1. Background The scope of the Programme is the definition, development, production and initial in-service support of the European Multi-Mission Frigate (FREMM).

The FREMM Programme is broken down into four ship versions:

Anti Sous-Marine (ASM) / Frégate de Défense Aérienne (FREDA) versions for FRANCE;

General Purpose (GP) / Anti Submarine Warfare (ASW) versions for ITALY.

The FREMM Programme Division is located in the Paris area. A Satellite is located in Rome and one in La Spezia (IT).

This post is based in Paris (France). 2. Duties and Responsibilities The post holder shall coordinate with ASM/FREDA Management Assistant. The GP/ASW Management Assistant will report:

for common activities to the Programme Manager (PM) and the Deputy Programme Manager (DPM);

for matters concerning only the Participating State from which he/she is a national, to the PM or DPM (the one who is also a national from the Participating state);

to the FREMM PD (Paris Site) Security Officer with respect to the management of classified material. The post holder will also maintain a close functional link with the:

Paris site management and Central Office divisions in order to ensure the promulgation of “Site wide” policies and procedures;

Italian Embassy for the national correspondence.

The post holder will provide secretarial support to the PM and/or the DPM and the Programme Division. In particular he/she will:

act as FREMM PD (Paris Site) Security Assistant; manage documentation held by the PD in accordance with OCCAR-EA security procedures and

instructions;

handle incoming and outgoing mail; provide administrative support for the PD (according to OMP 10 Art. 7??); manage duty travel orders and claims issued by the Programme Division staff and liaise with

internal / external sources responsible for travel arrangements;

answer to incoming enquiries to the Programme Manager’s office; co-ordinate the PM (or DPM, if he/she is a national from him) diaries (i.e. meetings, conferences,

duty travels);

file and maintain personnel OCCAR records and relevant documents to the Programme Division; file and maintain (in liaison with National Navy Staff Personnel Department) Navy military personnel

National records (Staff Report mainly) and relevant documents;

coordinate the activities of the two secretariats (Rome site and Paris site); draft and type documents/e-mails/faxes on request; maintain and keep up-to-date the attendance list of the Programme Division; coordinate all necessary aspects relevant to the preparation of meetings (i.e. room-booking); ensure complementary support to FREMM personnel (e.g. photocopy, faxes). If necessary, take temporary additional tasks:

for common activities, as jointly required by the Programme Manager and the Deputy Programme Manager;

for activities concerning only the Participating State from which he/she is a national, as required by the PM or DPM (the one who is also a national from the Participating state).

3. Key competences and skills required for the grade (You must provide evidence of meeting these key competences and skills in your Application, Section 12). CS 1 Excellent interpersonal skills with the ability to interact and communicate at all levels within OCCAR

as well as with Nations;

4. Specialist knowledge and experience required for the post

4.1 Essential: ES 1 Experience of providing secretarial and administrative support through the results achieved

performing in this field for national/international organisations;

ES 2 Experience to manage Navy military personnel National records (Staff Reports mainly) and relevant documentation;

ES 3 Proven capability to draft papers, letters and documents to tight deadlines both in English and in national language;

ES 4 Sound knowledge of rules covering handling of mail with particular reference to classified mail and familiarity with international security regulations ;

ES 5 Proven capabilities in management of invoice and asset.

4.2 Desirable: DS 1 Knowledge and experience of database software MS Access highly desirable;

DS 2 Awareness of Through Life Management principles;

DS 3 Awareness of Quality Management Systems;

DS 4 Qualification as “Furiere Segretario” or equivalent.

5. Language Requirements

Advanced level of English and Italian both oral and written.

1. Background The aim of the Programme is the definition, development, production and initial in-service support of the Logistic Support Ship (LSS). 2. Duties and Responsibilities Initially this post will be the Programme Manager for the LSS Programme Division, however it will become the Deputy Programme Manager, maintaining the same Grade, upon the integration of France into the Programme and the engagement of a new A5 Programme Manager. The post holder will then work jointly with the Programme Manager for common Programme activities and directly for Programme activities that concern only the Participating State from which he is a national. The post holder will then also lead the IT team located in the LSS Satellite office in La Spezia.

The LSS Programme Manager is directly responsible for the management of the LSS Programme to the OCCAR-EA Director and will report to him.

Within the framework of the delegation given to him/her by the OCCAR Director, he/she has the authority and responsibility to achieve the Programme’s high-level objectives set by the Programme Board, in accordance with the Programme Decision and the Programme Management Plan. He/she has to report

immediately to the Director OCCAR-EA and/or to the Programme Committee on any event which could/may jeopardise the achievement of these high level objectives.

In particular, the Programme Manager will:

Achievement of the HLOs

Be directly responsible for the achievement of the HLOs related to the requirements of the Nation

Programme management:

Be responsible for the cost-effective management of the Programme to ensure that optimum performance is delivered and objectives are met

Be responsible for the day-to-day management of the Programme: configuration control, risks, quality

Co-ordinate and follow up industrial qualification tests as well as technical and operational evaluation

Establish and lead Programme Working Groups in order to maintain an interface with the Nation

Prepare the Programme Management Plan as part of the overall Business Plan of the OCCAR Executive Administration

Prepare regular reports to OCCAR Director in accordance with the OCCAR reporting system. Ensure the implementation of state of the art Risk Management methodology and tools into the Programme Division

Propose and implement (once approved) the logistics concepts and policy for the Through Life Management of the Programme

Be responsible for the implementation of the QMS

Contracts and Finance

Be responsible for the technical, contractual and financial management of the Prime Contract, in accordance with the provisions of the Prime Contract and of the Programme Decision

Be responsible for the overall contractual process (in accordance with existing OCCAR rules and procedures): contractual organisation, bidders selection process, and preparation of contracts

Make proposals with regard to the Programme procurement strategy Lead the contract negotiations with industry and co-ordinate the preparation of contracts Oversee the execution of contracts, and ensure that the objectives regarding performance, time

schedules and costs are met Certify that the work to be done by the industry as stated in the contracts has been completed as

prescribed and that the relevant invoices are justified

Prepare both operational and administrative budgets of the Programme for them to meet the related HLOs as defined in the LSS Programme Decision

Personnel management

Participate in the selection process of all LSS PD personnel. Line manage all LSS PD Personnel, manage their performance and provide strong leadership to

build an effective and highly motivated team that delivers its objectives.

Establish, develop and maintain team spirit, irrespective of nationalities, in particular by promoting open and honest internal communication within the team at all levels.

Duty of care in respect of the Health and Safety of all staff members in the LSS Division. As Programme Manager she/he is accountable to the Director for the proper discharge of these responsibilities for all members of the LSS Division, at all work locations and for all assigned activities.

Sharing of responsibility among the PM and DPM

The PM and DPM have to share the responsibilities as follows:

The Programme Manager and his Deputy shall coordinate for common Programme activities. Any document issued by the Programme Manager dealing with those common Programme activities shall be signed by the Programme Manager and his Deputy

For matters concerning one Participating State only, the Programme Manager or his Deputy shall

directly be responsible and sign the documents, depending on the Participating State concerned.

They shall keep each other informed to guarantee the proper management of the common

Programme activities.

The Programme Manager and his Deputy shall coordinate to ensure the general coherence of the

overall Programme.

The Programme Manager is in charge of the administrative management of the Programme Division, in coordination with his Deputy.

1. Background

OCCAR-EA has been established with the aim of providing improvements in the effectiveness of collaborative defence equipment programme management.

The Programme Management Support Division (PMSD) is responsible for the:

Definition, implementation and management of programme management policies, methods and tools, according to the OCCAR Through Life Management (TLM) approach;

Support of Programme Managers in matters related to programme management and specialist areas;

Provision of independent advice to the OCCAR-EA Director on programme-related issues;

Integration of new programmes and programme stages into OCCAR;

In this context:

The Programme Integration and Management (PIM) Section is responsible for the disciplines and for the management of programme integration and support to PDs for integration of new stages.

The Through Life Programme Management (TLPM) Section is responsible for the disciplines and activities related to the technical management of a programme through its complete life cycle.

2. Duties and Responsibilities

The MTIO 4 will report directly to the Programme Integration and Management Section Leader. The area of responsibility is described below. The Section Leader will define the objectives for this post annually.

At any time during the contract duration, this post may be assigned to the TLPM section subject to a decision at senior management level.

Frequent duty travels to OCCAR Programme Divisions outside Bonn, OCCAR Member States, other Organisations and Industry are required.

PIM Section:

Contribute to the preparation of Invitations To Tender:

Analyse operational requirements, technical and management requirements and contribute to the drafting of contractual specifications

Analyse commercial constraints, like need for IPRs and closely cooperate with commercial officers to draft the ITT

Coordinate with participating nations the build-up of the set of contractual documentation in accordance to OCCAR principles and rules;

TLPM Section:

Act as the Central Office focal point for selected OCCAR-EA Programme Divisions in terms of:

the provision and co-ordination of Central Office support to the Programme Divisions at working level

the gathering of information concerning the organisation, status and day-to-day issues of the respective programmes in order to advise other Central Office staff

the maintenance of close working links both with and between Programme Managers and their staff on areas of mutual interest in line with the OCCAR-EA Business Plan, the associated Programme Plans and High Level Objectives

the promotion and use of best practice standards, tools and methods in the field of programme management, especially risk management

Screen Programme Plans and Reports and provide advice to the TLPM Section Leader;

Support the Programme Management Support Division in the definition, preparation and implementation of OCCAR policy with regard to Programme Management matters;

Promote the use of standards, tools and methods for Programme Management;

Establish Cost Estimation models and analyses for the Programme Divisions;

Create or choose tools and methods related to common international ILS/ISS;

Verify that the implementation of ILS/ISS within OCCAR Programmes is done in accordance with OCCAR policy;

Advise the Programme Managers on ILS/ISS matters.

Duties and responsibilities common to both Sections:

Provide inputs to the OCCAR Business Plan and, where required, reports to some selected Committees and the Board of Supervisors;

Lead and manage small programmes, or work in a Programme Management Cell as decided by senior management;

Advise and support Programme Divisions and Central Office staff on issues related to his/her fields of programme management and technical expertise;

The MTIO 4 may also be required to support the OCCAR-EA Director, the Deputy Director, other functional elements in Central Office, the Head of PMSD or the TLPM/PIM Section Leader on certain wider OCCAR issues as assigned by the OCCAR-EA Business Plan or his line managers.

CS 1 Executive management skills and the ability to manage complex negotiations as well as dealing with difficult situations such as conflicts proven through results attained in performing jobs in this field for other national/international organisations;

CS 2 Excellent interpersonal, team working and leadership skills with the ability to interact sensitively, effectively and professionally with people from diverse cultural, educational and professional backgrounds, and of all ages and life;

CS 3 Conceptual thinking with the ability to analyse complex and wide ranging questions, issues and information, with a structured approach to the problem solving process, including providing recommended solutions and a proposed way forward;

CS 4 The ability to work in a changing, developing and demanding environment with the ability to orchestrate and implement clear, efficient and logical approaches to work, to manage time, assignments and objectives;

CS 5 The ability to use Computer and Information Technology (ICT) facilities, with a working knowledge of MS Office software.

4. Specialist knowledge and experience required for the post (You must provide evidence of meeting these specialist requirements in your Application, Section 11).

4.1 Essential:

ES 1 Expert knowledge or background in at least one programme management area, e.g. risk, configuration management, test & evaluation, certification & qualification, etc.;

ES 2 Expert knowledge or background in a specific technical area e.g. electronics, information technology, mechanical engineering, naval engineering, airworthiness, etc.;

ES 3 Practical experience in programme management covering various phases of the defence system lifecycle relating to the duties for the advertised post;

ES 4 Proven ability to perform the duties and tasks mentioned in the PIM and TLPM sections;

ES 5 Experience in international armaments co-operation.

4.2 Desirable:

DS 1 Practical experience in requirements management;

DS 2 Practical experience in initiating national or international cooperative programmes;

DS 3 Knowledge of other European defence related structures and organisations;

DS 4 Practical experience in successfully mastering the challenges of working in a matrix management environment;

5. Language Requirements

Advanced level of English both oral and written.

Adequate knowledge of any other OCCAR language would be an asset.

6. Qualifications

A postgraduate university degree or equivalent qualification in the activities directly related to the described tasks is highly desirable.

7. Security Clearance

Security clearance at OCCAR Secret level is required for this post.
