The Reinvestment Zone NumberTwenty-Severr, City of Houston, Texas {"Zone"}, was weated bythe City Councilof the Cityof Houston,Texas{"Citf})on December9,20L5, hy Ordinance No,

101"5-1?57, ln n* area CIf the City conrmonly referred to as Montrose. The Zone covers

approximately 5SB acres in the lVlontrose area.

The purpose pf the tax increment reinvestment zone (the "'Zsne") is ts finance c*nstruction ofpublic facitities and infrastructure necessary tn catalyze residential and commercial develapmentand redeveloprrent within the Zone boundaries,

Exp*nditures associated with the deslgn and construction of public lacilities infrastructure, as wellas sth€r specific prsject related costs, will be funded by tax increment revenues derived fromincreases in property values following new residential and comnrerciaI development.

The Tone lncludes pCIrtions of tha Montrose neighborhpod and is loeated in west central Houstonwsst end southwest of Downtown and just north of the Texas Medieal Center and the Mus€urfiDistrict, ltlsntrose ahuts the west side of Faurth Ward and is adjaeent tn the Relnvestrnent ZoneNumb*r Nlneteen {Upper Kirby Zone), the Reinvestrnent eoilc Number Five {Memoriatr HeightsTone| and the Reinvestment Zane Number Two (Midtown Tone). to irnprove parking opportunities throughout the area thereby inereasing eeonomic developmentfrctivity and rnaking the area ffiore attractive for private investrnent. The Zone will further supportimprovements to sidewalks, lighting, signage, $ff€et treesn landseaping, henches and otherpedestrian arnenities that are designed to enhance the locsl walking experience and encaurageguests to spend an extended period of tirne visiting a larger number of venues. The construction*f parking and improved pedestrian systerns including ADA compliant ramps and othertreatments will also henefit ped*sftian safety and mobility, enhanee the visual environrrent and

Exhibit 1 does notconsiden the Fssitive contributions resulting from reinvestment end subsequent increases inproperty values, nor the additional costs assoeiated with deht servlce, PnoJeets will be

implernented based on available funding.

bcunded by Buffalo Bayou to the north, Taft StrEet and Spur 527 to the east, Southwest

ireeway to the ssuth, and South Shepherd to the west. lt is served hy a network ofthoroughfares and residential streets, prlmarily Allen Farkway, W, Dallas, W. Gray, Westheimer,

W. Alabama and Rlchmond (east to west), and S. Shepherd, Dunlavy, Waugh and Montrose

{north to snuth}.

Due to, aging and heavily-used public infras$ucture, thls area is in need of greater public and
