WELCOME

The year 2015 represents a little anniversary for INCONTRI: Already for the fifth time, around 80 people from the Italian, German, Austrian and Swiss film and television industries are meeting in South Tyrol in order to engage in dialogue that transcends borders. While at the beginning our agenda revolved almost exclusively around the “classic” co-production topics, this focus has been broadened in an ongoing way.

This broadening now wears a new name statement: so what was previously known as BLS's INCONTRI Co-Production Meeting has this year, for the first time, become the BLS Film Conference. Within an exclusive setting, INCONTRI continues to build bridges between the Italian and the German-speaking industries. Decision-makers and promising newcomers come together here to compare notes about the current production environment and distribution conditions in their respective countries, and to inspire one another towards a future that exists on many channels and platforms and is increasingly digital.

Assessing the audience and their viewing habits seems to be more important than ever, as small and specific a particular viewer group may be. Large viewing groups like – and this is something all of our industries have in common – comedies and crime stories. So these two genres have a prominent place in the program of this yearʼs INCONTRI. While on Day 1 the comic preferences of Italian, German, Austrian and Swiss audiences are compared using topical examples and the question of a potential cross-Alpine comedy will be raised. Day 2 broaches the subject of a genre that has provided momentum recently, particularly on the international series market: Italian crime.

DEAR GUESTS OF INCONTRI #5,

Impetus for greater collaboration between the Italian and German film industry could soon originate out of an initiative that was launched by Germanyʼs FFA and Italyʼs MiBACT and that we welcome very warmly in the bilingual region of South Tyrol. So in addition to the already long-existing and very attractive Italian Tax Credit system for film production, the co-development fund that has been newly created by both countries could potentially boost the number of projects produced jointly. As a local film fund, we are pleased that South Tyrolean production companies in particular play a major role in this process of rapprochement.

INCONTRI is thus still not a classic co-production market, another large media conference. INCONTRI want to remain comparatively small and deliberately bring together a limited number of selected industry representatives who are interested in each other's markets and are therefore also relevant partners. In addition to a concentrated current and practically oriented exchange of content, the human encounter – which, as we all know, is the basis for fruitful collaboration – should not be forgotten.

With this in mind, we wish you an insightful yet relaxing stay in South Tyrol.

Page 8: BLS INCONTRI #5

This fifth occurrence of our film conference allows us to look back upon four successful meetings, the participants of which have contributed significantly to our nascent film location. Producers, broadcasting representatives, film-funding experts and representatives of digital platforms as well, more recently, come from Italy, Germany, Austria and Switzerland, making INCONTRI an exclusive meeting point amongst colleagues.

Figures, festival successes and the emergence of start-up companies evince the fact that there has been much progress for the film location South Tyrol over the last four years. We can count a total of 119 subsidized film projects with 1,416 shooting days and a territorial effect of 31.3 million euro. Last year, South Tyrol’s Film Fund supported a total of 24 film projects with grant monies equaling 5 million euro. Among the funded projects was Til Schweigerʼs hit film Honig im Kopf, which has now been seen by more than 6 million cinemagoers in Germany. The international production Everest, directed by Balthasar Kormákur with Jake Gyllenhaal, Josh Brolin and Jason Clarke in the lead roles, was shot here in February of 2014. The Italian hit series Un passo dal cielo filmed in the Upper Pusteria Valley last summer for the third time, and an average of 7 million viewers watched it for the third season. Part of the recently released German theatrical feature Elser − Er hätte die Welt verändert (13 Minutes) was shot in South Tyrol as well. Munich’s Lucky Bird Pictures combined BLS funding with the Italian tax credit for this project.

We were particularly pleased about the presence of three BLS-funded films at this yearʼs Berlinale: Virgin Giurata by Laura Bispuri was shown in competition and Elser was shown out of competition. Simon Jaquemet’s Chrieg was a guest of Perspektive Deutsches Kino. Ruben Östlund’s Force Majeure made the pre-selection for the Best Foreign Film category at the 2015 Oscars. Earlier this year, eight-time LOLA-Award winner Das finstere Tal was awarded a further eight categories of the Austrian Film Award.

DEAR INCONTRI #5 PARTICIPANTS,

GREETING

Page 9: BLS INCONTRI #5

Greeting | INCONTRI #5 | 7

The new film by Giuseppe Tornatore is also currently in production in South Tyrol: The Correspondence, with Jeremy Irons and Olga Kurylenko in the lead roles. Also in production is the first film of Matthias Lang: together with Munich-based Sparkling Pictures, he’s shooting the well-known South Tyrolean legend King Laurin, a project in which many South Tyrolean film professionals are involved.

All of these productions have a positive effect on South Tyrol as a film location as well as on the province’s economy. More and more local companies and service providers, in fact, are now working in the film industry − even those whose core activity is not within this sector. We are also seeing an increase in the number of local film professionals.

Thanks to these developments, we look towards 2015 with every confidence. In this year’s first round of funding, six new projects received subsidies; the submission deadlines for the next calls are in May and September. In addition to INCONTRI, further BLS events for professionals include the RACCONTI Script Lab, the PLACES location tour and the CAMPUS training initiative.

We wish you now an inspiring INCONTRI #5. We hope that you take the opportunity to meet with one another, and also to attend the Bolzano Film Festival, which is now celebrating filmmakers from Italy, Germany, Austria and Switzerland for the 29th time.

10:00 – 11:15 PRODUCING FOR EUROPEAN AUDIENCES

Give the audience what it wants: That’s how the latest slogan for cinema and TV productions goes. The panel will explore how this idea is reflected in European film and TV productions, from a distribution perspective, by asking: Do co-productions guarantee a wider audience or are they just a necessary evil for putting together financing? How important are the customs of each individual country? Does funding that focuses on stars, big names or successful boilerplates support the creative process or restrict creative freedom? A quest for answers regarding how best to sell films and reach audiences.A discussion with representatives of production companies, TV stations, sales and distribution companies from Italy and the German-speaking countries, moderated by Roberto Olla (Eurimages).Panelists: Alfonso Cometti (RTI/Mediaset), Danny Krausz (Dor Film), Stefano Massenzi (Lucky Red), Jan Mojto (Beta Film) and Wolfgang Müller (Barry Films).

11:45 – 13:00 SIDE BY SIDE: PRODUCING HISTORY

A comparison of two productions – both of which deal with historical subjects and national identity. The films aspire to a theatrical release and have big names attached; their budgets are comparable. The first one, Elser – Er hätte die Welt verändert (13 Minutes) directed by Oliver Hirschbiegel and produced by Oliver Schündler (Lucky Bird Pictures), is a German production. The second film is the mainly Italian co-production Bianco (The Long Way Down), from director Daniele Vicari and produced by Francesco Virga (Mir Cinematografica). The two respective case studies will take a look behind the scenes, discuss the film’s genesis, analyze its financing strategies and examine its viability on the marketplace, both at home and abroad. An insight into the strategies of two exemplary producers, one in Italy and one in Germany, for films in which South Tyrol was involved. The respective producers will present the two case studies, hosted by Cornelia Hammelmann (DFFF) and Christiana Wertz (BLS).

The panel will introduce local tastes by showing successful samples of current cinema and TV productions and by exploring cultural differences. Let’s find out what makes Italians, Austrians, Germans and the Swiss laugh, and whether there is a chance for common laughter across the Alps. PANEL I: THE STREAMING PLATFORMS

There is much talk about the digital-content strategies of global players like Netflix, Amazon and Google. There are also many European streaming platforms that distribute local films and television programs. What are the respective strategies for distribution and for investment into original content? Does the battle for an audience leave room for niche players? What do these particular viewers want? The panel, moderated by Bernie Stampfer, will address these questions in an in-depth way.Panelists: Marcus Ammon (Sky Germany), Simon Assmann (Elvira Filmproduktion), Anke Beining-Wellhausen (Teleclub), Marc Gabizon (Wild Bunch Germany) and Gianluca Guzzo (My Movies Italia).

Agenda | INCONTRI #5 | 11

10:45 – 11:00 COFFEE BREAK

11:00 – 12:30 PANEL II: BEST PRACTICE

1) Imagine and live the future: Case study Wiedemann & Berg Television and PalomarMeet Eva Stadler representing Wiedemann & Berg Television, a very successful German production company, and Nicola Serra, CEO of one of Italy’s most vibrant production companies and well known for Commissario Montalbano. Both companies operate on the forefront of innovate TV formats and distribution. Eva Stadler will give insight into the dramedy Add A Friend, produced for TNT Germany and the first in-house production of a German pay-TV channel, as well as into the company’s future strategy. Leading Palomar into the digital future, Nicola Serra will not only lay out some of his creative visions but also explain the company’s tie-ins with the world of Pulsemedia, described as the leading live-streaming portal in Italy.

2) Turning Reality into Fiction: Italy’s Way to Global SuccessIt was possibly the successful adaptation of Giancarlo De Cataldo’s novel Romanzo Criminale that sparked a new trend in Italian TV series production back in 2008. Whilst “Nordic Noir” aka “ScandiCrime” has dominated the European series market, Sky Italia has taken the lead to propel – what Variety calls – “Italian Immorality” to worldwide attention and success: Gomorrah – the series has sold to more than 60 territories and even made it to the US via Weinstein & Co. – ZeroZeroZero, another best-selling novel adaption from Roberto Saviano’s pen is already making big waves even though still at development stage. The production company at the very center of that success story: Cattleya.

Listen to Marco Chimenz, a partner in Cattleya since 1999, who manages all of the company’s international relations and development activities. This panel, moderated by Bernie Stampfer (International Film Partners) will summarize the key questions of the day: Which cards can European players play? Can local mean global?

12:30-13:00 FURTHER STEPS AND STRATEGIES – AN OUTLOOK

Panelists: Roberto Amoroso (Sky Italia), Marco Chimenz (Cattleya), Alexander Dumreicher-Ivanceanu (Amour Fou), Manfred Hattendorf (SWR). Additional panelists to be confirmed.

At national level, film funding is provided by the Italian State Ministry of Cultural Affairs & Activities (MiBACT) through its Fondo Unico dello Spettacolo (FUS).

Reference Funding is granted based on the economic success of a previous project, while Project Funding is provided for the production of feature films, debuts or second features, short films and the support of screenplays.

In order to receive support, the production company must fulfil a set of formal requirements: the company must be represented in Italy by at least one branch office and must be registered in a MiBACT director; the project must also be recognized as an Italian production.

Moreover, a combined tax credit and tax shelter system has existed for production companies and investors in Italy since 2008 for theatrical release films. The tax shelter system was repealed in 2012. In 2014 the Italian government elaborated a new law regarding the tax credit, which allows tax rebates for TV series, documentaries, animated films and web formats as well. This new regulation will be brought into effect in 2015.

The tax credit is interesting for producers who do not have a registered office in Italy, who are not producing a film with an Italian certificate of origin, and who are not intending to participate in a co-production with an Italian partner.

Of course, an Italian production or co-production may also apply for the tax credit. The incentives include tax breaks for local producers (20%), foreign productions (25%) and financial investors (40%).

Since the system is quite complex, it is recommended that foreign producers work with an Italian executive producer who is familiar with the rules and regulations.

Regional funding programs and/or film commissions can be found in almost every Italian region. The regional funds include BLS Südtirol · Alto Adige, Trentino Film Commission (TFC), Friuli Venezia Giulia Audiovisual Fund, Apulia Film Fund, Lazio’s Regional Law for Cinema and Audiovisual Media and FIP (Film Investimenti Piemonte) to name the largest.

SHORT CV Christiana Wertz, born in Cologne in 1978, studied German philology, history and business administration in Cologne and Oxford. After working for the Goethe Institute in San Francisco, the German Films Service + Marketing in Munich and FilmFernsehFonds Bayern, she was tasked with building up BLS’s Film Fund & Commission in October 2009 and has headed the department since that time. She is thus responsible for film funding, location development, promoting South Tyrol as a shooting location, and the film commission itself.

COMPANY PROFILEBLS, South Tyrol’s film-funding program, has operated as a financing and service partner for film and television productions since 2011. Every year, it makes funds totaling € 5 million available for production and development funding. Subsidies are not contingent upon the location of the applicant production company. One criterion for the awarding of funds, however, is the economic territorial effect: it must be at least 150% of the requested funding. In addition to film support in this narrower sense, BLS’s mandate also includes the following areas of responsibility: production and location services for projects that will be filmed in South Tyrol, promotion of South Tyrol as a film location both at home and abroad, and the development of South Tyrol as a film location from a professional point of view. As part of this last area of responsibility, BLS has already been able to settle several film-service providers in South Tyrol and has implemented a variety of education and training initiatives for local filmmakers.

GERMANYPARTICIPANTS

Reflecting Germany’s political system, the German film-funding system is organized on a federal level and on a regional/state level.

The federal system is divided into the FFA (Filmförderungsanstalt – German Federal Film Board) and the BKM (Federal Ministry of Culture). The FFA is geared towards strengthening the film industry according to economic principles, while the BKM focuses on the cultural aspects of films.

In 2007, a new fund for the film industry was launched by the Federal Government: the DFFF (German Federal Film Fund). Originally established for three years, the DFFF was then extended for another three years until the end of 2012. Meanwhile the German government agreed to a unlimited extension with a budget of € 50 million for 2015. The German Federal Film Board (FFA) in Berlin is responsible for the execution of the DFFF.

Up to 20% of the approved production costs spent in Germany may be funded. Not only major productions benefit from the DFFF, but funding has also gone to small and medium-sized projects.

The DFFF aims at improving the conditions for the film industry, preserving as well as enhancing the international competitiveness of film-related companies, and at providing sustainable impulses for Germany as a film production hub as well as achieving other economic effects.

On the regional/state level, almost every federal state has its own film fund. These regional funds include Film- und Medienstiftung NRW, FilmFernsehFonds Bayern, Medienboard Berlin-Brandenburg, FilmFörderung Hamburg Schleswig-Holstein, Mitteldeutsche Medienförderung (MDM), and Medien- und Filmgesellschaft Baden-Württemberg (MFG) and Nordmedia, to name the largest. In order to access the regional funds, producers are required to generate a specific “economic effect” in the respective region. All German film funds support the development, production and distribution of films.

Another partner for German producers is television. The two public channels, ARD and ZDF, as well as the private broadcasters are involved in the co-financing of German feature films. They also contribute to the financing of the FFA’s project funding program.

International producers are recommended to find a German partner in order to access the subsidy programmes. To be officially registered as a German film, a film must have a certain percentage of German financing. In those cases where the co-production is between countries with an existing treaty, German financial participation must amount to at least 20%. Sources: FFA, SPIO 2014

Therefore concrete financing and production models are really interesting to us not only for this very moment but also for the future.

AUSTRIAPARTICIPANTS

As with the case of Germany and Switzerland, the Austrian film funding system is organized on a federal level and on a regional/state level.

Five funding bodies operate on a national level: the Film Department of the Federal Ministry for Education, Art and Culture (BMUKK) allocates funding for feature films according to cultural and artistic criteria, while the Austrian Film Institute (Österreichisches Filminstitut/ÖFI) awards support on the basis of cultural and economic criteria.

Funds are also provided on an annual basis for the production of feature films, including newcomer and innovative projects, as part of an agreement between the ÖFI and public broadcaster ORF in the Film/Television Agreement. In addition, television productions have been supported since 2004 by the FERNSEHFONDS AUSTRIA.

In September 2010, Austriaʼs Federal Ministry for Economics, Family and Youth followed Germanyʼs successful DFFF model and created its own film production incentive scheme Filmstandort Austria (Film Location Austria – FISA).

On a regional level, there are 14 funding institutions in Austria: film funding is administered in each of the federal states (Länder) by the arts departments, and support is also forthcoming from the economic departments in Upper Austria and Salzburg.

SWITZERLANDPARTICIPANTS

Switzerland has been a federal state since 1848 and has a federal structure with three different political levels: the confederation, the cantons and the communes. This is also reflected in the nationʼs public film-funding which is organised on a national and regional level.

The Federal Department of the Interior (EDI) is home to the Federal Office of Culture (Bundesamt für Kultur/BAK) whose Film Department has an annual budget of CHF 26.8 million (2014) to support diverse measures including project development, production, distribution and cinema digitization as well as CHF 16 million (2014) for contributing to the promotion of film culture (Swiss Films, film festivals, film publications, etc.).

In 2004, Switzerlandʼs first regional fund, the Zurich Film Foundation (Zürcher Filmstiftung), was launched. With an annual budget of CHF 9 million, the Film Foundation focuses on assisting script development, production and distribution of cinema films – fiction, documentaries, shorts, animation and experimental films – as well as on supporting projects in co-production with foreign partners, and, only in special cases, TV movies

In addition, the cantons – such as Berne and Aargau – have established film-funding programs to strengthen regional identity and guarantee cultural diversity. Fond Regio Films supports independent production in the cantons of Geneva, Vaud and Fribourg and the cities of Geneva and Lausanne. To be eligible for Swiss public funding, a film co-produced between Switzerland and another country must be officially recognized as a Swiss film. Films officially co-produced with Switzerland have access to the film funding administered by BAK.

Succès cinéma is a funding programme based on a filmʼs success in the cinema: for each ticket bought in a Swiss cinema, the Swiss screenwriter, director, producer, distributor and cinema-owner receive a bonus, which must be reinvested in a future film project. Public broadcaster SRG SSR undertakes its obligations to the Swiss film industry through the Audiovisual Pact, which was first signed in 1996 and now has an annual budget of CHF 22.3 million for the period from 2012 to 2015.

One of its key aims is to support diverse, independent audiovisual production on the basis of solid, professional structures. Apart from providing selective and automatic funding for film and TV production, the Pact has expanded its remit this year to also include the support of multimedia projects and the introduction of the performance-related funding category, Succès Artistique, in order to recognize films of particular artistic value. Swiss films that are invited to participate in major national and international festivals and that also win awards at these events will benefit additionally from this new way of promoting the arts.

For a number of years Elena Pedrazzoli has also produced or coproduced films with external, independent directors from Switzerland and abroad.

The round-tables and discussions were a real inspiration to me. And, last but not least, the friendly and intimate atmosphere also meant that I went away with a very positive memory of the incontri.
