains with
the City Hall, which transfers part of the
incentive rate to AIM, which in turn offers an
energy bonus. Let us consider some of the data:
firstly, a municipal utility works directly with the
supplier, we therefore deal in in-house services
which means greater flexibility when managing
relationships. Moreover, the 2008 Budget
established that local authorities have the right
to charge for integrated systems even when
there is no integration. This gives us a margin of
8 cents from the initial charge to the final one.

With the stability pact public institutions have
important issues to face. They are in a position
VAT, when the GSE pays the fee to the entity
responsible it is not subject to VAT, and this
entity – that is to say the City itself - then
transfers the charge to a project financing
company. This is called a deferred payment of
the system, on which VAT is paid at 10%.
Despite this, however, there remains a four cent
margin on the initial 8 cents. One last point: if
AIM had made 18 plants within a sales set up, it
would have been entitled to 10 cents per kWh,
while the City itself, using on site exchange, is
able to obtain a saving of about 15 cents per
kWh on its own consumption. Aim therefore
releases a certain amount of kW per year to the
City at zero cost, thus no financial burden is
incurred. At the end of the product’s life cycle,
the City will also ensure its proper disposal.
An educational programme has been aligned to
the project. Each school has a display that
marks the energy produced and saved.
Based on this mechanism we are investing in
other projects, e.g. landfills and parking, where
photovoltaic systems are to be installed.
The feeling is that eventually if we do not
prepare the way for renewables there will be no
escape. Resources are needed for this, it is not
enough to make public declarations of intent. Up
until a few years ago the subject of renewable
energy was simply an interesting discussion
point. At that time, if you looked into the
spending budgets of the municipalities, you
would not have found any reference to this. For
this reason a rational and forever sustainable
energy policy is needed, but today more than
ever, it has become a condition of survival.
