Cascade Effect / Domino Effect
• A cascade effect is an inevitable and sometimes unforeseen chain of events due to an act affecting a system.
• In biology, the term cascade refers to a process that, once started, proceeds stepwise to its full, seemingly inevitable, conclusion.
• A domino effect or chain reaction is the cumulative effect produced when one event sets off a chain of similar events.
• It typically refers to a linked sequence of events where the time between successive events is relatively small.

NATECH: Natural Hazard Triggeringa Technological Disaster
• There is growing evidence that natural disasters can trigger technological disasters, and that these joint events (also known as NATECHs) may pose tremendous risks to regions which are unprepared for such events.
• However, there is scarce information available on the inter actions between natural disasters and simultaneous technological accidents.

A Black Swan is an event with the following three attributes.
1. First, it is an outlier, as it lies outside the realm of regular expectations,
because nothing in the past can convincingly point to its possibility.
Rarity -The event is a surprise (to the observer).
2. Second, it carries an extreme 'impact'.
Extreme “impact” - the event has a major effect.
3. Third, in spite of its outlier status, human nature makes us concoct
explanations for its occurrence after the fact, making it explainable and
predictable.
Retrospective (though not prospective) predictability- After the first recorded instance of the event, it is rationalized by
hindsight, as if it could have been expected; that is, the relevant data were
available but unaccounted for in risk mitigation programs. The same is
true for the personal perception by individuals.

Il primo tipo di controllo (globale / totale) è del tipo lineare e conseguenziale, esso mostra come le cause in generale portano a una sequenza di evidenze per arrivare alle deduzioni e alle verifiche di compatibilità. Da ogni evidenza, possono derivare una o più deduzioni, a volte antitetiche tra loro, da valutare attraverso un giudizio di compatibilità.
Il secondo tipo di controllo (locale) è di tipo circolare e parte dalle evidenze, verificando:- se l’evidenza è compatibile con la deduzione di massima (phase 1);- se la deduzione riscontrata è accettabile e conseguenziale alle cause (phase 2);- se le cause hanno carattere di compatibilità con quanto già affermato (phase 3);- la compatibilità totale è ricollegabile alle evidenze ed al controllo lineare (phase 4).

• L’analisi semiotica degli incendi impone una codifica dei segni, alcuni citati nella norma NFPA 921. In linea generale essi posso essere classificati nel modo seguente:
segni a colonna e a clessidra (column or hourglass);segni a V o a cono (cone) e a cono rovescio (inverted
cone) e a U e a doppia U;segni di protezione (signs of protection);segni da liquidi infiammabili (signs of fiammable
liquids);segni da afflusso di O2 su pareti (floor jet); segni da combustione pulita (clean burn); linee di demarcazione dell’orizzonte dei fumi e del

• L’obiettivo del seminario è esaminare il problema della valutazione della sicurezza strutturale dopo l'incendio con i conseguenti interventi di ripristino.
