AVVERTENZE Il Concorso, riconosciuto ed approvato dalla FISE, si svolgerà secondo i singoli regolamenti allegati e le norme vigenti del Regolamento Nazionale per i Concorsi di Dressage vigente. L’ordine della categorie potrà essere eventualmente variato per esigenze organizzative. Il Presidente di Giuria, sentito il parere degli organizzatori, potrà apportare eventuali modifiche, che si rendessero necessarie per la migliore riuscita della manifestazione ed allo svolgimento del concorso.

Per quanto concerne espressamente le eventuali disdette e gli adempimenti economici ad esse correlati, si veda l'art. relativo del vigente Regolamento Nazionale per i Concorsi di Dressage. PREMIAZIONI - PREMI E’ previsto che il numero minimo dei premiati dovrà essere di cinque qualsiasi sia la percentuale ottenuta. Il Presidente di Giuria potrà derogare a quanto sopra per esigenze organizzative. Targhe e/o coppe ai primi tre classificati. Coccarde ai binomi in premiazione. Eventuali altri premi d’onore saranno comunicati prima dell’inizio delle gare.

SCUDERIZZAZIONE È possibile la scuderizzazione, dietro richiesta all’atto dell’iscrizione. Box € 90,00 forfettari per tutta la durata del concorso. Dopo la fornitura della prima lettiera (una balla in truciolo), ulteriori lettiere potranno essere acquistate al prezzo di mercato. Scuderizzazione giornaliera € 40,00. Non sono previste lettiere in paglia ne la fornitura della stessa. Per i Van, Camper e roulotte allacciamento all’elettricità ed acqua al prezzo di € 12,00 al giorno.

NORME GENERALI Il programma MPAAF di Dressage è riservato ai cavalli iscritti nei libri genealogici del cavallo orientale (registro puledri), anglo-arabo (registro puledri) e sella italiano (registro puledri e registro supplementare), ai soggetti iscritti nel registro sportivo del cavallo da Sella, ai soggetti di razza PSI con passaporto MPAAF. Il MPAAF realizza il programma in collaborazione con la FISE. Il programma si svolge secondo il calendario delle Manifestazioni Sella e si articola nei seguenti interventi:

• Circuito di Dressage; • Campionato riservato ai cavalli di 7 anni ed oltre; • partecipazione al Campionato del Mondo Cavalli Giovani. • Provvidenze per gli allevatori dei cavalli italiani impiegati nel Dressage.

Il Montepremi MPAAF, come da normativa europea, è sempre erogato per l’80% al proprietario e per il 20% all’allevatore del cavallo ed è assegnato al proprietario ed al possessore dei diritti allevatoriali registrati nella banca dati MPAAF al momento d’effettuazione della gara. Le provvidenze sono pagate per il 100% al possessore dei diritti allevatoriali. I premi s’intendono al lordo delle ritenute di legge. Le quote di montepremi non assegnate saranno incamerate dal MPAAF. I premi saranno pagati tramite bonifico su conto corrente bancario o postale direttamente intestato al beneficiario. Gli interessati, che non l’abbiano già fatto, debbono comunicare i dati anagrafico-fiscali ed il codice IBAN tramite il modulo denominato “Dati fiscali: comunicazione per pagamento premi” reperibile al seguente indirizzo internet: http://www.unire.gov.it/index.php/doc_module/list/2700//0/key/dati%20fiscali/type/modulistica Gli eventuali conteggi effettuati dai Comitati Organizzatori hanno valore puramente indicativo. La ripartizione ufficiale del montepremi è calcolata dagli uffici MPAAF. Per tutto quanto non espressamente previsto nel presente documento, si rimanda al Regolamento Nazionale di Dressage della FISE. IL MPAAF, tramite i propri uffici supervisiona le manifestazioni e verifica l’operato dei soggetti incaricati (Comitati organizzatori, Tecnici, Giudici), anche avvalendosi della presenza di propri funzionari sul posto.

CIRCUITO MPAAF DI DRESSAGE Il Circuito si articola in 4 tappe ed una Finale. Le tappe si svolgono in concomitanza con i concorsi nazionali di Dressage valevoli per la Coppa Italia.

• Al Circuito MPAAF di Dressage possono partecipare i cavalli oggetto del presente programma di 4, 5 e 6 anni.

• Il MPAAF nominerà un Ispettore Tecnico in ciascuna tappa e nella Finale; Le tappe si svolgeranno nei mesi di aprile, maggio, giugno e settembre, la Finale nel mese di ottobre. Iscrizione e scuderizzazione: Quote di iscrizione

• 4 anni € 40,00 ( forfettari per le due giornate) • 5 anni € 50,00 ( forfettari per le due giornate) • 6 anni € 60,00 ( forfettari per le due giornate)

Box: importo massimo € 80,00 (IVA inclusa) IDENTIFICAZIONE CAVALLI, BENESSERE ANIMALE E ANTIDOPING Nei concorsi del Circuito MPAAF di Dressage è obbligatoria la presenza, per tutta la durata della manifestazione, di uno o più veterinari con il compito di controllare i passaporti, identificare i cavalli, verificare la correttezza del piano vaccinale e vigilare sul benessere animale Il MPAAF può disporre l’effettuazione di controlli antidoping. A tale scopo il Comitato Organizzatore deve obbligatoriamente mettere a disposizione, in area tranquilla non accessibile al pubblico, almeno due boxes vicini di cui uno in paglia ed uno in truciolo da adibire alle attività relative al controllo antidoping ed un tavolo e due sedie. Nelle tappe e nella Finale del Circuito Classico si applica il “Regolamento per il controllo delle sostanze proibite” reperibile al seguente indirizzo internet: http://www.unire.gov.it/index.php/doc_module/list/2700//0/key/regolamento%20per%20il%20controllo/type/normativa. I proprietari ed i cavalieri di cavalli partecipanti al Circuito di Dressage autorizzano il MPAAF a sottoporre i propri soggetti a controlli antidoping e/o di verifica del rispetto della normativa sul benessere animale, durante lo svolgimento delle gare e presso i propri allevamenti o centri di addestramento.

Al riguardo alla prima partecipazione ad una tappa il proprietario e/o il cavaliere devono firmare apposito modulo di autorizzazione di cui viene rilasciata una ricevuta da presentare nelle successive partecipazioni. In caso di assenza della citata autorizzazione o di rifiuto a sottoscriverla il cavallo verrà escluso dalle gare. I cavalli che, per qualunque ragione, siano sprovvisti del passaporto MPAAF non saranno ammessi alle gare. La Segreteria del Concorso è responsabile della regolarità della documentazione e del controllo dei requisiti amministrativi dei cavalli. ISPETTORE MPAAF il MPAAF nominerà un Ispettore Tecnico, con il compito di vigilare sul corretto svolgimento dei singoli eventi del Circuito. L’Ispettore ha funzioni di controllo sull’attività svolta dai comitati organizzatori in relazione alla tappa assegnata con particolare riferimento alla verifica delle procedure, dell’idoneità dei servizi e del rispetto del regolamento. L’Ispettore deve in particolare:

• controllare la qualità dell’organizzazione sul piano logistico; • vigilare sul rispetto del benessere animale e sull’identificazione dei cavalli; • verificare, in accordo con il Presidente di Giuria, che qualità e prezzi dei servizi siano in linea con gli

standard dei concorsi nazionali di Dressage; • accertare che il presente regolamento sia applicato correttamente, da parte di chiunque ne abbia la

competenza. L’Ispettore, qualora riscontri carenze tecniche, strutturali od organizzative tali da pregiudicare il corretto svolgimento delle gare, in accordo con il Presidente della Giuria, deve disporne la sospensione. L’Ispettore è in ogni caso responsabile di eventuali contestazioni mosse al MPAAF per il mancato rispetto del regolamento. Al termine, della Manifestazione dovrà inviare una relazione sullo svolgimento della stessa ed attestare la regolarità delle gare ed il rispetto degli obblighi da parte dei comitati organizzatori. In caso di carenze organizzative o strutturali, potrà proporre sanzioni a carico dei comitati o la riduzione del contributo previsto. NORME ORGANIZZATIVE

• Le tappe e la finale del Circuito saranno programmate su 2 giornate di gara; • In ciascuna tappa e nella Finale è prevista la presenza di un Giudice straniero scelto tra quelli compresi

nell’elenco FEI dei giudici abilitati a giudicare i cavalli giovani. Le spese sono a carico dei comitati organizzatori;

• Il programma delle singole tappe e della finale deve essere inviato, al MPAAF ([email protected]) per l’approvazione entro 20 giorni dall’inizio della manifestazione;

• Nel programma del concorso, deve essere riportato il nome dell’Ispettore Tecnico; • Il Comitato Organizzatore deve garantire, tramite un giudice od uno steward, il controllo della regolarità e

della correttezza del comportamento dei cavalieri, oltre al controllo di stinchi ere, bardature e protezioni. • La Segreteria deve far firmare al proprietario e/o al cavaliere, prima dell’inizio della manifestazione i moduli

d’autorizzazione alle visite di controllo sul benessere animale e rilasciarne ricevuta. I suddetti moduli dovranno essere inviati al MPAAF contestualmente all’invio delle classifiche;

• Nei documenti ufficiali (ordini di partenza, classifiche etc.) devono sempre essere indicati, per ogni cavallo, la genealogia, il proprietario e l’allevatore.

• Lo speaker, deve sempre enunciare, per ogni cavallo, la genealogia, l’allevatore ed il proprietario. • E’ responsabilità della Segreteria di concorso la regolarità delle iscrizioni e la corretta partecipazione alle

categorie loro consentite di cavalli e cavalieri. • Prima dell’inizio delle gare l’elenco definitivo delle iscrizioni dovrà essere affisso, da parte della Segreteria,

negli appositi spazi. • I comitati organizzatori devono assicurare, per tutta la durata della manifestazione la presenza di uno o più

veterinari con il compito di controllare i passaporti, identificare i cavalli, verificare la correttezza del piano vaccinale e vigilare sul benessere animale. Le spese relative sono a carico dei comitati stessi.

• I comitati organizzatori devono obbligatoriamente mettere a disposizione, in area tranquilla non accessibile al pubblico, almeno due boxes vicini di cui uno in paglia ed uno in truciolo da adibire alle attività relative al controllo antidoping ed un tavolo e due sedie.

• Il MPAAF erogherà un contributo ai Comitati Organizzatori delle tappe e della finale di 3.000,00 euro per evento per le spese organizzative. L’erogazione di tale contributo è subordinato alla approvazione preventiva del programma da parte del MPAAF ed al parere positivo dell’Ispettore sul corretto svolgimento delle gare e sull’organizzazione della manifestazione.

• Al termine delle gare, deve essere inviata la seguente documentazione: 1. File ADA delle classifiche, entro due giorni; ([email protected])

Categorie per cavalli di 5 e 6 anni Sono riservate ai cavalli di 5 e 6 anni e si svolgeranno secondo il seguente programma:

≡ prima giornata : i cavalli di 5 o 6 anni potranno partecipare a titolo di warm up, a categorie F ed M programmate nel CDN e/o:

FINALI DEL CIRCUITO DI DRESSAGE I giovani cavalli di 4, 5 e 6 anni si qualificano alle Finali partecipando alle tappe del Circuito di Dressage e/o del Circuito di Completo. I cavalli di 4 anni si qualificano ottenendo, almeno in una categoria, la percentuale minima del 64%. I cavalli di 5 e 6 anni si qualificano conseguendo, almeno in una categoria, la percentuale del 64% nel circuito di Dressage o del 60% nella prova di Dressage del Circuito di Completo. CAMPIONATO DEL MONDO CAVALLI GIOVANI La partecipazione ai World Breeding Championship, è riservata ai cavalli di 5 e 6 anni selezionati tenendo conto dei risultati ottenuti nelle tappe del Circuito MPAAF di Dressage e nei Concorsi internazionali per cavalli giovani. I qualificati dovranno accettare la programmazione di preparazione a detto evento che potrebbe prevedere riunioni di lavoro con tecnici di designazione MPAAF/FISE. I cavalli selezionati per la partecipazione ai Word Breeding Championship, e che porteranno a termine tutte le prove previste, riceveranno un contributo di partecipazione di € 3.000,00 ciascuno (al lordo delle ritenute a norma di legge). Il contributo di partecipazione viene pagato interamente al proprietario del cavallo. Eventuali Wild Card non prevedono alcun rimborso spese. CRITERI DI SELEZIONE Saranno considerate valide come prove di selezione:

• Le prove del Circuito MPAAF di Dressage; • Concorsi internazionali per giovani cavalli in Italia o all’estero;

La partecipazione ai WBC sarà determinata da apposita commissione. Saranno ritenuti idonei i cavalli di 5 e 6 anni che abbiano ottenuto un punteggio minimo in due prove di selezione ( sia F.E.I. PRELIM. CAVALLI DI 5 ANNI - D – YHP503- 2004/2009 Ed. 2004 rev. 2009 F.E.I. PRELIM. CAVALLI DI 6 ANNI -D – YHP603- 2004/2009 Ed. 2004 rev. 2009 che CAVALLI DI 5 ANNI F.E.l. PROVVIDENZE PER I CAVALLI IMPIEGATI NEL DRESSAGE

Le provvidenze sono riservate ai cavalli iscritti ai Libri Genealogici tenuti dall’ASSI (PSO, AngloArabo, Sella Italiano) ed ai PSI con passaporto MPAAF.

1. In tutti i concorsi nazionali ed internazionali di Dressage dotati di montepremi sono riconosciute le provvidenze allevatoriali fino al 20% del premio vinto.

2. Nei concorsi internazionali svolti all’estero di livello CDI 3* e superiori, nelle categorie Grand Prix, sono riconosciute agli allevatori ed ai proprietari le provvidenze sotto indicate: 1° classificato € 1.800,00 2° - 5° classificato € 900,00 6° - 10° classificato € 450,00 Le stesse provvidenze sono riconosciute ai cavalli di 5 e 6 anni nei concorsi CDI Young Horses svolti all’estero.

Le provvidenze del punto 1 non sono cumulabili con quelle del punto 2. Lo stanziamento complessivo per le provvidenze del punto 2 è di € 10.000, in caso di superamento, gli importi verranno ridotti in modo proporzionale. Per il pagamento delle provvidenze relative ai concorsi svolti all’estero, gli interessati debbono comunicare i risultati ottenuti, tramite il modulo allegato, entro il 31 dicembre 2014. Le provvidenze previste al punto 1 sono pagate per il 100% al possessore dei diritti allevatoriali. THE FEI CODE OF CONDUCT

FOR THE WELFARE OF THE HORSE

The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian

sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the

welfare of the horse must be paramount and must never be subordinated to competitive or commercial

influences.

1. At all stages during the preparation and training of competition horses, welfare must take

precedence over all other demands. This includes good horse management, training methods,

farriery and tack, and transportation.

2. Horses and athletes must be fit, competent and in good health before they are allowed to

compete. This encompasses medication use, surgical procedures that threaten welfare or safety,

pregnancy in mares and the misuse of aids.

3. Events must not prejudice horse welfare. This involves paying careful attention to the

competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the

horse for onward travel after the event.

4. Every effort must be made to ensure that horses receive proper attention after they have

competed and that they are treated humanely when their competition careers are over. This

covers proper veterinary care, competition injuries, euthanasia and retirement.

5. The FEI urges all involved with the sport to attain the highest levels of education in

their areas of expertise.

The OC must be informed by 23rd May 2014 of any riders intending to bring non-competing horses. A charge of € 150,00 will be levied for each non-competing horse to

cover stabling cost. The OC must be informed by 26th May 2014 of any riders intending to have box for

equipments. A charge of € 150,00 will be levied for each box request. The OC charge a manure disposal fee of € 40,00 for each horse.

VII. FACILITIES OFFERED AND PRACTICAL INFORMATION

1. ATHLETES

The OC has obtained special tariffs/rates with several hotels in Cattolica and San Giovanni in Marignano. Those wishing to take advantage of these conditions are invited to contact the OC [email protected][email protected]

The OC will not be responsible for any travelling or living expenses. Competitors will

receive their passes and identification numbers from the Show Office on payment of entry fees

Meals: at the expense of Athletes from € 10,00 to € 25,00 (at the restaurant and self service

of Horses Riviera Resort ).

2. GROOMS Requests for accommodation must be sent with entries.

A sufficient number of WCs and hot-water showers will be available for male and female grooms.

The OC will not be responsible for any travelling or living expenses. Requests for accommodation must be sent with entries.

3. HORSES / PONIES

Horse must be stabled in the boxes assigned to them on the showground No facilities are offered for transportation of horses. Horses may not be unloaded on their arrival without authorization of the stable manager.

Stables will be allocated on arrival but PLEASE MAKE SPECIAL REQUESTS (e.g. stallions) with definite entries.

All horses will be bedded on shavings, bedding and fodder will be paid by the rider, the first bedding is free

Horses must be stabled within the FEI stable area for the duration of the event.

Stables will be closed between 23.00 and 05.00 No horse may leave the stable area during the closing time without the specific

authorization of the Chief Steward unless there is an emergency. Horses may not leave their boxes without the official show starting number. Horses taking part in CDIYJPCh CDIYH in their country of residence are not required to

have an FEI passport (FEI GRs art. 137.2) Non-competing horses must be presented at Horse Inspection

4. WELCOME

The time and date of arrival of athletes and horses and their means of transport must be given to the OC in order to assist them on arrival.

5. LOCAL TRANSPORTATION - ARRANGEMENTS FROM HOTEL TO SHOWGROUNDS

The OC can arrange taxies and chauffeurs upon request and at cost of riders / those requesting these

services.

ADDITIONAL INFORMATION

1. ADVERTISING AND PUBLICITY ON COMPETITORS AND HORSES

The athletes ARE authorised to carry the logo of their personal sponsor in accordance with Art.

135.1-2. The Chief Steward will check that the advertising and publicity on athletes and horses

complies with Article 135 of the General Regulations.

2. GENERAL CLASSIFICATION AT THE END OF THE EVENT

3. PRIZE GIVING CEREMONY Prize giving ceremonies: the best 5 placed athletes for all classes except grand Prix (8).

4. INSURANCES

All owners and athletes are personally responsible for damages to third parties caused

by themselves, their employees, their agents or their horses. They are therefore

strongly advised to take out third-party insurance providing full coverage for

participation in equestrian events at home and abroad, and to keep the policy up to

date.

The FEI insures all FEI Officials, whose names are published in the FEI Officials lists, against

third party liability including Judges, Course Designers, Technical Delegates, FEI Stewards, FEI

Veterinary Delegates, Para Classifiers, Members of the Judges’ Supervisory Panel and FEI

Coaches (FEI MCP Veterinarians are covered under a different policy):

- Who are acting for or on behalf of the FEI as stated in the approved schedule of the Event

or who are acting in the scope and course of the FEI’s Business as described in the final

approved schedule; and

- Who have received the status of FEI Officials at FEI Events through a qualification process.

The FEI will NOT insure:

- National officials officiating at FEI Events; and/or

- FEI Officials, who have no official function at the Event.

The insurance extended is for any liability that the FEI Official incurs to a third party, and for

the costs of defending any such claim arising as a result of actions undertaken by the FEI

Official in good faith (including errors and omissions) on behalf of the FEI. However, the

insurance for obvious reasons does not extend to any liabilities incurred as a result of an FEI

Official’s dishonest, fraudulent, malicious, and/or illegal act.

Should an FEI Official become aware of an incident that he or she believes might result in a

claim, that FEI Official should notify the FEI immediately and provide all of the facts known

to the FEI Official. The FEI cannot guarantee the insurance coverage described above in

circumstances where the FEI Official has good cause to believe that there might be a claim

and does not provide such timely notice directly to the FEI.

5. ENTRY RIGHT TO SHOWGROUNDS / ACCREDITED PERSONS Access to the stables will be limited to those persons indicated in VRs Art.1005.2.5.

The Person Responsible must ensure that his/her grooms, or any other authorized persons with access to his/her horses, are familiar with the security and stewarding procedures operating at the event attended.

The OC will issue each competitor a maximum of 2 bracelets for entry into the FEI Stable area and each groom with 1 bracelet. Registered owners of competing horses may receive

a maximum of 2 bracelets.

6. START LISTS & RESULT SHEETS The name of the owner of each horse/pony will be added to all start lists and result sheets, as

well as its stud book initials, country of birth, sex and age.

7. PROTESTS/APPEALS All protests and appeals to be valid must be made in writing and accompanied by a deposit of

CHF 150.- or equivalent.

8. EVENT’S ORGANISATION In exceptional circumstances, together with the approval of Chefs d'Equipe and Ground Jury,

the OC reserves the right to modify the schedule in order to clarify any matter or matters

arising from an omission or due to unforeseen circumstances. Any such changes must be

notified to all competitors and officials as soon as possible and they must be reported to the

FEI Secretary General by the Foreign Judge.

9. DISPUTES

In the event of any discussion concerning the interpretation of the schedule (in translated

languages), the English version will be decisive.

10. RESULTS In order to proceed with the results publication and for qualification purposes the FEI requires

results to be sent in immediately after the conclusion of the event.

Results including the amount of prize money awarded (if any) and the value of the prizes in

kind are to be sent by e-mail to [email protected], in the proper Excel file immediately after

All results must include FEI Passport Registration number of horses and the FEI ID numbers of

Riders. The name and nationality of the horses owner must also be included with the results.

2. HEALTH REQUIREMENTS

GENERAL In accordance with the FEI Code of Conduct it is imperative that all Horses at FEI Events are

physically fit and free from infectious disease before being allowed to compete.

ENTRY OF HORSES

3. NATIONAL REQUIREMENTS

All participating horses must be in possession of:

1. a declaration (with a detailed list) from their own NF stating that the same is

temporarily imported into Italy to take part in CDI in SAN GIOVANNI IN

MARIGNANO;

2. an ATA form, especially for extra European Countries or in the case the horse will

pass through not EU Countries (crossing not communitarian nations) (for further

information see: http://www.atacarnet.com/ );

3. official veterinary health certificates on the International Form issued from the

official veterinary health authorities of the Country of origin

for horses from European Countries see Annex B of Council Directive 1990/426 EC and

subsequent amendment (please remember that this Annex B still in force only 10 days);

for horses from NOT European Countries see Council Directive 1992/260 EC and

Commission Decision 2004/211 EC and respective subsequent amendment (e.g. Council

Directive 2009/156/EC of 30 November 2009 on animal health conditions

governing the movement and importation from third countries of equidae).

4. TRANSPORT OF HORSES

Horses must be fit to travel and be transported in vehicles suitable for the transport of horses.

Any government requirements for disease testing and control must be requested well in

advance, and the Horse be in compliance by the time of arrival at the border of the country

where the Event is taking place. Athletes, or their representatives, have a responsibility to be

in compliance of national legislation in both the country of origin, return, and the host nation

of the Event; where necessary Athletes must contact local government authorities or veterinary

advisors for information regarding animal health requirements and transport legislation. Within

the European Union (EU), this includes EU Council Regulation (EC) No 1/2005 concerning the

protection of animals during transport within the Member States of the EU.

All Horses competing at FEI Events must be registered with the FEI.

FEI Passports or FEI Recognition Cards - for those Horses with a national passport approved

by the FEI, are compulsory for FEI Events, with the exception of CNs and CIMs as outlined

below.

Athletes whose Horse’s Passport and/or Recognition Card is not correctly validated, or failing

to meet other passport requirements including vaccination and Equine Anti-Doping and

Controlled Medication control (Veterinary Regulations Article 1030) will be subject to

Sanctions in accordance with Annex II of the Veterinary Regulations and may not be

allowed to compete.

Athletes will be required to write their name and counter sign next to any passport irregularity

entry noted, as an acknowledgement, prior to receiving the passport and leaving the show

ground. Following a warning being issued for such an irregularity the Athlete will have 30 days

to correct this, failure to correct such irregularities within 30 days will result in a sanction being

imposed.

Note for Horses permanently resident in a Member State of the European Union, all Horses

must have a national EU passport in compliance with EU Regulations, to which a FEI Recognition

card is applied. The exception to this being Horses in possession of an FEI passport which has

been continually revalidated without interruption.

VACCINATIONS - EQUINE INFLUENZA 2014 Veterinary Regulations Article 1028

Horses competing at FEI Events must comply with the requirements for Equine Influenza

vaccination in accordance with the Veterinary Regulations and as summarised below.

vaccination in both the Event host country and the Horse’s country of origin (General

Regulations Article 137).

EXAMINATION ON ARRIVAL 2014 Veterinary Regulations Article 1032

On arrival at an Event venue all Horses must undergo an examination by a veterinarian to

confirm their identification from their passport, their vaccination status and general health. To

protect all horses attending events, any Horse with a questionable health status, with regards to

vaccination, disease or other concerns, must be stabled within the isolation facilities provided by

the Organising Committee pending a decision on entering the venue.

HORSE INSPECTIONS 2014 Veterinary Regulations Article 1033

All Horses will be assessed for their orthopaedic fitness to compete during the Horse Inspection.

Any Horse demonstrating questionable fitness may be referred to the Holding Box for further

veterinary examination. Horses not deemed fit to compete will be eliminated by the Ground

Jury and not be permitted to continue in the competition.

LIMB SENSITIVITY EXAMINATION

2014 Veterinary Regulations Article 1034

Horses are not eligible to compete when a limb, or part of a limb, is hyposensitive or

hypersensitive (both of which shall constitute “abnormal limb sensitivity”). Hypersensitive limbs

have an excessive or abnormal reaction to palpation. Hyposensitive limbs include any alteration

in sensitivity induced by a neurectomy or chemical desensitisation for as long as the alteration

in sensitivity persists.

All Horses are subject to Examination under the Protocol for abnormal limb sensitivity

throughout the Period of an Event, including, but not limited to, between rounds and before

the Jump Off. Horses may be examined once or on multiple occasions during the Period of an

Event.

Horses may be selected for Examination under the Protocol randomly or they may be targeted.

All Horses selected to be tested must submit promptly to the Examination or are subject to

immediate Disqualification. There is no obligation to examine any specific number of Horses at

an Event.

6. EQUINE ANTI-DOPING AND CONTROLLED MEDICATION CONTROL

2014 Veterinary Regulations, Chapter VI

EQUINE ANTI-DOPING AND CONTROLLED MEDICATION PROGRAMME (EADCMP)

Within FEI Groups I & II, the Organising Committee should charge competitors the equivalent

of CHF 12.50 towards the cost of the EADCMP, which is managed by the FEI Veterinary

Department.

SAMPLING All horses competing at FEI Events may be subject to sampling for the presence of FEI Equine

Prohibited Substances in accordance with the FEI Equine Anti-Doping and Controlled Medication

Regulations (EADCMRs). Horses may be selected for sampling in accordance with obligatory

testing, targeted or random sampling procedures (2013 Veterinary Regulations Article 1057

and 1058).

7. PONIES

For all Pony Events, Ponies must be available for Pony Measurement prior to the Horse Inspection

and throughout the event be subject to the requirements of the 2014 Veterinary Regulations,

Chapter IV.

8. INJURY SURVEILLANCE Horses participating in FEI Events are subject to injury surveillance protocols; such information is

essential to ensure that (i) the Horse’s welfare remains paramount at all times and (ii) sound

scientific reasoning is applied to the safety of all Horses and Athletes participating at Events.

At a minimum, and pursuant to the ADRHAs, Organisers must provide the following at Events

where human anti-doping testing is scheduled to take place at least 2 months prior to the Event:

1. One (1) staff member able to act as point of contact and coordinator for the Doping Control

Officers (DCOs) with the contact name and details of this staff member to be communicated to

the FEI at least two (2) weeks prior to the starting date of the Event.

2. Human anti-doping facilities reasonably separated from public activity, consisting of:

- one (1) private room exclusively dedicated for use by the DCOs with one (1) table, two (2)

chairs, pens and paper and one (1) lockable fridge; and

- a waiting room/area with a suitable number of chairs as well as an appropriate amount of

individually sealed, non-caffeinated and non alcoholic beverages, which includes a mix of natural

mineral water and soft drinks ; and

- one (1) private and clean bathroom/toilet, adjacent or as near as possible to the DCO room and

waiting area.

3. Staff members (or volunteers) of both genders, able to act as Chaperones. The number of

Chaperones available to the OC must be communicated to the FEI as early as possible following

receipt by the OC of the Testing plan for the Event. Please see the qualifications for Chaperones

in the ADRHAs.

REMINDER FOR ATHLETS AND TRAINERS

REGARDING WARMING-UP AND TRAINING AREAS

In recent years the warming-up areas have become more accessible to spectators, judges,

press and media who enjoy watching skilful and sensitive riding and training methods.

Every athlete and trainer must accept his responsibility to uphold the high level of horse welfare our sport has achieved.

All warming-up and training areas are supervised by officially appointed FEI stewards. Their job is to ensure that FEI regulations are enforced and athletes and trainers maintain

standards of riding and warming-up in accordance with art. 143 and 144 of the FEI General Regulations.

Should any spectator, athlete, trainer or judge be concerned about, or feel they are witnessing rough or unfair riding or training, without delay they should immediately report

the incident to the FEI Steward. The FEI Steward will then decide on the appropriate course of action including reporting the incident to the Chief Steward who will report to the President of the Ground Jury.

More detailed information regarding disciplinary procedures can be found in the FEI General

Regulations, art. 169.

STABLE SECURITY/STEWARDING AT INTERNATIONAL EVENTS

MINIMUM REQUIREMENTS TO ENSURE IMPLEMENTATION OF VRs Art. 1023

1. ACCESS TO STABLE AREA The stables must be completely enclosed within a suitably restrictive perimeter (stable

area) which will act both as a deterrent to the admission of unauthorised persons and to the exit of horses. The area must be sufficiently large to allow horses to be evacuated

from the stables in an emergency but still remain within the confines of the perimeter.

Whenever possible the stable area must include only stables; lorries, caravans, etc.,

should not be permitted within the area unless specifically needed as accommodation for horses and/or grooms.

Access to stables must be limited to those persons indicated in VRs Art. 1023.VI. It is essential that the official issuing authorised access be a responsible person of seniority

within the Organising Committee.

2. CONTROL OF ACCESS A control system must operate at all entrance gates so that there is an efficient and

reliable method of identifying those who enter and leave the stable area at any time. Extra vigilance must be used in establishing the identity of persons and reasons for

entering the stables during the night.

3. STEWARDING OF STABLE AREA At least one stable steward, directly responsible to the Chief Steward, must be present

or readily available in the vicinity of the stable area 24 hours a day during the entire duration of the event. He may be assisted by deputies as required. The steward/deputies

must regularly patrol the stable area, without establishing any predetermined pattern, to discourage any form of illegal practices or abuses to horses. Any misdemeanours must be reported immediately to the stable steward who must, in turn, report to the

Chief Steward.

The duty of the stewards is therefore to safeguard the welfare of the horses and to prevent any form of illegal practices.

4. GROOMS It is appreciated that grooms wish to remain with their horses during the night. Only

grooms duly registered with the OC are permitted to do so.

The Person Responsible must ensure that his/her grooms, or any other authorised persons with access to his/her horses, are familiar with the security and stewarding procedures operating at the event attended.

5. MOVEMENT THROUGHOUT EVENT GROUNDS Movement of horses between the stables, practice, grazing and main arena must be strictly controlled. The optimum layout for Jumping and Dressage disciplines is attached.

It is appreciated that flexibility will be required depending on the requirements of other disciplines.

6. STEWARDING OF PRACTICE ARENA The Chief Steward must ensure that all practice arenas are adequately stewarded all the time that they are officially open. He must also ensure that these arenas are subject

to random control when they are officially closed.

7. GRAZING AREA It is recommended that a grazing area be provided at all outdoor events, and that this

be subject to random control. If available, horses must only be grazed or walked in hand within this area.

The Foreign Judge/TD at events will be specifically asked to check that the relevant requirements are met as reasonably as can be expected, depending on the discipline,

and to indicate clearly any shortfalls, following which consideration may be given to altering the category of the event in future.
