21 actions in this work programme (12 concerning high technology readiness level quantum research and 9 concerning space research), will open for application only at a later stage (October 2021).

These are actions to which Article 22(5) of the Horizon Europe Regulation apply, as they relate to Union strategic assets, interests, autonomy or security.

For those actions, participation can be limited to legal entities established only in Member States and in specified associated or other third countries and conditions may apply.

CL4 Type of Actions - Industry

A pilot is applied to a number of topics for co-programmed partnerships, involving a lower funding rate of 60% (except for non-profit legal entities), in order to enhance industrial contributions. It applies to topics starting above TRL 4 and reaching TRLs 7 and 8.

Mandatory immediate Open Access to publications: beneficiaries must retain sufficient IPRs to comply with open access requirements;

Data sharing as ‘open as possible, as closed as necessary‘: mandatory Data Management Plan forFAIR (Findable, Accessible, Interoperable, Reusable) research data

● Actions should devote particular attention to openness of the solutions and results, and transparency of the research process.

● To ensure trustworthiness, public awareness and support, wide adoption by user communities for the benefit of society.

● In line with the FAIR principles (Findable, Accessible, Interoperable and Reusable), the overall objective of the topics is to make Europe the most successful area in the world in terms of data sharing and data re-use while respecting the legal framework relating to security and privacy and fostering collaboration and building on existing initiatives.

Compliance needs to be assessed both for activities carried out during the course of the project as well as the expected life cycle impact of the innovation at a commercialisation stage (where relevant). The robustness of the compliance must be customised to the envisaged TRL of the project.

In line with the European Green Deal objectives, economic activities should not make a significant harm to any of the six environmental objectives (EU Taxonomy Regulation)

Artificial intelligence

Due diligence is required regarding the trustworthiness of all AI-based systems/ techniques used or developed in projects funded under Horizon Europe.

Under Horizon Europe, the technical robustness* of the proposed AI based systems must be evaluated under the excellence criterion.(*) Technical robustness refers to technical aspects of AI systems and development, including resilience to attack and security, fullback plan and general safety, accuracy, reliability and reproducibility.

Business cases and exploitation strategies for industrialisation

Business Case:• enhanced market opportunities for the participants and enhanced manufacturing capacities in the

EU, in the short to medium term. • describe the targeted market(s); estimated market size in the EU and globally; user and customer

needs;

• demonstrate that the solutions will match the market and user needs in a cost-effective manner; • describe the expected market position and competitive advantage.

Exploitation Strategy• identify obstacles, requirements and necessary actions involved in reaching higher TRLs, as matching

value chains or enhancing product robustness;

• securing industrial integrators; and user acceptance.

• For TRLs 7-8, a credible strategy to achieve future full-scale manufacturing in the EU is expected, indicating the commitments of the industrial partners after the end of the project.
