The EasyWay project is the key implementation programme deploying

ITS road technologies. EasyWay operates in a coordinated way with

the full Trans-European Network thanks to policy instructions from

the European Commission (DG Energy and Transport) and 21 Member

States. EasyWay is designed to define strategic actions and targets

for improving the mobility of European Citizens and identify the set of necessary

services to be deployed bined deployments of pan-European services. The first

EasyWay Conference is the moment of highest representation of European Road ITS

Technologies current policies, the state-of-the-art achievements and the newest te-

chnologies for developing a coherent platform for European Services.

The European Policy relies upon Intelligent TransportSystems and Satellite Services to improve the qualityof the road transport service, the safety, the environ-mental sustainability and, finally, enhancing the accessto mobility as stated by the European treaty.

The European transport system needssmart solutions. We need to make thebest use of infrastructure, lower theimpact on the environment(“greening”), improve safety and

security and connect transport modes close toeach other in co-modality. Intelligent transportsystems (ITS) clearly contribute to these goals.Many ITS services are mature and are beingdeployed. Nevertheless there is sufficientscope for accelerated and more harmoniousdeployment across Europe. Later this year theCommission plans to present an ITS ActionPlan for intelligent transport systems in thefield of road transport. This ITS Action Planaims to improve the framework conditions forthe EU-wide application of road ITS andconnect road better with other modes.

It will enable us to work closely with the MemberStates, road operators and other stakeholders. TheEasyWay project is an important instrument forthe Member States and the EuropeanCommission to co-operate on the deployment ofITS and it is co-funded from the budget of thetrans-European transport networks (TEN-T). It isboth a continuation of the emerging co-operation in the Euro-regional projects (2001-06)and an extension of the integration. Thisconference is the first showcase of this newapproach. This conference will be a key event inthe European ITS implementation. I expect highthe most beneficial approaches and onconsensus building. I am very pleased that Italyand the City of Taormina will be hosting this firstEuropean conference, and I would like to addressa warm welcome to the participants!

The Traffic information market is and willcontinue to evolve rapidly as a result ofchanges in technology and the commer-cial landscape. Specifically:

• advances in floating car and floating cel-lular technologies are creating new andimproved traffic data sets, which aregenerally owned by private companiesrather than by highway operators;

• technological advances and evolvingconsumer attitudes may lead to theadoption of “user communities” withinthe transport sector, where motoristsuse web / wireless technology to ex-change information directly with eachother on travel conditions and diversionoptions;

• significant improvements and cost re-ductions in wireless communicationsare facilitating the provision of informa-tion on the move and will eventuallymake the Internet widely available at

high speeds via wireless connectionsacross much of the highway network;

• the emergency of position aware de-vices (through the integration of Galileo/ GPS receivers) and specifically of posi-tion aware mobile telephones will maketraffic information highly personalisedand will increase the potential to bundletraffic information with commercial serv-ices (advertising, etc);

• the rapid adoption of in-vehicle naviga-tion devices has created a new methodof communicating with motorists andone over which the highway operatorhas little influence.

The above trends all point to a future whe-re the quality and availability of travel in-formation will increase, but where roadoperators will have less control over theunderlying data that describes traffic con-ditions or the communications channelsused to transmit information to motorists.This will force road operators to rethinktheir strategy for collecting and providing

traffic information and specifically howthey wish to position themselves alongsidethe private (non road operator) companiesthat will have a bigger and bigger influen-ce on content and delivery of traffic infor-mation to drivers. This paper will draw on work undertakenby Groupe SANEF and IBI Group to deve-lop a road map of how road operatorsshould position themselves in responseto the above anticipated changes in thetraffic information market to 2013 and be-yond.

Currently real-time information services forroad traffic and public transport are in mostcases developed only for a specific geogra-phical area and/or primarily for one indivi-dual mode of transport. Although integra-tion and interoperability are strategic issuesfor the development of the Pan- Europeantransport system, true integration and co-

ordination of information services acrossEurope is still rather uncommon and reali-sed either on a local scale or in the form ofprototype services.The paper will give an status on exemplaryservices in this field which might act asgood examples in order to improve thissituation.

The Paper presents the status of theTraveller and Traffic Information systemsin Romania and a test Information SystemInfrastructure deployed in order to be usedas a test platform for applications in thefield of Traffic and Traveler Information andPublic Information in case of EmergencySituations. This Test Platform was createdas part of EasyWay Romanian activities, inorder to develop and test different Publicor Traffic information systems like:Emergency RDS text messages, Traffic in-formation using RDS-TMC system and RDSTraffic Announcement (TA).

ObjectiveIn order to create common traffic informa-tion system all the relevant data related toa specific area should be gathered in com-mon infrastructure. One problem is toanalyse the information coming from dif-ferent sources and determine the infor-mation accuracy, readiness and relevanceto the respective area. The next challengeis to convert all the information in a com-mon format for dissemination and storing. A project proposed by the Ministry ofCommunications and IT intend to create

a test platform for developing traffic infor-mation services. The test Infrastructure isneeded for the following goals: analyzethe quality of the information providedfrom different sources, convert it in a com-mon format and test different dissemina-tion systems. The test Information System Infrastructureobjective was to create a development,test and operation platform forInformation Systems that use the FM radioas transmission medium for sending theinformation. The Information services thatwere initially considered to be developedand tested on this platform are: EmergencyRDS text messages, Traffic information us-ing RDS-TMC system and RDS TrafficAnnouncement (TA).

System logical architecture has threeblocks:• information gathering and formatting

to a determined format. This is done us-ing one Operator Workstation in everylocation. Three workstations were in-stalled one for every organization thatgenerates traffic information: NationalRoads Administration, Traffic Police andCentre for Emergency Situations;

• storage and information processing ac-

cording to the traffic information systemneeds. This is composed by two centralservers that are running the traffic infor-mation applications and database;

• dissemination to the users. As infrastruc-ture the test platform has connectionswith five FM Transmitter site equip-ments.

The coverage area of the system is for thistest platform the South-East part ofRomania, covering about a quarter of theRomanian territory. Five FM transmitterswere chosen to be connected to this sys-tem. These are from the RomanianNational News Radio, FM transmitters withhigh power and a very good coverage inthe designated area.
