NORMATIVE EUROPEEEUROPEAN STANDARDS

Che cosa è un DPI - About PPE

Viene defi nito Dispositivo di Protezione Individuale (DPI), qualsiasi attrezzatura destinata ad essere indossata e tenuta dal lavoratore allo scopo di proteggerlo da uno o più rischi suscettibili di minaccia alla salute o alla sicurezza durante la normale attività lavorativa.La Comunità Europea, al fi ne di uniformare e armonizzare le legislazioni degli stati membri in materia di salute e sicurezza sui luoghi di lavoro, ha emanato due direttive relative ai Dispositivi di Protezione Individuale (DPI):- La Direttiva Europea 89/626/CE del 29. 12. 89 recepita e attuata da tutti i governi degli Stati membri in attuazione alle disposizioni relative alla valutazione del rischio, individuazione e utilizzo di adeguati DPI.- La Direttiva Europea 89/686/CE del 29. 12. 89 recepita dal D.Lgs 475/92 (Governo Italiano) e da tutti i governi degli Stati membri in attuazione alle disposizioni relative alla progettazione, produzione e valori prestazionali dei DPI.

Personal Protective Equipment (PPE) is defi ned as being any device or appliance designed to be worn or held by a worker for protection against one or more safety and health hazards during normal working activities.The European Community, with the aim of rendering uniform and harmonising the legislation of member states for health and safety in the workplace, has issued two directives regarding Personal Protective Equipment (PPE):- European Directive 89/626/EC of 29.12.89, acknowledged and implemented by all Member State governments to implement the dispo-sitions concerning risk assessment, identifi cation and use of suitable PPE.- European Directive 89/686/EC of 29.12.89 acknowledged through Legislative Decree 475/92 (Italian Government) and by all Member State governments to implement the dispositions concerning the design, manufacture and performance values of PPE.

Classifi cazione dei DPI - PPE Classifi cation

I DPI sono classifi cati in tre categorie in base alla gravità dei rischi da cui devono salvaguardare l’utilizzatore, come di seguito riportato:

PPE is classifi ed into three categories, according to the seriousness of the risks against which it must protect users and listed here as follows:

I CATEGORIA - CATEGORY ISono classifi cati come DPI di I categoria tutti i dispositivi di progettazione semplice, destinati a proteggere l’utilizzatore da rischi di lieve entità (azioni lesive superfi ciali, lievi e reversibili causabili da strumenti meccanici, lubrifi canti, detergenti, ordinari fenomeni atmosferici, ecc) e dall’in-sudiciamento lieve non aggressivo. Essi devono essere corredati di autocertifi cazione rilasciata dal produttore, nella quale, dietro la propria responsabilità, una volta identifi cate le caratteristiche necessarie per qualifi carlo idoneo agli impieghi previsti, dichiara che il DPI è conforme ai requisiti minimi ed essenziali previsti dalla direttiva Europea e alle norme tecniche armonizzate di riferimento adottate nella progettazione e quindi nella realizzazione del DPI.

Category I PPE is classifi ed as being all those devices or appliances with a simple design, intended to protect the wearer against slight risks (of superfi cial, light and reversible lesions from mechanical equipment, lubricants, cleansing materials, ordinary atmospheric agents, etc.) and from light, non-aggressive soiling. PPE must come with self-certifi cation from the manufacturer, stating, under its own responsibility and after identifying the characteristics required to qualify the item as suitable for its intended use, that the PPE conforms to the minimum and essential requirements of the European Directive and to the harmonised technical standards of reference applied during design and manufacture.

II CATEGORIA - CATEGORY IISono classifi cati come DPI di II categoria tutti i dispositivi che proteggono da azioni lesive di media gravità e tutti i DPI che non sono classifi cati nelle altre due categorie.L’attestazione CE di tipo deve essere rilasciata da un organismo terzo notifi cato.

Category II PPE is classifi ed as being all those devices or appliances intended to protect the wearer against injury of a medium level of se-riousness and all of the PPE not classifi ed in the other two categories. The type-tested CE marking must be issued by a notifi ed body.

III CATEGORIA - CATEGORY IIISono classifi cati come DPI di III categoria tutti i dispositivi di progettazione complessa destinati a proteggere l’utilizzatore da rischio di morte o da lesioni gravi e permanenti; L’attestazione CE di tipo deve essere rilasciata da un organismo notifi cato, ed è necessario svolgere attività di controllo attraverso verifi che a campione sui prodotti o sorveglianza sulla corretta attuazione del sistema di Qualità aziendale.

Category III PPE is classifi ed as being all those devices or appliances of complex design intended to protect the user against the risk of death or serious and permanent injury. Type-tested CE marking must be issued by a notifi ed body, which must type-test sample products or perform assessments of the correct implementation of the company Quality Management System.

EN 13402-1: Terminologia, defi nizioni e metodo di misuraTerms, defi nitions and body measurement procedure

La prima parte dello standard defi nisce un insieme di dimensioni del corpo che devono essere usate per determinare la taglia del capo d’abbi-gliamento. Defi nisce inoltre le linee guida per effettuare tali misure del corpo.Tutte le dimensioni del corpo vengono misurate, preferibilmente senza o con meno vestiti possibili, in centimetri, eccetto per la massa corporea.

The fi rst part of the standard defi nes the list of body dimensions to be used for designating clothes sizes, together with an anatomical explana-tion and measurement guidelines. All body dimensions are measured, preferably without or as few as possible clothes, in centimetres, except for the body mass.

EN 13402-2: Misure primarie e secondariePrimary and secondary dimensions

La seconda parte dello standard defi nisce per ogni capo di abbigliamento le “misure primarie”. La misura primaria è quella dimensione del corpo che deve essere riportata sul capo del vestito.

The second part of the standard defi nes for each type of garment one “primary dimension”. This is the body measure according to which the product must be labelled.

La terza parte dello standard defi nisce quali sono le misure primarie e secondarie da applicare preferibilmente ad ogni capo di vestiario.

The third part of the standard defi nes preferred numbers of primary and secondary body dimensions.

Tutti i DPI devono essere corredati di Nota Informativa, fornita dal produttore unitamente al DPI, la quale deve contenere tutte le informazioni utili all’utilizzatore, quali istruzioni sul corretto uso e sulla corretta manutenzione, i limiti di impiego, i valori normativi e prestazionali, i dati relativi all’imballaggio e alla conservazione.

All PPE must come with an Informative Note, supplied by the manufacturer together with the DPI. This note must supply all useful information for the user with regard to the correct use and maintenance, limits to use, standard and performance values and information about packing and storage.

La certifi cazione è un atto mediante il quale un organismo notifi cato e accreditato presso la Comunità Europea, una volta identifi cate le caratteristiche necessarie per qualifi carlo idoneo agli impieghi previsti, attesta che il prodotto preso in esame è conforme ai requisiti minimi ed essenziali previsti dalla Direttiva Europea e alle norme tecniche armonizzate (UNI EN) di riferimento adottate nella progettazione e quindi nella realizzazione del DPI. La certifi cazione del prodotto si evince dall’ apposizione sul prodotto del marchio CE che rappresenta la “presunta” conformità alle direttive e alle normative Europee e ne consente la libera circolazione negli stati membri.

Certifi cation is a deed through which a notifi ed body with European Community accreditation, after identifying the characteristics required to qualify the item as suitable for its intended use certifi es that the PPE conforms to the minimum and essential requirements of the European Directive and to the harmonised technical standards of reference applied during design and manufacture. Product certifi cation can be seen by the application on the product of CE marking, which represents the “presumed” conformity to the European directives and standards that allow it to circulate freely within member states.

0 6 2 4 Nei DPI di III categoria il marchio CE deve essere obbligatoriamente seguito da un numero a 4 cifre che identifica l’organismo che interviene nella fase di controllo della produzione del DPI.

The CE marking on Category II and III PPE is followed by a fourfigure number to identify the body issuing the type-tested CE marking.
