• Il terremoto devastò Tokyo, il porto di Yokohama, e le prefetture circostanti di Chiba, Kanagawa, e Shizuoka, e causò grandi distruzioni in tutta la regione del Kantō. Le morti causate dal sisma sono stimate fra 100.000 e 142.000, mentre i dispersi, presumibilmente deceduti, furono 37.000.[3][4][5]
• Dato che il terremoto avvenne all'ora di pranzo, quando molte persone stavano utilizzando il fuoco per cucinare, i danni furono incrementati da incendi che divamparono in numerosi luoghi e che furono rapidamente alimentati dal violento tifone che si stava avvicinando dalla costa della penisola di Noto nel nord del Giappone.

• Gli incendi provocarono la fusione dell'asfalto delle strade, intrappolando ed uccidendo molte persone che tentavano la fuga. L'episodio singolo che vide il più grande numero di morti fu l'incenerimento in un vortice di fuoco di circa 38.000 persone radunate in uno spazio aperto a Rikugun HonjoHifukusho a Tokyo e che credevano di essere ormai in salvo.
• Il terremoto provocò la rottura delle falde acquatiche, rendendo più difficili lo spegnimento dei fuochi, che durarono due giorni, fino alla mattina del 3 settembre, quando si spensero per mancanza di combustibile. Gli incendi furono la principale causa del grande numero di vittime.

Incendio: caratterizzazione (1)
• L'incendio è una reazione ossidativa (o combustione) non controllata che si sviluppa nello spazio e nel tempo dando luogo, dove si estende, a calore, fumo, gas e luce.
• La descrizione di un incendio consiste nella caratterizzazione quantitativa del focolare come sorgente di energia termica e prodotti della combustione, secondo:

Incendio: caratterizzazione (2)• localizzazione del focolare;
• tipologia di focolare: covante o con fiamma;
• quantità, qualità e distribuzione spaziale del combustibile;
• fonti d'innesco;
• curva RHR (rate of heat released) o HRR (HeatRelease Rate), potenza termica prodotta dal focolare nel tempo RHR(t);
• prodotti della combustione considerati (es. CO e particolato).

Condizioni• Per far sì che avvenga un incendio è necessario che siano
presenti tre elementi fondamentali:
1. combustibile: materiali infiammabili;
2. comburente: ruolo svolto usualmente dall'ossigeno;
3. temperatura (o calore): è necessaria la presenza di un'adeguata temperatura affinché avvenga l'innesco.
• Combustibile e comburente devono essere presenti in proporzioni adeguate definite dal campo di infiammabilità.
• Se non sono presenti uno o più dei tre elementi della combustione, questa non può avvenire e – se l'incendio è già in atto – si determina l'estinzione del fuoco.

Incendio non vincolato o vincolato (dall’ossigeno)
• Controllato dal combustibile - “NON VINCOLATO”(all'aperto, in grandi ambienti o edifici con elevata superficie di ventilazione): la quantità del combustibile determina l’entità dell’incendio; c’è sovrabbondanza di ossigeno.
• Limitato dalla (superficie di) ventilazione - “VINCOLATO”(in edifici con superficie di ventilazione ordinaria): è l’ossigeno che regola la combustione; può esserci anche una grande quantità di combustibile, ma non può bruciare adeguatamente perché non c’è ossigeno sufficiente.

Incendio: caratterizzazione (1)• L’incendio si può schematizzare come una
sorgente di tipo volumetrico, ossia un bruciatore che rilascia calore (HRR) e quantità di particolato (soot) e di gas.
NB: Particolato carbonioso
E’ una polvere nera (essenzialmente carbonio incombusto amorfo, più tracce di altri composti) che si può ottenere come sottoprodotto della combustione incompleta di una qualsiasi sostanza organica (anche fuliggine / nerofumo).

Fasi dell’incendio
• Prima fase (pre-flashover): funzione diretta della velocità di combustione e del quantitativo di combustibile (energia) disponibile. Si ha una crescita di tipo quadratico, con pendenza (velocità) in funzione del materiale e sue condizioni fisiche.
• Seconda fase: In ambiente chiuso si raggiunge, dopo un certo t, una temperatura tale da provocare l’incendio di tutti i materiali; il fattore determinante diventa la ventilazione e il materiale che può bruciare dipende solo dalla ventilazione disponibile. Si ha un diagramma orizzontale, con RHRmaxlimitato dalla ventilazione;
• Terza fase: lineare, rappresenta il progressivo spegnimento.

Sistemi di controllo dell’incendio
• Con sistemi di controllo dell'incendio automatici (es. sprinkler), RHR(t) non raggiunge RHRmax, che po-tevaraggiungere in base a combustibile e ambiente.
• RHR può essere assunto costante, pari a RHR(tx) rag-giunto all’istante tX di entrata in funzione dell’impianto.
• Il valore permane per un tempo pari alla durata di alimentazione prevista, entro cui si presume che l’incendio controllato venga estinto con l’intervento manuale.

Note
• Se nell'attività sono previsti sistemi automatici di estinzione completa dell’incendio (es. sprinkler ESFR - early suppression fast response, water mist, ecc.), il loro effetto deve essere valutato caso per caso in relazione alla loro efficacia ed all'affidabilità di funzionamento.
• A differenza dell’attivazione dei sistemi automatici, l’intervento manuale effettuato dalle squadre antincendio non può essere considerato in fase progettuale ai fini della modifica dell'andamento della curva RHR(t).

• A cascade effect is an inevitable and sometimes unforeseen chain of events due to an act affecting a system.
• In biology, the term cascade refers to a process that, once started, proceeds stepwise to its full, seemingly inevitable, conclusion.
• A domino effect or chain reaction is the cumulative effect produced when one event sets off a chain of similar events.
• It typically refers to a linked sequence of events where the time between successive events is relatively small.

• Fire spread within the room of origin depends largely on heat release rate of the initially burning object.
• Vertical and horizontal fire spread will be greatly increased if the room is lined with combustible materials susceptible to rapid flame spread on the walls and especially on the ceilings.
• The properties of interest are ignitability, flame spread and the amount of smoke produced; these are often called early fire hazard properties or reaction to fire properties; these properties can be improved with the use of special paints or pressure treatment.

• Spread of fire and smoke to adjacent rooms is a major contributor to fire deaths. Fire and smoke movement depends vey much on the geometry of the building. If doors are open, they can provide a path for smoke and toxic combustion products to travel from the upper layer of the fire room into the next room or corridor.
• Keeping doors closed is essential to preventing fire spread from room to room. Doors through fire barrier must be able to maintain the containment function of the barrier through which they pass, whether for smoke control or fire resistance.
• Door closing devices which operate automatically when a fire is detected are very effective for greatly increasing fire safety.

• Concealed spaces are one of the most dangerous paths for the spread Of fire and smoke. Concealed cavities are a particular problem in old buildings, especially if a number of new ceilings or partitions have been added over the years.
• Fire can also spread to adjacent rooms by penetrating the surrounding walls. Fire resisting walls must extend through suspended ceilings to the floor or roof above so that the fire does not spread by traveling through concealed space above the wall.
• The wall can be extended above the roof line to form a parapet, or the roof can be fire-rated for some distance either side of the top of the wall.

separated from the occupied space at each level to avoid producing a path for spread of fire and smoke from floor to floor. A particularly dangerous situation can arise if there are interconnected horizontal and vertical concealed spaces, within the building or on the façade.
• This is particularly important of curtain-wall construction where the exterior panels are not part of the structure. Careful detailing and installation is necessary to ensure that the entire gap is sealed, especially at corners and junctions, to eliminate any possible path for fire spread.
• Gaps such as these between structural and non-structural elements are often filed with non-rigid fire-stopping materials to allow for seismic or thermal movement.

Fire spread to other buildings• Fire can spread from a burning building to adjacent buildings by

A Black Swan is an event with the following three attributes.
1. First, it is an outlier, as it lies outside the realm of regular expectations,
because nothing in the past can convincingly point to its possibility.
Rarity -The event is a surprise (to the observer).
2. Second, it carries an extreme 'impact'.
Extreme “impact” - the event has a major effect.
3. Third, in spite of its outlier status, human nature makes us concoct
explanations for its occurrence after the fact, making it explainable and
predictable.
Retrospective (though not prospective) predictability -
After the first recorded instance of the event, it is rationalized by hindsight,
as if it could have been expected; that is, the relevant data were available
but unaccounted for in risk mitigation programs. The same is true for the
personal perception by individuals.

Non sono utilizzabili metodi tabellari. Metodi semplificati sono applicabili solo per
incendi nominali. Nel caso di incendi reali, invece, sono consentiti solo i metodi avanzati.259

• Questo tipo di analisi strutturale è il più
completo.
• Può essere effettuato sia con regole
prescrittive che con un approccio
prestazionale.
• Sono utilizzabili solo metodi di calcolo
avanzati, che considerano le proprietà dei
materiali e la loro variazione con la
temperatura, le distorsioni termiche, il
verificarsi di meccanismi di collasso parziali,
la rigidezza delle membrature.
• Senza dubbio per la loro applicabilità
necessitano di grandi potenze di calcolo e di
una notevole specializzazione del progettista.

Vulnerabilita’
• Il termine vulnerabile deriva dalla parola latina vulnus che significa: ferita o lesione che essa può essere fisica, psicologica e per estensione anche di un diritto.
• Vulnerabile è tutto ciò che è esposto alla possibilità di essere ferito, violato, leso, colpito, percosso, offeso, tagliato, danneggiato.
• In questo modo vulnus sembra rinviare tanto all’azione del ferire (la causa, il colpo inferto da chi ha il potere e la possibilità di offendere), quanto allo stato del soggetto che subisce (l’effetto, la violazione del corpo, dell’anima, degli affetti, ecc.).
• Un primo punto fermo derivante dall’etimologia della parola è legato all’aspetto di possibilità e non di stato: vulnerabile è chi potrebbe, potenzialmente, essere ferito.
