1. Background

OCCAR-EA facilitates and manages European armament programmes through their life cycle and continuously improves the effectiveness of programme and contract management. The Programme Management Support Division (PMSD) is a Division within OCCAR-EA and is responsible for the following areas:

Maintaining programme management and contract management policy,

procedures and guidance;

Supporting Programme Managers in commercial, legal and programme management-related matters;

Providing independent advice to the OCCAR-EA Director on programme-related issues;

Integrating of new Programmes and Programme Stages into OCCAR;

The Programme Management Section sits within PMSD and is responsible for all programme management and technical management activities associated with the above tasks.

2. Duties and Responsibilities

Programme Management Officer (PMO) 2 reports to the Programme Management Section Leader and is responsible for the following:

Act as the Central Office focal point for allocated OCCAR-EA Programme Divisions

Verify that the implementation of programme management, through-life

management, systems engineering and in-service support is delivered in accordance with OCCAR policy;

Maintain close working relationships both with OCCAR Programme Managers and their staff and advise and support them on programme management, through-life management, systems engineering and in-service support matters;

Promote and ensure the appropriate use of best practice standards, tools and

methods in the fields of programme management, through-life management, systems engineering and in-service support;

Support the update of OCCAR Management Procedures (OMPs), Internal

Procedures and Internal Guidance, in particular the procedures for programme management, through-life management, systems engineering and in-service support.

Screen Programme Plans and Reports and provide advice to the Programme

Management Section Leader; Provide advice to the Head of PMSD, the Deputy Director and the Director, as

required, on programme and technical matters;

Frequent duty travels to OCCAR Programme Divisions outside Bonn, OCCAR Member States, other Organisations and Industry are required, COVID permitting. For the management/integration of programmes, the post may temporarily be transferred to the Programme Integration and Management (PIM) Section within PMSD, based on senior level management decision.

3. Key Competences and Skills required for the grade

4. Specialist knowledge and experience required for the post

Essential:

ES 1 Practical experience in programme management and engineering;

ES 2 Expert knowledge and background in at least one programme management discipline;

ES 3 Expert knowledge and background in at least one specific engineering

discipline/domain relating to armament programmes;

ES 4 Practical experience in the application of Through Life Management principles on a programme;

ES 5 Experience in international cooperative armament programmes.

Desirable:

DS 1 Practical experience in initiating national or international cooperative programmes;

DS 2 Practical experience of conducting design reviews within the development

phase of an armament programme; DS 3 Awareness of other European defence-related structures and organisations; DS 4 Practical experience in successfully mastering the challenges of working in a

matrix management environment.

5. Language Requirements

ADVANCED level of ENGLISH both oral and written;

1. Background

The Corporate Support Division is responsible for the provision of the essential infrastructures and support to enable the execution units, i.e. the Programme Divisions and Central Office, to carry out efficiently and effectively the core activity of OCCAR-EA. This includes all matters relating to Security, Information and Communication Technology and Site Management. These three main elements of the Corporate Support Division are carried out by three sections reporting directly to the Head of Corporate Support Division.

As part of the Corporate Support Division the Information and Communication Technology (ICT) Section is responsible for:

The definition and implementation of the ICT Policies, Strategy and Plan;

The acquisition, implementation, maintenance and configuration management of the whole ICT infrastructure from the client, to the network, to the server and the different corporate applications;

Managing the technical parts of ICT support contracts and supervising the performance of the contractors.

2. Duties and Responsibilities

The ICT Network Technology Manager will report directly to the ICT Section Leader.

He/she is responsible for:

Define and develop the OCCAR–EA Network, Network Security and Unified Communication architecture;

Manage ISP, SIP trunking, hardware and software maintenance contracts;

Define and manage the DMZ architecture and the VPN connections of Mobile Users;

Manage the Webex and Video Conferencing Systems;

Provide technical expertise in network, network security and unified communication procurement exercise (drafting terms of reference, preparing the technical specifications for calls for tenders, giving advice on technical evaluation of the received offers);

Manage ICT related support contracts, contractors and Service Level Agreements;

Manage contractors;

Manage changes, service requests, incidents and problems in the network, network security and unified communication domain;

In coordination with the System Administrator, the IT Service Support Manager, the ICT Database Administrator and the ICT Security Support Engineer, in charge of translating business needs into ICT solution;

He/she is responsible for resolving complex and everyday service requests relating to network hardware and software problems and malfunctions; interacting and consulting with customers and contractors; providing guidance, assistance, and follow-up on network related topics and defining and assisting in the implementation of related hardware and software. He/she supervises and coordinates the activities of external workers who provide ICT support.

4. Specialist knowledge and experience required for the post

4.1 Essential:

ES 1 A minimum of 5 years’ experience in design, delivery, monitoring and advanced support of modern network infrastructures and solutions for medium-sized organization (local and wide area networks, routing and switching; wifi);

ES 2 Proven recent and first-hand experience in network security design, delivery and support for exchanging of sensitive and restricted information, with particular reference to Cisco solutions (firewall, anyconnect, ipsec vpn);

ES 3 Proven recent experience and competence in administrating VoIP systems, web-based chat and team collaboration solutions and video conference systems;

ES 4 Knowledge and experience in supporting the procurement of ICT items and services (e.g. providing technical advice, writing statement of work, monitoring of SLA, evaluating offers, supervising and performance monitoring of contractors; approval of invoices).

4.2 Desirable:

DS 1 Cisco certifications in the domain of “Routing & Switching”, Security and/or Collaboration (Entry, Associate, Professional or Expert);

DS 2 First-hand experience managing SINA VPN infrastructure; SINA certifications (Basic, Advanced);

DS 3 Practical experience in design, planning and implementation of complex network design projects, including coordination of sub-contractors and tendering of services;

DS 4 First-hand experience with Cisco unified communication and video conferencing solutions; Palo Alto, NetAsq and Cisco ASA firewalls and IPS;

DS 5 Experience in being a leader of a diverse team of experts and in performing similar tasks in/for other international (preferred) or national organisations.

1. Background

The aim of the Programme is the definition, development, production and initial in-service support of the Patrol Ships (Pattugliatore Polivalente d’Altura – PPA Class). The PPA Programme Division is located in the Rome with a Satellite office in La Spezia.

The post AC05 - Contract & Finance Officer is based in Rome and may be relocated in La Spezia/IT according to the Programme needs.

2. Duties and Responsibilities

The post holder shall be responsible for all the Contract/Finance matters and will report directly to the PM.

As far as contract activities are concerned, the post holder will:

manage the prime contract and any amendments

manage relationships with OCCAR Central Office on any question pertaining to contract rules, regulations and procedures

manage relationships with National Official Services for any question concerning contract rules, finance, or taxes

give legal advice to the PM concerning the correct legal execution of the contract

handle any legal or contractual issues that may arise during the execution of the contract

take part in the establishment of any additional PPA contract, taking into account OCCAR rules and regulations

participate into the OCCAR Contract meetings

As far as finance activities are concerned, he/she will:

draft the yearly Administrative and Operational budgets of the Programme Division

prepare Forecasts of Outturns at given dates and exercise Budget execution control as per OMP 11

prepare Midterm Estimates for Administrative Budget (AB) and Operational Budget (OB) as per OMP 11

prepare Administrative and Operational Financial Plans as per OMP 11

submit to Finance Division, OB call for funds (CFF) to be issued to the Participating State (PS)

co-ordinate funding requirements with OCCAR Central Office

ensure financial coverage before starting up legal commitments

keep the financial status of the Programme up to date and deliver data for monitoring the financial performance indicators

prepare reports, financial analysis, summaries or forecasts as required by OCCAR financial rules

support Board of Auditors and implement audit recommendations

support the PM in all financial activities

validate Requisitions for Commitment and record all relevant data, both for AB and OB

validate OB and AB invoices and record all relevant data into the official accounting system, to enable payment after PM’s authorization (if not delegated)

store financial correspondence, copies of paid invoices and all related documents

participate to all OCCAR Finance meetings;

support the Risk Officer in the management of risks related to Contract and Finance aspects;
