Immigration in Italy
As to January 1°, 2009 the total number of immigrants staying in Italy is 4.8 million
The overall number of irregular immigrants has fairly decreased (9.1%) in the last 4 years
Immigration in Lombardy•As to July 1st, 2009 the total number of immigrants staying in Lombardy is 1,170,000 with a 179% increase since January 1°, 2001
•¼ of all the migrants established in Italy
The importance of the certification
The certification…officially recognizes the level of the knowledge of italian language according to common and shared criteria
shows the migrants’ will of integration in the host society

The project: Certify your italian
The project starts in 2006 and also this year the Labour and Social Politics
Ministery finances the prosecution of the sperimentation
The project is a set of integrated actions among different institutions, which deal with immigration and foreign citizens’
social and cultural integration

foreigners
• Aimed at preparing them to get the “Italian Certification as a second Language”
(Certificazione Italiano L2)

The projectThe Lombardy Region, since December 2005, adhered to a programme enacted by the Ministry of Labour and Social Policies
In order to carry out this project and regulate implementing the foreseen activities by specifying their purposes, the Lombardy Region signed a preliminary protocol with:
– Regional Observatory for integration and multiethnicity
– Ismu Foundation – School Office in Lombardy of Italian
Ministery of Education
Main objectives• Improvement of Italian language skills for lately
immigrated young and adults (in view of their full social and professional integration);
• Spreading of the Italian Certification practice,
according to the reference standards provided by the Common European Language Framework (in view of an improvement and enhancement of acquired skills);
• Increasing the number of issued certifications on a regional scale, strengthening partnership and mutual cooperation among the institutions dealing with immigration.
The project’s main actions• Project promotion among migrants• Teachers’ training courses (general and
specific training on certification procedures)
• Implementation of free courses of Italian language for adult beginners with a flexible and modular organization
• Implementation of the international certification (threshold levels)
• Quantitative and qualitative monitoring
Results of the two editions (2006-2010)
• 450 italian courses• 7,000 students in the 12 lombardy
provinces• The majority of the students obtained the
italian certification• Positive feedback from students: 98% of
the students interwied say that the certification is useful
• Network of 190 subjects
The project network: different organizations . . .
The network is made up by 3 levels1) National level: Labour and Social Politics
Ministery; 4 national bodies accreditated for certifications
2) Regional level: Lombardy Region, School Office of Lombardy, Ismu Foundation, Regional Observatory
3) Local level: local authorities, schools, territorial training centres, and other association

• The high number of different organizations that have adhered to network agreements is an evidence of the success of the sperimentation and its high visibility

• Fulfilment of the objective to enlarge the territorial cooperation network among local authorities, school and private social organizations, with a particular attention to the non profit organizations
Positive feedback from students’ questionaries “I have appreciated a lot Italian conversation at school, because outside I do
not speak Italian. I do not have Italian friends”Their best motivations on attending these courses are the following:
1° For my job
2° To feel myself more confident
3° To go on my studies
4° To live better in Italy
. . . Conclusion: some students’ final comment
“Just yesterday night, I dreamt in Italian. This morning I told my
husband: «Do you know that I have dreamt in Italian for the first time
in my life? »
“Writing a letter in Italian to express my gratefulness to those who helped me gave me a great
satisfaction”
