    Rogationist Mission Day 2013

    In the message that the Pope has ad-dressed for World Mission Day, which wehave just celebrated, he reminded us ofthe missionary nature of the Church.Among other things, he invited us to look

    at the richness that has come to the SecondVatican Council with the participation of theCouncil Fathers from Asia, Africa, Latin Ameri-ca and Oceania: “Enriched by their experienceof being pastors of Churches, young and in theprocess of formation,motivated by passion forspreading the Kingdom of God, they con-tributed significantly to reaffirming the needand urgency of the evangelization ad gentes,and hence to placing the Church’s missionarynature at the centre of ecclesiology.”This awareness of themissionary dimension ofthe Christian life becomes for each one of us amatter of commitment, particularly in this Yearof Faith.We are called to rediscover the love ofthe Lord, to return to Him with a true conver-sion. His Spirit will give us time to listen to thecry that comes to us from the “exhausted andabandoned crowds, like sheep without a shep-herd” and revive our “Rogationist” vocationand ourmission.We are reminded, once again, by the Holy Fa-ther: “Through his love, Jesus Christ attractsto himself the people of every generation: inevery age he convokes the Church, entrust-ing her with the proclamation of the Gospelby a mandate that is ever new. Today too,there is a need for stronger ecclesial commit-ment to new evangelization in order to redis-cover the joy of believing and the enthusiasmfor communicating the faith. In rediscoveringhis love day by day, the missionary commit-ment of believers attains force and vigourthat can never fade away. Faith grows whenit is lived as an experience of love receivedand when it is communicated as an experi-ence of grace and joy. It makes us fruitful,because it expands our hearts in hope andenables us to bear life-giving witness: in-deed, it opens the hearts and minds of thosewho listen to respond to the Lord’s invitation

    to adhere to his word and become his disci-ples”(PF, 7).The Rogationist Mission Day, while aiming torekindle our missionary awareness, it calls usto a concrete gesture of solidarity and generos-ity towards some realities of the Congregationwhich are in the condition of particular emer-gency.Hence, our contribution in the next year will goto the Rogationist Project in Bahia – St. Hanni-bal Center for Human Promotion - PresidenteJânio Quadros - Bahia - Brazil.We will be assisting a rural community in oneof the poorest regions of the in Brazil, whichsuffers particularly from a severe drought.Wewant to establish a socio-educational unit thatcaters to the education of children, adoles-cents and young people in situations difficultyand social vulnerability.This Rogationist unit of Bahia will be built with-in the parameters of a sustainable develop-ment, defined by the UN Rio+20 Conference,held in the month of June in Rio de Janeiro. Inthe protocol signed by the delegates and lead-ers of nations present at the event it was de-fined that for the purposes of a sustainable de-velopment accurate social, environmental andeconomic dimensions should be considered.It will also be a sign of the preferential optionfor the Family of the Rogate for the little onesand the poorest, who are the favorites of Jesusand our holy Founder.All of us, as Family of the Rogate, especially theRogationists, we are invited to know moreabout the missionary work of the charism inthe arid region of the “wilderness” of Brazil andtake it to heart, which is surely one of the mostchallenging works of the Congregation .May our Founder, Saint Hannibal Mary Di Fran-cia, obtain for us his zeal and his compassionfor the little ones and the poor, so that we maywalk in fidelity to the mission that was entrust-ed to us.

    The city

    The city of President Jânio Quadros is locat-ed in the semi-arid north-east zone, in thesoutheast region of Bahia, and has a popu-lation of 13,652 inhabitants. Of these, al-most 20% live in the urban region. Socialdata indicate that it is one of the regions ofBrazil with the highest level of vulnerability.Among the 5,500 Brazilian cities, in fact,President Janio Quadros occupies the4,873rd place, with the Municipal HumanDevelopment Index at 0.587 and the 345thplace among 415 seaside municipalities.Over the past 10 years it has suffered asignificant reduction in the population (-2.19%), mainly due to the migration of fami-lies and people in other regions (Vitória daConquista, Salvador, Belo Horizonte, Rio deJaneiro, Sao Paulo, etc..).The area began to be populated in 1876,when Lieutenant Alipio Ferreira settledthere, developing agriculture and animalhusbandry. In the same year he formed thechapel of St. John the Baptist, initiating theformation of the São João do Alipio village,“or arraial”, developed on the basis of agri-culture, livestock and trade. In 1944, thevillage began to be called Joanina.In 1961 the municipality was renamed Pres-idente Jânio Quadros, in honor of the Presi-dent of the Federative Republic of Brazil atthe time.The inhabitants are called Janio-quadrense.Total population (with 2010 data)2 amount-ed to 13,652 inhabitants.The territorial area covers 1,185.134 km².The population density is 11.52 inhabi-tants/km².As mentioned above, the city is a part ofthe semi-arid region of Northeast Brazil.This means that in the region there are longperiods of drought, with occasional rainsconcentrated in a few months. The meteo-rological data give an average of about 750mm3 of water a year, irregularly distributedin space and time. The high temperatures

    (26° on average) with l itt le variationthroughout the year have a strong effect ofevaporation and lead to a huge waterdeficit.Another feature of the region is the strongpresence of salts in the soil, crashed to theground due to intense evaporation. This is amajor problem for agricultural production.However, the nature resists, and with the ar-rival of little rain everything changes, life isfull of colors and scents.In addition to natural adversities one of themost serious problems is the social in-equality, with poor distribution of wealth.The city is among those that have a greaterconcentration of power and wealth in a fewpeople. The population is suffering becauseof the precariousness of transport and inef-ficient means of communication. In most ofthe rural area the electricity reached in just10 years. There is no hospital in the city,and an health and social care unit has beenestablished only recently. The main accessto the town hall is on unstable and unpavedroads.Despite suffering from insecurity and aban-donment, the population is deeply warmthand determined in the construction of a

    PRESIDENTE JÂNIO QUADROSBefore describing the Project for the Roga-tionist Mission Day 2013 we would like topresent some data of the city of PresidentJânio Quadros, where the Congregation ispresent for almost 20 years (1994-2012).

    Ecclesiastical situation1

    The city of President Jânio Quadros has aparish, dedicated to St. John the Baptist.It covers the whole territory of the Munici-pality, and is served pastorally by the Roga-tionist Fathers, who also have a anotherneighboring parish, dedicated to St. Antho-

    ny, in the municipality of Maetinga. They be-long to the diocese of Caetité. PresidentJânio Quadros is 190 km distant from theseat of the diocese, about two hours driveby car.The Diocese of Caetité was established in1913 with the papal bull Maius AnimarumBonum of Pope Pius X. It exists on a largearea of 41,979.6 square kilometers, with apopulation of almost 700,000 inhabitants,of whom 90% are Catholics. It includes 35municipalities and 33 parishes. This im-mense reality is taken cared by the BishopDon Ricardo Guerino Brusati and diocesanclergy composed of 33 priests.

    the Rogate, with the presence of lay associa-tions such as the Union of Prayer for Voca-tions, continues to grow in the two citieswhere the Daughters of Divine Zeal and Roga-tionists are present.The Parish of St. John the Baptist, the seatof the religious community and the placewhere the Rogationist project of Bahia willbe started, has 28 communities, organizedinto eight zones, each with its reference orcenter, for the pastoral coordination.The parish of St. Anthony, in Maetinga has14 communities. Most of the ecclesial com-munities of Jânio Quadros is located in therural area, likewise in situations of difficultaccessibility. Here are the names of thesecommunities:

    Besides the pastoral work, the Rogation-ists in Presidente Jânio Quadros have otherinitiatives such as providing social and edu-cational services: community library, popularhomeopathy, courses on animal husbandry,local folk dance, association of beekeepersand training of leaders.

The Church has been al-ways the driving force in all communitystruggles that bring a greater socio-politicalawareness and in the formation of “lead-ers”. The main cultural-religious event - isthe feast of the patron saint, St. John theBaptist, in the month of June. The inhabi-tants of the urban as well as of the rural ar-

    eas, all gather together in front of thechurch. Those who are distant because offorced migration, or in search of betterworking conditions and education in the ma-jor centers, return to “their” city and among“their” people. In these religious celebra-tions and feasts the people find the motiva-tion to continue to resist the hardships ofthe climate, but also against the violation ofsocial rights.

    PRESENCE OF THE FAMILYOF THE ROGATE IN BAHIAThe presence of the Family of the Rogate inthe region began when the Daughters of Di-vine Zeal arrived in the city of Maetinga inMarch 1993. Subsequently, the Rogationistscame in Presidente Jânio Quadro in 1994,with an inserted community and assumed thepastoral care of three parishes: St. John theBaptist, St. Anthony (in the nearby town ofMaetinga) and St. Anthony (in Caraiba). In1996 the seminar y, situated within thepremises of the parish of Janio Quadros, wasinaugurated. In 2008 the Rogationists leftthe administration of the Parish in Caraiba, inview of a Missionary Station in another north-eastern State, Paraiba. Today the Family of

    DefinitionName: Saint Hannibal’s Center di HumanPromotionArea of concern: Social Assistance

    Beneficiaries� Direct: uo to 150 children, adolescentsand young� Indirect: families; nearby communitiesand other residents of the region (JânioQuadros e Maetinga).

    General Objective� Constructing and structuring in a sustain-able manner the seat of the Rogationists

    in Bahia for a better development of the so-cial and educational activities, receiving andforming children, adolescents and youngpeople who are in difficulty and are exposedto personal or social risks, according to theprinciples of the Rogationist socio-educa-tional Network.

    Specific Objectives� To be a venue for charismatic presenceof the Rogationists in the socio educationalfield.� To be a venue for social, environmental(ecological) and economic sustainability.� To be a venue for evangelization, at theservice of every human being - regardlessof race, religion, sex, etc.. – where his digni-ty and the system of rights is weak.� To be a place where social and educa-tional activities can be developed, startingwith the Rogationist educational project

    that favors the strengthening of the stu-dents’ self-esteem and of community andfamily ties.� To be a space for community and for civiccultural meetings that allows pupils, fami-lies and communities to confront and over-come situations of distress and/or socialand personal risk.� To be an instrument in empowering ado-lescents and young people, preparing themfor independent living and social, politicaland environmental involvement.� To be a venue for enhancing political anddemocratic awareness and critical view ofreality among pupils, families and communi-ty, making them agents of transformation ofthis reality.� To be a space for digital integration fortheir pupils and communities.

    SRUCTUREDevelopmentProject location: in a property of the Roga-tionists in Presidente Jânio Quadros in (BA),Community Nossa Senhora Aparecida.

    Characteristics of the and socio-educationalarea: expansive, good brightness, high re-sistant side walls, spacious verandas to al-low ventilation, accessibility and ventilationsystems to reduce the heat. Fire alarm sys-

    tem in accordance with regulations; systemof gathering and channeling of rainwaterdaily use.

    Necessary means and resources:

    � Funding for the construction of physicalfacilities and the acquisition of furniture andinitial teaching materials will be obtained bymeans of the Rogationist Mission Day. Theinitial cost of the work is of R$ 150,000.00(one hundred fifty thousand Brazilian real) =€ 60,000.00.� The sustainability of socio-educationalproject that will be developed in the futurewill be provided by means of a specificfundraising initiative. This could be done si-multaneously during and after the Rogation-ist Mission Day.

    ROGATIONIST MISSION DAY 2013MONITORING, DISSEMINATION ANDEVALUATION OF RESULTSMonitoring� Project monitoring will be done throughthe Board of Management of St. HannibalTraining Center and through the Rogationistreligious.� The local Rogationist Community will beresponsible for internal audit, according tothe competencies defined in the norms andthe Statute of the Rogationist social work.

    Dissemination� Electronic media and printed materialswill be used to inform about the develop-ment of the project and to report on the ac-countability of resources.� After the construction of the headquar-ters for the St. Hannibal Human PromotionCenter - Rogationist Project of Bahia, a sem-inar will be organized to present the ac-counting of resources and the evaluation ofthe social impact of the project. The semi-nar will be published through the instru-ments mentioned above.

    Assessment of the social impact� The assessment of the social impact will

    be carried out during the inauguration of theSt Hannibal Center for Human Promotion. Itwill be the responsibility of the Local Com-munity the Rogationists, through a Rogation-ist religious who will be the main responsi-ble and the project manager of RogationistProject of Bahia, under the supervision ofthe Provincial government.� Along with this assessment of the socialimpact, there will also be a report on theuse of the resources collected as well asthe presentation of social and educationalactivities that will be furtherly developed onsite.
