In data 22/01/2013 alle ore 9:00, giusta convocazione del Magnifico Rettore dell'Università degli Studi di Milano del 9/01/2013 (Allegato I), la Commissione per l'Abilitazione Scientifica Nazionale per il settore concorsuale 08/Al (Idraulica, Idrologia, Costruzioni Idrauliche e Marittime) alla I e II Fascia di Professore Universitario si è riunita presso la Divisione Personale dell'Ateneo (II piano, stanza 12) - via S. Antonio 12, Milano. La Commissione, in ordine di estrazione durante il sorteggio del 23/11/2012, è composta da (Decreto Direttoriale 29.11.2012, n.549):

Inoltre, la Commissione prende visone del Decreto Direttoriale 20/07/2012, n.222 e del Decreto Ministeriale 7/06/2012, n.76, con i contenuti delle parti regolamentari direttamente utili per la presente procedura scritti in inglese.

Inoltre è predisposta la seguente documentazione che viene allegata al presente verbale: • un diagramma di flusso, in lingua italiana ed inglese, riassuntivo degli elementi base

del regolamento di Abilitazione Scientifica Nazionale per i Professori di I fascia (Allegato II);

In addition, the Committee reads the Directorial Decree of 20/07/2012,222 and the Ministe rial Decree of 7/06/2012, 76, where alI the contents of the regulation sections are written in English which are required for the present procedure.

Ciò premesso, la Commissione, come da Art.8, comma 1, del DPR n.222/2011, elegge il Presidente ed il Segretario, attribuendo tali funzioni rispettivamente al Prof. Luca Ridolfi ed al Prof. Orazio Giustolisi.

After these prernìses, the Commìttee, as from of Art.B, paragraph 1, of DPR 222/2011, elects the President and the Secretary, assigning these nominations to Prof. Luca Ridolfi and Prof. Orazio Giustolìsì, respectively.

La Commissione prende atto che il Decreto Direttoriale n.47 del 9/01/2013 proroga la data di conclusione dei lavori per il settore concorsuale 08/A1 al 30/04/2013.

La Commissione decide che il processo di valutazione inizierà dai candidati all'abilitazione per Professori di II Fascia e proseguirà con i candidati all'abilitazione per Professori di I Fascia.

The Committee decides that the evaluation process will start with the applicants for qualification for Associate Professor following by the applicants for qualification for Full Professor.

Prima di determinare i criteri e i parametri per la valutazione delle pubblicazioni presentate, dei titoli e del curriculum complessivo dei singoli candidati, la Commissione analizza collegialmente la documentazione allegata in modo da specificare, distintamente per la I e la II Fascia di Professore, criteri e parametri - Art. 3, comma 3 del Decreto Ministeriale n.76/2012.

Before determining the criteria and parameters for the evaluation of submitted publicatìons, titles and curriculum vitae of each candidate, the Committee jointly analyzes the attached documentation in order to specify the criteria and parameters - Art. 3, paragraph 3 of Ministerial Decree 76/2012, for each category of Full and Associate Professors, separately.

Si avvia un'ampia e partecipata discussione sui criteri, i parametri e gli indicatori del Decreto Ministeriale n.76/2012.

The Committee starts an extensive and participated discussion about the crìteria, parameters and indicators listed in the Ministerial Decree 76/2012.

Completata l'analisi della procedura e la valutazione delle modalità di attribuzione dell'Abilitazione ai candidati, alle ore 19:00 la riunione è aggiornata alle ore 9:00 del giorno seguente per la redazione definitiva dei criteri, parametri e indicatori per l'Abilitazione a Professore di I e di II Fascia.

Professori di Il Fascia (Associate Professors)

La Commissione stabilisce che la valutazione dei titoli, delle pubblicazioni scientifiche e degli ulteriori criteri di valutazione è volta ad accertare la maturità scientifica dei candidati, intesa come il riconoscimento di un positivo livello della qualità e originalità dei risultati raggiunti nelle ricerche affrontate e tale da conferire una posizione riconosciuta nel panorama almeno nazionale della ricerca.

The Committee establishes that the assessments of titles, scientific publications and additional criteria aim to assess the scientific maturity of the applicants, establishing the positive level of the quality and originality of the research achievements as recognition of a reputation at least in the national research community.

La Commissione utilizzerà i parametri e i criteri di cui all'Art.5 del Decreto Ministeriale 7/06/2012, n.76 stabilendo le seguenti specifiche e ponderazioni.

The Committee will use the parameters and criteria of Art.5 of Ministerial Decree 7/06/2012, 76, determining the following weights and specifications.

Si ritiene per ciascun membro della Commissione positiva la valutazione - Art. 6, comma 2 - allorquando il Candidato raggiunga un punteggio complessivo di 7.5/10.

The assessment is positive for each member of the Committee - Art. 6, paragraph 2 - when the applicant reaches the overall score of 7.5 out of lO.

Si applicano le seguenti specifiche per il criterio b): poiché nel settore concorsuale OS/ Al non esiste un'unicità di criterio individuante il contributo di ciascun autore nelle pubblicazioni, si verificherà l'eventuale presenza nelle singole pubblicazioni della specifica sui contributi. In mancanza, la Commissione evincerà il contributo individuale da uno o più dei seguenti criteri:

• lettura delle pubblicazioni presentate e del curriculum complessivo;

The following specifications are applied for criterion b): since there is no a unique criterion for the competition sector OS/Al that determines the contributìon of each author in each publicatìon, this will be verified if the specific inforrnatìon is given in the publication, otherwise the Committee will define the individuaI contribution using one or more of the following criteria:

• by reading of the submitted publications and overall curriculum;

• number of authors accounting for the specificity of the work (for example: experimental, interdisciplinary, etc.);

• order of the author narnes,

In definitiva, al fine della valutazione dei criteri delle pubblicazioni presentate, la Commissione stabilisce (i) che la violazione del criterio a) porta all'esclusione della pubblicazione presentata, (ii) che si attribuirà un egual peso ai criteri b) e c) e (iii) si attribuirà un peso complementare al criterio d).

In summary, for the assessment of the criteria of the submitted publications, the Committee establishes (i) violation of the criterion a) excludes the submitted publìcatìon, (ii) the criteria b) and c) will have the same weight and the criterion d) will have a complementary weight.

S, comma 3, lettere a) e b) - poiché sono complessivamente espressione della continuità di impegno e del riconoscimento della comunità scientifica dei risultati raggiunti dal candidato.

La Commissione attribuirà un valore maggiore ai seguenti tipi di pubblicazione: (i) articoli pubblicati su riviste internazionali dotate di processo di revisione tra pari; (ii) libri scientifici; e (iii) pubblicazioni che attestino la collaborazione scientifica internazionale.

The Committee will attribute a higher value to the following type of publications: Ci) peer reviewed international journals; (ii) scientific books; and (iii) publications with international collaboration.

Si assegna egual peso ai due parametri - Art. S, comma 3, lettere a) e h) - ritenuti ugualmente importanti per delineare il profilo del candidato in relazione a quanto sopra riportato.

j) advisor or co-advisor of Ph.D. students.

Si attribuisce il punteggio massimo di 1/10 alla valutazione dei titoli - Art. 4, comma 3, lettere da h) adj).

A maximum score of 1 out of 10 is attributed to the assessment, of the titles - Art. 4, paragraph 3, letters from h) to j).

Per quanto attiene agli ulteriori criteri - Art. S, comma 1 - la Commissione utilizzerà i seguenti:

1. la capacità di coordinare o dirigere un gruppo di ricerca;

2. la capacità di attrarre finanziamenti competitivi almeno in qualità di responsabile locale;

3. la capacità di promuovere attività di trasferimento tecnologico.

Regarding to the additional criteria - Art. S, paragraph 1 - the Committee will use the following:

1. the ability to coordinate or lead a research group;

2. the ability to attract competitive funds at least as a project local investigator;

3. the ability to promote technology transfer activities.

Professori di I Fascia (Full Professors)

La Commissione stabilisce che la valutazione dei titoli, delle pubblicazioni scientifiche e degli ulteriori criteri di valutazione è volta ad accertare la piena maturità scientifica dei candidati, attestata dall'importanza delle tematiche scientifiche affrontate e dal raggiungimento di risultati di rilevante qualità e originalità, tali da conferire una posizione riconosciuta nel panorama anche internazionale della ricerca.

The Committee establishes that the assessments of titles, scientific publications and addìtional criteria aim to assess the entire scientific maturity of the applicants, establishing the relevant level of the quality and originality of the research achievements as recognition of a reputation in the international research community.

La Commissione utilizzerà i parametri e i criteri di cui all'Art.4 del Decreto Ministeriale 7/06/2012, n.76 stabilendo le seguenti specifiche e ponderazioni.

The Committee will use the parameters and criteria of Art.4 of Ministerial Decree 7/06/2012, 76, determining the following weights and specifications.

Si ritiene positiva la valutazione per ciascun membro della Commissione - Art. 6, comma 1 - allorquando il Candidato raggiunga un punteggio complessivo di 8.5/10.
