IL PIANO STRATEGICO – COSA È?
Il piano strategico quadriennale (2021-24) di Horizon Europe ha il compito di garantire la coerenza tra le priorità politiche europee di carattere generale e i programmi di lavoro del pilastro II di Horizon Europe, prestando particolare attenzione alle sfide rappresentate dalla doppia transizione verde e digitale (adozione: 15 marzo 2021).
È una linea guida fondamentale per una lettura coerente e integrata dei programmi di lavoro dei cluster del II pillar di Horizon Europe
Fornisce delle indicazioni chiave per rispondere all’impact pathways così come previsto nel template proposta (focus Impact: 14.07, h 15.30).
IL PERCORSO VERSO IL PRIMO SP – LA PIANIFICAZIONE STRATEGICA:
Dal 2019 la Commissione ha avviato un processo di pianificazione strategica, un ampio processo di co-design che ha coinvolto il Parlamento europeo, gli Stati membri, le parti interessate e il pubblico in generale con oltre 8000 contributi nelle varie fasi del processo di pianificazione strategica.

Gli orientamenti strategici che guidano al ricerca e l’innovazione
• Il piano strategico definisce quattro orientamenti strategici chiave - key strategic orientations.
• Ciascuno degli orientamenti strategici chiave comprende da tre a quattro aree di impatto (impact areas), che a loro volta si collegano a una serie di impatti previsti (expectedimpacts).
• Sono un elemento centrale dell'approccio basato sull'impatto di HE, perché descrivono gli effetti a lungo termine a cui la ricerca e l'innovazione devono contribuire.
• In totale, il piano strategico definisce 32 impatti previsti che coprono un'ampia gamma di aspirazioni sociali, economiche, ecologiche e scientifiche.
• Il piano strategico delinea come i sei cluster del secondo pilastro di HE contribuiranno ai principali orientamenti strategici e ai corrispondenti impatti previsti.
• L’ annesso specifico di ogni cluster nello strategic plan è una guida fondamentale alla lettura dei rispettivi WP
