Dopo trent’anni di successi la tradizionale rassegna Intel cambia sede, si rinnova e si divide in due: EnerMotive e Li-vinLuce. EnerMotive è l’evento che unisce il mondo dell’ener-gia elettrica da fonti convenzionali, rinnovabili e alternative all’eccellenza di prodotti e sistemi per l’automazione di fab-brica e il controllo di processo.La presenza di tutta la business community rende la nuova manifestazione una vetrina tra le più importanti al mondo, panoramica di un mercato con un valore complessivo, in Ita-lia, di oltre 26 miliardi di euro. Si tratta di un settore strategi-co per il futuro stesso del pianeta. Basti pensare che secondo l’Agenzia internazionale dell’energia (IEA), la domanda mon-diale di energia primaria crescerà, da oggi al 2030, di circa il 50% e quella dell’energia elettrica raddoppierà. Come soddi-sfare questa esigenza è uno dei temi al centro del dibattito congressuale curato da Fiera Milano Tech con la collaborazio-ne di Anie, Anima e Fast.

After thirty successful years, the traditional Intel Exhibition is to adopt a new revitalised format, changes its venue and splits into two: EnerMotive and LivinLuce. EnerMotive is the event which joins the topic of electrical energy (from alternative, re-newable and conventional sources) with the areas of product excellence and factory & process automation systems. The audience, which is represented by a complete spectrum of the business community, will contribute in making the new event one of the most important showcases in the world, serving a market which, in Italy alone, is worth more than 26 billion Euros. This market constitutes a strategic sector for the future of the planet. Suffice it to say that, according to the International Energy Agency (IEA), worldwide gas demand is expected to grow, from now until 2030, by approximately 50%, and demand for electrical energy is expected to dou-ble. The question on how to satisfy growing energy demand requirements is just one of the subjects which will be at the heart of the conference, organised by Fiera Milano Tech in association with Anie and Fast.

Il convegno affronta le diverse problematiche della questione energetica europea e italiana

attraverso il confronto tra i rappresentanti delle istituzioni e i protagonisti del sistema delle impre-se, chiamati a valutare le proposte del libro bianco di Anie e Anima.Tra i temi discussi – e che sono solo alcuni di quelli che devono affrontare i responsabili della politi-ca energetica – vi sono, ad esempio, le strategie a breve e medio termine, talvolta compromesse dalle scelte dei paesi fornitori; gli scenari di lungo pe-riodo, concordi sull’impennata delle importazioni fino al 70% dei fabbisogni europei senza adeguate misure correttive; i ritardi delle fonti rinnovabili ad occupare il loro spazio; l’altalena dei prezzi e l’in-sicurezza degli approvvigionamenti; l’inosservanza della tempistica nelle applicazioni delle decisio-ni operative; le aggregazioni tra società e nuovi grandi operatori sulla scena mondiale; le rilevanti differenze tra gli stati membri dell’Unione.Le risposte possibili a questo quadro comples-so sono innanzitutto sintetizzate nel libro verde della Commissione europea del marzo 2006 “Una strategia europea per un’energia sostenibile, com-petitiva, sicura”: competitività e mercato interno, diversificazione, solidarietà, sviluppo sostenibile, innovazione e tecnologia, politica estera.Un ulteriore contributo è atteso dal nuovo libro bianco sottoposto alla valutazione di alcuni tra i principali rappresentanti della domanda e del-l’offerta di tecnologie, sistemi e componenti per la produzione, la trasmissione e la distribuzione elettrica.

The conference tackles the divergent prob-lems associated with energy-related

matters at both Italian and European levels throught a comparison between the institutions’ representa-tives and the business community, who are called upon to evaluate the proposals presented in Anie’s White Paper.Among the topics up for discussion (which are only some of those energy stakeholders must face) are: medium to short-term strategies, which are some-times, compromised by the choices made by the energy-supplying countries; long-term scenarios, which are unanimous on the import upsurge of up to 70% of the European requirements without providing adequate corrective measures; the delay taken for renewable sources to receive the due at-tention; the see-saw effect on energy prices and the insecurity faced by the out-sourcing sector; non-compliance in the application of operative decisions in terms of timing; the mergers between corporations and the new larger operators on a worldwide level; the most noticeable differences between the members of the European Union.Possible answers to this complex set of questions are, first of all, summarised in the March 2006 Euro-pean Commission Green Paper, “A European strate-gy for sustainable, competitive and secure energy”, covering: competition and internal markets; diver-sification, solidarity, sustainable development, in-novation & technology and foreign policy.A further contribution to this issue is expected with the launch of Anie’s White Paper, which is currently undergoing evaluation from a number of key play-ers from the supply and demand technological sector, the field of production systems and compo-nents, and from the area of electricity transmission and distribution.

Non esiste una risposta univoca alla que-stione energetica europea in senso

generale. Tale principio vale anche per le soluzioni che si attendono dalla ricerca e dall’innovazione. A titolo indicativo il ventaglio delle opportunità può comprendere: tecnologie relative all’energia rinnovabile, applicazioni industriali accettabili per il carbone pulito, meccanismi per la cattura e lo stoccaggio dell’anidride carbonica, biocarburanti economici per i trasporti, nuovi vettori energetici quali l’idrogeno, le tecnologie connesse con le pile a combustibile, l’efficienza energetica, reattori di 4a generazione e in prospettiva la fusione nucleare avanzata.Questi e altri contributi sono inseriti nel tema 5 Energia del 7° Programma quadro ricerca 2007-2013 dell’Unione europea. Ma anche le Piattafor-me tecnologiche europee specificatamente orien-tate all’energia svolgono un ruolo indispensabile per assicurare il coinvolgimento di tutti i prota-gonisti per lo sviluppo delle applicazioni commer-ciali: idrogeno e celle a combustibile, fotovoltaico, combustibile convenzionale senza emissioni, bioe-nergia, reti intelligenti, biocarburanti, eolico. Altre possono essere avviate in seguito.L’incontro offre l’occasione per conoscere gli esperti impegnati nelle grandi iniziative di collabo-razione tra pubblico e privato e capire l’apporto di tali programmi alle tre componenti della strategia europea per l’energia: sostenibilità, competitività, sicurezza degli approvvigionamenti.

There is not one answer only to solve the energy needs of Europe. This is

also true for the solutions that are expected form research and innovation. A combination of differ-ent pathways could be considered: renewable en-ergy, clean coal, carbon sequestration, biofuels for transport, new energy vectors as hydrogen, fuel cell technologies, energy efficiency, fourth generation reactors or even advanced nuclear fusion.These and other contributions are part of the Theme Energy of the Seventh Framework Programme 2007-2013 of the European Union. The European Technology Platforms on Energy play an important role in involving the key public and private actors in the development of market ready applications: Hy-drogen and fuel cells, Photvoltaics, Zero Emission Fossil Fuel Power Plants, Forest Based Sector, Smart Grids, Biofuels and Wind.This seminar offers the opportunity to meet the experts, involved in these public and private part-nerships, and to hear about the contribution of the Platforms to the EU’s energy policy drivers: sustain-ability, competitiveness and security of supply.

Efficienza energetica: una chimera senza norme cogenti?Energy efficiency: a dream without strict rules?

Il Piano d’azione per l’efficienza energetica del-l’Unione europea, presentato il 19 ottobre

2006, contiene una serie di provvedimenti prio-ritari con una gamma di 75 iniziative per mobi-litare opinione pubblica, decisori e operatori sul mercato e spingerli ad usare meglio questa inso-stituibile risorsa. Vengono proposte norme minime di rendimento energetico per un ampio ventaglio di apparecchiature e prodotti (elettrodomestici, pompe, ventilatori industriali ...), gli edifici, i servi-zi energetici, i processi e le infrastrutture. Si deve cominciare dal ridurre le perdite a livello di genera-zione, trasmissione e distribuzione dell’elettricità; anche il settore dei trasporti deve fare la sua parte con auto a basso consumo, con il miglioramento dell’efficienza dei sistemi stradali ferroviari marit-timi e aerei. Naturalmente non può mancare una politica dei prezzi adeguata e prevedibile; occorre pure un programma articolato e continuativo per la sensibilizzazione dei cittadini; i piccoli cambia-menti nelle abitudini dei singoli fanno risparmiare denaro e aiutano l’ambiente.Il piano intende aumentare la competitività del-l’Unione, migliorare la qualità della vita delle per-sone, creare occupazione, crescere l’esportazione di nuove tecnologie. L’ambizione è grande: risparmiare il 20% di ener-gia entro il 2020, cioè circa 390 Mtpe; abbattere le emissioni di Co2 di 780 Mte, il doppio degli impe-gni assunti per il Protocollo di Kyoto entro il 2012; ridurre il costo dei consumi energetici di oltre 100 miliardi di € l’anno.Sul piano tecnico, organizzativo e comportamen-tale l’obiettivo si può raggiungere, come dimostra-no le esperienze in corso, alcune delle quali ven-gono presentate nell’incontro. Ma oltre alle buone intenzioni occorrono regole chiare, applicabili, cogenti.

The Action plan for EU energy efficiency, pre-sented on 19th October 2006, contains

a package of priority measures covering a range of 75 initiatives aimed at mobilising public opinion, and coaxing market operators and decision-makers into utilising irreplaceable energy sources more efficient-ly. These initiatives include minimum energy per-formance standards for a wide range of equipment and appliances (household goods, industrial pumps and fans,…), buildings, energy services, processes and infrastructure. A good starting point would be to re-duce losses in the generation, transmission and dis-tribution of electricity. The automobile industry must also play a key role in this initiative by producing fuel efficient vehicles and there must also be a marked improvement in aviation, maritime, railway and road transport systems. Obviously, all these factors call for an adequate and predictable pricing policy, in addi-tion to an articulated and on-going programme to raise public awareness so that small changes made by individuals may contribute to financial savings and help the environment at the same time.The plan’s objectives are multifold: it intends to in-crease EU competitiveness, improve its citizens’ quality of life, boost employment opportunities and increase the exports of energy-efficient technology.With these ambitious targets in mind, the EU seeks to achieve a saving of 20% by 2020, i.e. approxi-mately 390 MTPE by reducing the emission of CO2 by 780 MTE (which represents twice as much as the pledge made under the Tokyo Protocol by 2012), and by lowering the cost of energy consumption by more than 100 billion euros annually.This objective, which will be demonstrated by a number of real life events at the Conference, may be accomplished on a technical, an organisational and a behavioural level. However, in order for this aim to be achieved, a series of clear, applicable and binding regulations must also be implemented.

Come avviene per l’efficienza energetica, anche le fonti rinnovabili sono al

centro delle scelte dell’Unione europea e degli stati membri per: il contributo alla riduzione delle emis-sioni, gli obblighi internazionali assunti, l’offerta senza emissioni di Co2, la capacità di rispondere alla domanda crescente.Nel 2010 l’apporto delle rinnovabili potrebbe at-testarsi intorno al 12% del fabbisogno; nel 2020 dovrebbe avvicinarsi al 20%; nel 2030 sarebbe del 24%. Tutto questo all’interno dello scenario dell’Agenzia internazionale per l’energia (Aie) che stima un incremento della domanda primaria mondiale di energia di circa il 50%, sempre entro il 2030.Le nuove tecnologie e le esperienze acquisite fan-no ritenere che l’ambizioso obiettivo sia raggiun-gibile. Il convegno vuole in primo luogo presentare le strategie adottate dall’Unione e la conseguente politica dell’Italia; mette a confronto tali scelte istituzionali con le posizioni di operatori rappre-sentativi del settore; descrive alcune applicazioni di successo.

Alongside energy efficiency, renew-able energy sources are

another main focus for the EU and its member states, with particular attention towards its contribution to emission reduction, the undertaking of international commitments, the supply of CO2-free emissions and the ability to meet ever-increasing demands. By 2010 the contribution given by renewable energy sources may be equal approximately to 12% of re-quirements; by 2020 the figure should be nearer to 20% and by 2030 it may be 24%. These figures have been forecast by the International Energy Agency (IEA) which predicts an increase in worldwide primary energy demands of approximately 50% by 2030.The newly acquired technologies and experiences make it possible to assert that this ambitious objec-tive may be within our reach. The conference intends to present, in the first instance, the strategies adopt-ed by the EU and the consequent Italian policy, then illustrate a comparison between the institutions’ po-litical stance and the viewpoint of the professional community and finally portray a number of success-ful applications.

Dal luglio 2004 qualsiasi impresa o possesso-re di partita Iva può accedere al mercato

libero dell’energia elettrica e coglierne i benefici che offre, tra cui la riduzione del costo. A partire dal luglio 2007 tale opportunità viene estesa anche all’utilizzo domestico. Il passaggio da “utente” a “cliente” è un’occasione da non perdere per quanti intendono profittare della suddetta normativa.Dal canto loro le aziende fornitrici di elettricità stanno adeguandosi al nuovo sistema; è in atto una forte competizione tra i vari operatori per contendersi gli utenti finali con sconti e servizi. L’imperativo è allargare il mercato con tipologie contrattuali da adattare alle differenti esigenze dei clienti. Questi, senza rischi d’interruzione del ser-vizio e senza oneri, possono scegliere il fornitore autorizzato e i servizi aggiuntivi che lo stesso può essere in grado di dare.Il convegno ha l’obiettivo di far conoscere il mec-canismo messo in atto, valutarne il potenziale sui beneficiari, metterne in luce eventuali punti critici, suggerire miglioramenti.

Since July 2004 any business or VAT-reg-istered entity has the opportunity

of accessing the electrical energy free market and reaping the benefits that it has to offer, including, amongst others, cost reductions. As from 2007, this opportunity will also be extended to domestic users. The transition from “user” to “customer” is a prospect which is not to be missed by those intent on profiting from the new regulations.The electricity suppliers are adapting their practises to the new system as fierce competition is the order of the day for operators striving to obtain a stronger customer base by means of discounts and services. The goal is to increase their market share by offering diversified services which are geared towards their customers’ range of requirements, whereby a specific supplier and any add-on services maybe selected together, without any interruption to the service or indeed, any further charges. The objective of the conference is to raise awareness of the newly-implemented regulations, evaluate their potential for the beneficiaries, highlight any criticism and suggest improvements.

Il futuro dell’economia dell’idrogeno deve po-ter contare sull’infrastruttura; lo sviluppo della

mobilità innovativa e non inquinante ha bisogno di stazioni di rifornimento di idrogeno sul territorio. Perciò la Commissione europea sta sostenendo il progetto HyApproval finalizzato alla preparazione del manuale per installare i suddetti impianti di ser-vizio secondo i migliori standard e le più adeguate regole autorizzative. E così 23 organizzazioni (grandi aziende, piccole e medie imprese, enti, agenzie e as-sociazioni) in rappresentanza di cinque stati membri (per l’Italia ci sono la Fast, Federazione delle asso-ciazioni scientifiche e tecniche e H2It, Associazione italiana idrogeno e celle a combustibile), grazie ai fondi del 6° Programma quadro ricerca dell’Unione europea, stanno valorizzando competenze e profes-sionalità anche di Stati Uniti e Cina per:· raccogliere e valutare le normative a livello inter-nazionale, comunitario e dei singoli paesi;

· evidenziare le nuove tecnologie;· far emergere le capacità progettuali;· stringere collaborazioni con le autorità nazionali competenti;

· costruire il più ampio consenso verso procedure autorizzative praticabili.

· redigere la Guida pratica per la realizzazione di sta-zioni di servizio per il rifornimento di idrogeno.

Il workshop presenta la prima bozza del manuale e vuole raccogliere suggerimenti migliorativi e in-dicazioni propositive dagli esperti e dai rappresen-tanti delle autorità competenti. Con la disponibilità di tutti si può ottenere un documento condiviso, applicabile, rispettoso delle normative di riferi-mento, in linea con le più severe aspettative di si-curezza, capace di cogliere le esigenze innovative, pronto ad adattarsi all’evoluzione tecnologica.

Hydrogen transport applications rely on a new infrastructure;

the development of innovative, non-polluting vehi-cles will need a well spread network of hydrogen re-fuelling stations throughout Europe.Therefore the European Commission is sponsoring the project HyApproval to prepare a Handbook to in-stall the necessary refuelling equipment according to the latest safety and technical standards.More than 23 private and public organisations are represented in the project, divided of five EU Member States (for Italy FAST, the Italian Federation of Scien-tific and Technical Associations and H2IT, the Ital-ian Hydrogen ad Fuel Cell Association are present). Thanks to funding of the EU Sixth Framework Pro-gramme, they are combining expertise and different competences, including those of the US, Japan and China, in order to:· collect and validate codes, standards and regulation

on international, EU and national level;· identify new relevant technologies;· distillate best practice;· develop close collaboration with local responsible

authorities;· build as much consensus to develop a common au-

thorisation procedure;· write the Handbook for the Installation of Hydrogen

Refuelling Station in Europe.The Workshop will present the first draft of the Hand-book and will offer the opportunity for local experts and authorities to give their comments and sugges-tions. Only with the input of all involved it will be pos-sible to create a common and useful document, taking into consideration all relevant codes, standards and regulations, in line with the most rigid safety aspects and including the latest innovative technologies.
